In my game, I'm using several mods like R.E.D and CEP and others, I am playing as the mayans, and Poland is near me. However it's now turn 130 and they have not built any city yet. Is this normal? I'm playing communists map, standard time, emperor difficulty. or is it the effect of the mods?
