    A bit more info: 0 pop-cost settlers can build new cities, but add no population when told to join an existing city.

    Well, a few things to mention: Marketplaces will no longer be improving the effectiveness of luxuries in my game, as another (more expensive) improvement will take over that functionality. Further, with a greater deal of improvements and wonders that add unhappiness, additional luxuries...

    A few things: Many mods include a great deal number of extra wonders, such as Angkgor Wat, the Taj Mahal, etc. My own mod is replacing Smith's Trading Co with East India Company. Many of the wonders I've added though, are based around my wanting to make the game play out more similarly...

    Building That Produces Settlers

    To answer Kulade...yes, a unit with no cost in shields, resources, population, etc, can still build a city. Furthermore, I'm fairly certain that using the wonder interface to produce settlers means you won't be losing any population doing so.

    At least 70% of content I'm using is salvaged from DyP, TeT and BBW, 20% is stuff I've already found, and 10% is stuff I'm probably going to have to make myself. (Like the Stargate wonder I made already.) Main difficulty of course will be giving credit properly, but I will try to do my best.

    Well then, add Australia, Hawaii, and the Philipines. As for extra civs, I didn't realize that. Maybe I'll just go ahead and make plenty of viable civs, though Portugal, the Netherlands, etc still get cut because of the high probability of making Europe -too- crowded.

    Am I crazy or is that 32 civs? Also, I don't feel like not including Polynesia, so that means cutting somewhere to make room, and Europe isn't viable because, as you said, it's supposed to be crowded. Most of the civs I've removed from Europe were because that civ would be stuck with 1 or 2...

    Load up an Earth map, look at where the Greeks go, where the Babylonians go, and how much room there is in between. Ottomans might have been very powerful and are a deserving civ, but Greece and Babylon are far more deserving in my opinion.
