    Only civs that are friendly or your vassals will vote for your victory. On the victory condition screen, you need to click diplomatic victory on the bottom right instead of apostolic palace resident.

    If they liked the other civ too much the message is usually "we won't betray our close friends". Both of course it could be both in which case I'm not sure what message comes out in priority . There is also "we would have nothing to gain", or "we fear their military might".
