I think the only game I enjoyed playing scenarios in was Civ II. I found the WWII and Civil War scenarios fun.
In fantastic worlds I also enjoyed some of the off-the-wall game modes like Santa Is Coming which was really just different christmas themed sprites instead of the regular sprites...
I don't think Beyond Earth did much of anything particularly well so can't say I'm bothered Civ VII wouldn't be created by the same lead devs. It was kind of fun for one or two playthroughs but didn't have anything to keep you coming back for more
Ah true I always forget how lousy Civ V was upon release. I would definitely consider it to be the worst if you only evaluated the base games. Luckily the expansions did a lot of heavy lifting to make it worth coming back to

Finished my first game with Ludwig. That ability is crazy. I got so much early tourism off wonders around theater districts after semi-rushing Castles. Easily my fastest cultural victory (although no other Civ really going culture heavy helped). Would've been faster if the damn World Congress...

Ability: Swan King - Grants Culture to Wonders that are adjacent to districts (+2 per adjacent district) even if they are unfinished. All culture adjacency bonuses provide tourism after discovering Castles.

I think 6-7 cities is much more reasonable by turn 100 and there's nothing punishing you for continuing to build more after that unlike in Civ 5. From what I've read any city that you can get to at least 4 population before the game ends can be considered worth it. Which is a pretty easy thing...
I'm by no means an expert but for religious victories you're obviously going to want to be generating a ton of faith. If you can get a pantheon that generates passive faith from features within your empire or from holy site adjacency then you'll be off and running
