I'm looking for a mod where units can be built one of two ways.
1) The city doesn't grow while the unit is produced as with settlers,
and / or
2) the unit can be purchased with gold but will reduce the population of the city.
Has anyone made a mod like this? I searched and found...

Instead of "when animals attack" maybe someone can mod that out and in its place enter code similar to how units in ocean tiles work.
