I was able to get World Builder to work 1 time (using the fix in the OP). I successful modified and saved a map. I tried launching World Builder again, but received the following error: "The Civilization 5 exe has crashed and can no longer provide services like mod info".

I've successfully played a LAN game between the 2 computers of my home network using my own mod. At times it hasn't work, but I found that (after I had made some minor modifications to my mod) I merely needed to recopy the mod from one computer to the other for it to work. The game showed up...

It would seem your suspicion is correct. After 1 turn, the Government Civic defaulted to my new starting civic.

Check out this screen shot to see what happens. Notice how the Chiefdom picture is showing (usually the pic for inactive civics is not showing) but not highlighted.

If the developers move in the direction of Panzer General style combat mechanics, it would certainly make the combat system much more interesting than its current implementation. I am particularly intrigued by (which has been hinted at) the prospect of "developing" your units in the same manner...

Ok, I tried your above method. Here are some interesting observations:
Your mod adds a rocket icon in the upper left corner that allows access to the BUG mod options screen
(this is not present when I run BAT by itself).
Your mod does not allow the PLE icons on the main map screen...
