I've built Oxford twice in the past 5 games, and it hasn't granted any technologies at all

I've had a weird situation in a recent Archipelago game where my triremes don't seem to want to attack enemy triremes.
I think this only happens when the trireme is inside my city, and it's attacking an adjacent (enemy) trireme. I get the odds of victory at the bottom left, but clicking on...
I found my capital and got a pantheon.
It grew to size 2. Then I accidentally starved it down to size 1, and my pantheon disappeared.
(edit: in retrospect, I think I must have starved it down to 1 the same turn the pantheon was founded)

See attached savegame. My caravel has enough XP to be promoted, and the End Turn button has been replaced with PROMOTE A UNIT, but I don't actually have to.
If I bombard Nanjing (using up the Caravel's turn), then I'm allowed to end-turn. So I can save up that healing promotion indefinitely...

As I understand it, patch 1.52 changed the rules so that you must rule land for 20 turns for it to count in your score.
Is this also true for Domination purposes? In other words, do you need to maintain land for 20 turns before it can count toward your ~65% requirement?
In a recent game I got a -4 penalty for "you have traded with our worst enemies!". Does anyone know the mechanics of how this works? I searched the forums but haven't found an explanation yet.
