You may want to consider using GII Archers/Longbows to quickly defend captured hilled cities since their GII will allow to the travel those those cities quickly. Just anotehr idea to leverage the UB.

I don't think there are best & Worst Leaders, it all depends on your play style, like most people have said in previous threads. As for Toku, the UU isn't very hard to leverage, just basically use it like a normal macemen for City Raiding, the extra 1st strikes are for negate the defending...
