From my experience I would say the Civs who are most consistently strong are Greece, Russia, Germany, and Brazil. If shuffle decides to use an island map where Pedro is isolated he can already fully influence a Civ tourism wise before I even meet him.
I'm pretty surprised that's the opposite of my games, even if I'm really ahead I won't be attacked unless I provoke another civ or it's a warmonger civ
A lot of the times I'll fill out tradition and go commerce second. If on a water map or playing with a Civ that has a powerful Naval UU or as the Ottomans I'll go Exploration

Impj!!! I can't believe no one has listed them yet. Combined with the unique barracks building with that huge bonus for flanking, 3 movement, and they have a spear throw that can cause significant damage at the beginning of an attack before they even take any damage? Well my game was doomed from the beginning I started on the west coast of a continent with very little room to the north of me, the east taken up by Poland and Venice and Siam, and the South about 3-4 tiles below my capital was just snow-tundra it was one of the worst starts I've had in a while
