Reducation Centre problem

Anyone notice the Reducation Centre (Fascist civic building) reduces war weariness?
Thing is Facisim civic removes wear weariness so it becomes a useless bonus.
Im not shure if this was address in the new beta or not, maybe the bonus can be changed or remove?

I hope this imformation was usefull.

This also happens with the Artist specialist slot from Pacifism's Art Gallery (Pacifism allows unlimited Artists) and the Slave specialist slot from Slavery's Slave Market (Slavery allows unlimited Slaves). I think the effects of civic buildings stop completely when you change civics, but I could be wrong.
