Background: What if the Aboriginal people had developed at a similar tech pace as England? What if instead of Captain Cook meeting them in Australia, he met them at sea, with similar looking ships? What if instead of England colonising Australia, they became valuable allies, or fierce enemies?

@Ilduce - Moscow's not a coastal province. The number is the development level (1-3) of the shipyard - which requires a coast
Everything starts at 1 except national capitals, which are 2, and landlocked provinces, which are 0 and cannot be upgraded.

@Venice- Would you Mind King Henry Attempting to press his Historical claims to the french Throne? In fact, as the major powers in Western Europe, we should Probably agree on a border. I would like France, Germannia, and the Low Countries, but other than that I have little Interest In Europe.
