I used the liberate city option to liberate several cities of my (capitulated) vassals in my previous games, and I liked it. I was wondering if you could liberate a city of a civ you are at war with, when the peace treaty is eventually "signed", but without vassalizing them.

Can I effectively spread Mining Inc to a National Park city? Since the National Park removes access to Coal (which Mining Inc needs as well)...
Or maybe the Mining Inc in that city will use the other Mining Inc resources BUT coal (giving less of a benefit as a result)?
