I've been playing regent for 2 or 3 games and so far I've won them all. However, I don't know if I should move on to the next level. When is it a good time to move up a level?

Hi, I'm new to Civ. 3 and I tried building some privateers(Sp), but they really suck. I mean plain old galleys beat them half the time.:mad: Can anyone please tell me what's the point of these units? Thanks in advance.
