    Courthouse Bug - NO unhappiness from number of cities

    This bug was introduced in 217 or so - still in effect. After building a courthouse, the unhappiness resulted from the number of city is completely removed. Hopefully it will be addressed, or Ghandi continues to be very happy. :rolleyes:
