Probably Germany. I would start off being unaggressive, staying small to see what the new AI has in store for small, human controlled civilizations. Then I would change to being militaristic in the industrial age and run everybody in my vicinity over.
This way I will have some worthy opponents...
Attack is only used during interception. That's why bombers don't have attack values.
Thus, the plane being intercepted would use it's defence value in an air battle.
Balance of power. Oh yes. I make sure noone strays too far and takes over the world just like that. I even deliberately make decisions that weaken my own civ so I can get a challenging scrap with the other countries.
When you REALLY don't want a culture flip to happen, just reload an autosave and move 1 unit out from the city. This forces the game to get a new RNG value and you can keep your city.
I never use armies. They break the game to the point where it isn't fun anymore.

I've noticed if you have a flawless reputation, the AI will stay in alliances longer.
I once allied with 2 civs against a common foe. And they both stayed at war with him for well over 20 turns. That was when I had a flawless rep.
Ision underestimates the good UU's and overestimates the crappy UU's. And also he describes the effects of the traits in every review... This is getting tedious -.-
By the way. The Keshik doesn't have defensive bombard.

Might want to increase the maximum research time number since you have increased tech cost - To discourage human players from doing 'minimum runs' on techs.
What are you talking about yourself? Commercial and Scientific, the two strongest traits next to agricultural and industrious make the Koreans more than a weak tribe.
And this is the Conquests board, so that means Hwacha have a bombard of 8 but LETHAL BOMBARD (!).
It took an expansion to fix that, no?
The best way to balance the agricultural trait is to remove it.
This way I can play the Aztecs as I want to play them (militaristic religious) :D
