I think the russians and sovets should have seperate civilizations sence they differ so much from each other.

:nuke: In Civ 3 when you built nuclear weapons, you could build ICBMs or Tactical Nukes. I think in Civ 4 they should try and differenciate between Fission and Fusion based bombs. Maybe make Fusion bombs more powerful? :nuke:

I think in Civ 4, there should be future technology you can actually use like in "call to power" they had hover infantry and plasma tanks. You could also build colonys in space. I think they should have some post apocalyptic weaponry instead of "Future Tech 1" Like they had in Civ 3.
