People often quit in multiplayer games. When they do leave the game the AI simply takes over. People quitting is a serious issue in MP. You can help with this by friending any non-quitters and trying to play your games with at least a few of them so you know they won't at least quit. My steam...

Without a doubt multiplayer is always much better without barbs and city states on. Personally I keep both barbs and city states on anyways cause we don't normally have issues regardless.

don't forget great war bombers can do a decent job against infantry. Although I agree that artillery can't do anything against them at all.
