No of course not. But collateral damage happens. Israel isint picking random residential areas to bomb, they go for the spots where the terrorists are who unfortunately use human shields.

There have only been limited Israeli deaths because the Israelis are prepared and have plenty of bomb shelters. Just because some one is wearing a bullet proof vest doesn't give you the right to shoot them.

In international law, proportionality is based on the goals of an action, not on the weapons used.

The key word there is avoid. Nothing says there wont ever be, or shouldn't ever be collateral damage. by firing mortars or tank shells or whatever they were obviously trying to avoid civilian casualties. Where as they could have called in a bombing run.

ICBM, don't you realize its not that simple! Why would Israel stop fighting when they know that Hamas will continue to fire rockets and why would Hamas stop firing rockets when in their charter their stated goal is the destruction of Israel.
