It really depends on what you are actually demanding.
In other forums it has been discussed that it is almost impossible to get a city in the demands screen, however, i have been able to get pretty much anything that i have asked for. If your request will not cripple the Civ they will comply...

It could be that they declared war because someone paid then a lot of money / Techs to do it... i know that i do all the time.
If i am going to attack a Civ, my goal is never to just capture a few cities.
Build a large army (takes time) and go and crush them all. Capture the major cities that you want and burn the rest, decreasing their cultural power, and thereby eliminating the revolts.
