The trick is LET AI DECLARE THE WAR. This can be done, for example, by stealing AI's tech (failed).

I will recommend revolt before finish developing the monarchy tech. In revolt time, you can still develop monarch by setting you workers to scientists. I am assuming you are play C3C, if not, forget what I am saying.

By the way, which difficulty level are you playing? It seems the tech development is quite slow. I typically build the Great Lib around 1300BC and around 10AD most of the AIs are in the industrial age when I am playing the SID level.

I noticed reload was not allowed. It will be amazing somebody can win SID without one single reload.
