In my recent struggle to get a cultural victory, I noticed that the barbarians are able to build axemen without copper or iron. They captured my city of Bombay, and then started cranking out axemen, but the city had no access to copper or iron! That isn't right.

Am I the only one who finds the non-stop stream of barbs that usually end up around your cities really annoying? You keep killing barbs but they keep coming. Does this mean there is a barb city (or barb cities)?
