I remember doing this with a great general buy there is an icon where the "skip turn" or "fortify" icons are that says "change city". I think you can move it to another eligible city. EDIT: now that i look at it krikkitTwo said this first :)

That^ I dominated my game, took over the whole continent just to lose to a civ in an island elsewhere because I filled the whole continent with cities (so other civs wouldn't settle) and built absolutely everything in them. Basically -300 GPT at 0 reserves and the down spiral of rebellion...
