The Papal States are not only a dominion under God, but a dominion amongst men. Thus, at times it is necessary to use force, when the devil foments forces counter to the forces of the Lord, to protect His people. And as ancient Israel was both a holy and political dominion, and King David both a political and divinely appointed ruler, so too must the Pope, as both a Holy and at the same time a political leader, at times stoop to the level of mortal men in order to advance the will of the Lord, and protect His people. Our Lord and Savior Jesus Christ never criticized Israel for their history, for it was by His will that it came to be. The Pope is also the head of the Catholic League, a political organization intended to advance the Lord's Will on Earth. The organization was formed with peace in mind. It was not the League who began this war. It was those outside of the League who began it. And as the Pope is the head of the League, would it not be hypocritical for him to expect others to carry the burden without also calling upon those in His dominion to do the same? The Pope must lead by example, and it was not He who began war, but those outside of the League who did. The fighting in Europe saddens the Pope, but sitting on our hands and allowing the forces of Satan to win will not advance the will of the Lord.

We tried to bring peace. We gave the Sicilians a chance to change their minds. But they did not listen. The Pope is also saddened by the declaration of war by the Swiss, but there is little else he can do. We hope you reconsider your declaration of war. But if you do not, then as a member of the Catholic League, the Papal States will be forced to declare war on Switzerland.

Again, we hope you reconsider, as this is not your fight.

It is our fight. If the Pope gives Austria permission to illegally annex one neighbor, what is to stop them from allowing the Austrians to annex ourselves, or Milan, or any other nation near them that is smaller and weaker than themselves?

If the Pope truly wished to spread peace, he would work as the Lord intended him to, as a mediator between Heaven and Earth, not to seek greater Earthly riches and powers as some corrupt priests appear to be doing. What good is gold in the eyes of God? Does the Bible not say that is easy to thread a camel through the eye of a needle than for a rich man to ascend into Heaven? And His Holiness would be wise to remember that the only people Our Lord and Savior Jesus Christ ever truly yelled at were the priests of Jerusalem, who attempted to govern the lives of men rather than spread God's message of peace and love.
 
@Circuit: If you wish to switch from the papacy at this point to Rome you may, though I'd prefer that your current nation be seen through to whatever end. At the moment, an abrupt switch seems like it would be a bit of a conflict of interests. At the very least I'd prefer you'd wait until the end of the current major wars. Also the orders you sent me don't seem to be orders. They look like diplomacy to someone to me.

Our own historians have researched Italian history back to the Dark Ages and found a detailed chronicle of Venetian history from the Dark Ages through their wars against the Turks and their eventual decline to the moment we are now, in no area does Austria fit into this picture other than as a possible Catholic ally supporting Venice against the Turks like Spain. Therefore we implore the Pope to look into this matter more closely and possibly avoid war.

We wish to remind the King of Milan that the lands of Istria, Gorizia, and the city of Trieste were absorbed into Hapsburg domains after the Meinhardiner line had died out in 1500 (many of these lands, including Trieste had already been absorbed as early as 1382). It was only through unjust conquest did these lands fall into Venetian hands, and we have never rescinded our just claims to these lands. While we admit in the area of Dalmatia and Venice proper we have no historical claim, it is obvious that Venice has for centuries defied the will of the Pope and placed insufferable tariffs on Austrian goods which must travel through Venetian ports. Their continued autonomy was no longer an option.

Also who are these Turks you mention? We have scoured references to them and they appear to be a people living in the lands of Asia Minor between the Greeks and Saracens, never having been a threat to the areas in question.

When has the Pope ever expressed the desire to increase worldly wealth? The Vatican receives tithe and pilgrims from around the world, not just the Papal States. Borders mean nothing to the Church's treasury. There's no income from the Catholic League. And in regards to the war, there is a time for war, and a time for peace. Now is the time for war. The Papal States, while guided by the Lord, at times are required to act in a secular function, just as the ancient kingdom of Israel was required to do.

OOC: I will continue to control the Papal States, but I hope that Rome can be kept open for the duration of the war. It's not that I don't like the Papal States or the Catholic League. I just think playing as Rome would be a lot of fun.

We have no idea why Austria is sending us an explanation when we never sent them anything. We naturally assumed you must have forwarded our message to them instead and allowing them to speak on your behalf. Milan does not know if they want to follow a Pope that cannot speak for himself.

We would like an answer to our request for a formal investigation into the Venetian matter or Milan will be forced to side with Sicily and Switzerland militarily the following year. Which will follow our formal declaration of war of course, since we are gentlemen and loyal servants of God. It pains us to see the Pope using his authority to hurt Catholic nations.

We saw no reason why the Pope, or even God for that matter would allow Austria to annex Venice when the Pope could have asked all Italian states to help the Venetians. Milan would have gladly answered that call and sent Venice some of our administrators and some no-interest loans to be paid at a much later date and help Venice return to her former glory.

We have given the Austrians a chance to present their response to your claims, and they have presented their case. We consider the Austrian arguments for their annexation of Venice to be valid. The Austrian annexation was quick, and changes are being administered currently without there being any resistance. The proposed Milanese solution would not work, considering that it would require the consent of a decadent government that had become fat upon its corrupt ways. The entire Venetian government had to be removed. The Hapsburgs have also proven that they are better followers of God than the Venetian government, and Catholicism should thrive in Venice now more than ever. As it stands, there is no war in Venice, but that may change due to the sabre-rattling of Sicily, Switzerland, and to extent Milan, considering that you have threatened to seek a military resolution which will only serve Milanese interests. By the time the Pope declared the legitimacy of the Austrian annexation of Venice, the invasion had already been completed; the Pope did not goad the Austrians into annexing Venice. It was not the Papal States that initially declared war; it was the Sicilians. The Papal States, following through on our obligations as a member of the Catholic League, then declared war, but only after providing the Sicilians a warning, which they did not heed. Thus you cannot blame the Papacy for creating and encouraging war when the Papacy never began a war.

WAR OF THE CATHOLIC LEAGUE CONTINUES. The war between the Catholic League and the allied powers of the Protestant north continued this year across the world, as both sides sought to gain advantage at sea. Most of the fighting took place in the Atlantic Ocean, as Spain launched an offensive to knock the allies out of the Caribbean. The Spanish have won numerous victories in the Caribbean, inflicting extreme economic damage upon the British empire and military damage against their allies. This has caused tremendous political and economic instability back in Britain, where the defeat has outraged the non-Puritan members of Parliament. They've since called for a vote of no-confidence in the Prime Minister, in order to oust the Puritan members for their bungling of the war. Elsewhere the war seems to have stalemate as both sides irregularly engage in scattered combat across the oceans. SPAIN DEVELOPS NEW STYLE OF WARSHIP. Seville, Empire of Holy Spain. As the War of the Catholic escalates around the globe, the Spanish may have found a magic bullet to help win the war. Thanks to government sponsorship, Spanish naval theorists and designers have helped develop the young technology of steam into a viable form of naval propulsion. Two new styles of naval vessel have been introduced, the Granada-class warship, a large warship with greater speed and firepower than any previous vessel, and the Santiago-class armed transport, an armed military transport with still greater speed than sailing vessels. The new ships are propelled using steam engines which turn massive paddle wheels, while using sails in some situations. Spanish admirals have already begun to ponder how best to use this new technology in battle with the Protestant scourge. (+5 Navy Quality)

FAMINE IN RUSSIA ENDS. Moscow, Moscowy. After two brutal years, increased harvest and rains have brought the famine in the Russian states to a bitter end. Though some food shortages still exist in the cities, and food prices remain high, the harvests were good, and Kiev, Moscowy, and Novgorod appear to be normalizing in food production as starvation and immigration decline. Despite some lingering anger among the populations and various continuing food distribution of the government, the end of the famine has had a very stabilizing effect. The questions remain how this devastating era will play out politically over the next few years among the Russian people. (+1 Stability for Kiev, Moscowy, Novgorod)

POITOU ARMY IN DECLINE. Poitiers, Poitou. European military analysts have recently discovered that the Western European nation of Poitou is currently in a period of army deterioration. Corruption seems the norm among members of the military, and most have grown lazy and lax in discipline. A prolonged period of a lack of armed conflict has clearly caused these soldiers to feel secure in their position and standards for recruitment have clearly declined. Most analysts believe that it'll take an extensive shakeup of Poitou's army to make any difference in their worsening quality and status among nations. (-1 Army Quality)

BURGUNDY'S ARMY REPORTS GAINS. Dijon, Burgundy. The Baden Rebellion last year served as a useful reminder and lesson in fighting a modern war to Burgundy's army. Since the conclusion of the rebellion, the officer corps of Burgundy have systematically analyzed the net results of their performance in the combat. They have since instituted several minor changes to the army and its organization over the past year, increasing their obvious efficiency in combat. Europe has overall noticed this marginal increase in the European nation's order of battle. (+1 Army Quality)

EARTHQUAKE DEVASTATES NOVGOROD. Novgorod, Novgorod. Though the famine ended, it seems that God was not quite finished with the beleaguered nation of Novgorod. A terrifying earthquake shook the capital city of the nation, bringing even several moderately strong fortifications tumbling down. The devastation was immense and several fires emerged in the mostly wooden city, and quickly spread. The fire soon spread completely out of control as the population panicked and fled from their homes to avoid the flames. Thousands are believed to have perished in the flames and earthquake, and the resulting chaos. Though some people returned and attempted to rebuild after the flames had died down, many still roam the countryside, and the area around the city is in a state of great disorder. DUTCH MERCHANTS JAILED IN FLANDERS. Brussels, Flanders. Several Dutch merchants were arrested by the Watch in the city of Brussels this year after having been determined that they were involved in the recent murders of several Burgundians. Believed to have been an escalating conflict between the two groups over trade routes in Flanders, the Dutch reportedly hired thugs to kill the Burgundians outright. Unfortunately an attempt to pay off the local Watch to turn a blind eye backfired and led straight to the conspirators. Several Dutch burghers have attempted to pay for the release of the arrested merchants, but King Charles has insisted that they stand trial.

KIEVAN STUDENTS ARRESTED FOR TREASON. Kiev, Kiev. A group of students were arrested at the Seminary of Kiev this year, after it was revealed they were plotting a series of liberal demonstrations against the government. They had created an illegal underground organization to propagate their cause, and threaten the stability of the nation. With their arrest, the movement has apparently collapsed, as the main rabble rousers now languish in prison. King Mikhail II has not commented upon whether or not further punishment would be considered. (+1 Stability)

RIOTING IN MILAN. Milan, Milan. Rioting again broke out in the city of Milan this year, as war begins to erupt throughout the Italian peninsula. Starting with a protest by students from the University of Milan, calling for Milan to join Sicily in the fight against the Papal States and Austria, things turned violent for unknown reasons. Whatever the cause, rioting damaged a portion of the city and Austrian merchants found themselves attacked by the mobs and their stores looted. Tensions seem to be growing, as the Milanese people look towards war with Austria to liberate Venice.

NEW PEASANT UPRISING IN MOSCOWY. Moscow, Moscowy. A new peasant uprising emerged this year with even greater ferocity than the one which took place last year. Though the famine came to an end, thousands remained unemployed or scattered off their lands. With the restoration of good farming conditions various lords and nobles attempted to force the rebels back to their fields, and were met with arms. Throughout the remainder of the year, the rebellion grew in size and ferocity, preying on villages and towns to feed and arm their ranks, and overran several noble estates and their guards. Near the end of the year, they numbered in the tens of thousands and began threatening even major cities. The Moscovite army responded, and smashed the rebellion in one climatic fight. Unfortunately, most of the leaders of the rebellion fled into the countryside, where they have rallied their men and continue to lead an existence of growing banditry and rebellion. NOBLE ARRESTED IN PSKOV. Pskov, Novgorod. A Novgorodian noble was arrested and thrown into the city's dungeon by King Andrei III's men in Pskov this year for conspiring with foreign monarchs. The Novgorodian noble was proven to have been accepting gold from Mosovite agents in return for reporting on the movements of the local army. He was also stated to have been fermenting dissent among other nobles, until one loyal aristocrat reported his actions to the king. The investigations have continued, as the monarchy looks hard for other traitors and informants within the upper classes of Novgorodian society. (+1 Stability)

RIOTING IN WARSAW. Warsaw, Poland. Due to recent failures by members of the Catholic Church, it has been brought down from on high that lower level members should turn over evidence of their superiors' wrongdoing. In this case, after numerous attempts to contact the Church in Rome failed, a lower level priest took it upon himself to reveal corruption to the public. A variety of violations of confession of nobles and other leaders of the community, as well as numerous plots of blackmail of the lower classes. The result was rioting, damaging some of the oldest churches in Warsaw. Fortunately the rioters were brought to calm without much violence, and peace soon returned to the city.

ANTI-SPANISH DEMONSTRATION IN PORTUGAL. Lisbon, Portugal. As the War of the Catholic League continues, tensions have begun to emerge in Portugal against their Spanish allies. With Spain widely blamed for the loss of Portugal's control of Brazil, and hated by many for past invasions and attacks upon Portuguese sovereignty. A group of Portuguese students, fed up with the government's policies, stormed several government buildings and briefly proclaimed the Republic of Portugal. The military responded in force, and were surprisingly turned back in their initial half-hearted efforts. Eventually artillery was brought in, and after a few shells were fired, the students surrendered. Most have been thrown into prison or executed, though the unrest has grown exponentially. SERBIANS ATTEMPT REVOLT IN ROMAN EMPIRE. Belgrade, Roman Empire. A cabal of Serbians, attempting to foster the creation of a nation of their own, rose up against Roman rule in the city of Belgrade. Though they lacked initial numbers and support, they were convinced that the masses would rise up to back them. Unfortunately, this didn't take place, and the Serbians were killed as they attempted to storm the city's armory. The few who survived the abortive attack were arrested and executed for treason. The revolt was stillborn before it began, though some rabble rousers remain in the region.

ANTI-AUSTRIAN RIOTS IN TUSCANY. Florence, Tuscany. The outbreak of war between Two Sicilies and Austria has led to a major demonstration in the city of Florence in support of those aligned against Austria and the Papal States. The support for the reduction of papal secular power and influence has grown immensely with the Pope's entry into the war, and many have begun calling for Tuscany to enter into the war on the side of Sicily. The riots were fortunately contained to only a portion of the city and the military was soon brought in to restore order. Since the end of the riots, the military has remained fully active, and the Tuscan monarch has issued orders to be prepared for combat in the case of foreign attack or further uprisings.

IRISH RIOT IN DUBLIN. Dublin, United Kingdom of Great Britain. The outbreak of the War of the Catholic League and the rise of the Puritan nobility in Parliament have resulted in increasingly difficult lives for the majority of the Irish. As the British rulers of Dublin took more and more liberties with the resources of the Irish city, prices continue to rise and lives worsened. The Irish, angered at their treatment rose up in riots throughout the city, building barricades and firing upon British soldiers. The situation continued to escalate, leading to extreme property damage and violence. Eventually, with difficulty, after about a week, British soldiers managed to restore order, but the casualties caused by the efforts have caused the countryside to erupt, as more and more smaller demonstrations of disobedience and violence have occurred against British authorities. SPANISH THRONE BEGINS SPONSORING AGRICULTURAL IMPROVEMENTS. Madrid, Empire of Holy Spain. Even as the War of the Catholic League rages onward, the Spanish throne has looked towards developing the earth back home. Royal funds have been provided to landowners to help develop their farms and production, encouraging the purchase and construction of modern agricultural equipment. Furthermore, investigations have begun on how to more properly use the nation's farmland, and to make the efforts more efficient and productive. As Swedish attacks commence on the commerce of Spain at sea, the concern has been towards assuring Spanish food and agricultural supplies should the attacks become too problematic. The effort has been met with resistance by farmers and those unwilling to change their ways. Fortunately for the crown, no solid or physical resistance has materialized.

NOVGOROD'S ARMY ESCALATES INTRUSIONS INTO MOSCOWY. Moscow, Moscowy. After last year's expeditions, the Novgorodian armies continued their attacks into Moscowy to raid for food and live off the land. In a haphazard manner they began even constructing forts in Moscowy's territory to act as bases to raid the surrounding countryside. With this intrusion being even more significant than the previous ones, the Moscovite army brought its full fury upon the Novgorodians. Using their fully available might, the Moscovites destroyed the disorganized Novgorodians, brigade by brigade. The few who survived fled in great panic and disorder to a single stronghold. The Novgorodians amassed what strength they had, and actually managed to hold the entire Moscovite army at bay in a prolonged siege. Ultimately though the remaining Novgorodians surrendered they were not spared the wrath of Moscowy. They were executed as bandits and raiders for their crimes. Moscowy's actions have won them great support among the local population who are relieved to see the marauding Novgorodians quelled for the time being. (+1 Stability for Moscowy)

NOVGOROD RETURNS TO THE ORTHODOX FOLD. Pskov, Novgorod. After years of unrest caused by the King's departure from the Roman Orthodox Church, the king of Novgorod has admitted his error and called for a conference to peacefully restore the previous order of things. He has renounced his position as head of the Church and allowed the patriarch of Constantinople to reclaim that position within Novgorod. Representatives from Moscowy and Kiev also arrived to help discuss the issue and advise the slow recovery of the Church in Novgorod. The efforts have been fairly successful, and the priests leading mobs of unruly peasants have more or less managed to convince them to return to their farms and homes, helping to end the ongoing famine. The move has proven to be a fairly popular one from the king, even as war seems to be about to erupt on the southern frontier. (+1 Stability in Novgorod)

SWEDEN CEDES POMERANIA TO PRUSSIA. Stettin, Prussia. In an unpopular move by the Swedish king, the province of Pomerania has been ceded to the Prussians. The Swedes have maintained their military forts and positions along the coast and border with Brandenburg, but nobles feel that it was unfair to the residents to cede the land to what many consider to be barbaric Prussians. Merchants have likewise protested the move, having many of their formerly Pomeranian contacts becoming Prussian contacts. Most Swedish settlers who once lived in the territory have decided to pick up stakes and leave rather than be part of the Prussian nation. Military strategists protested the move vociferously, having just granted part of the Swedes' control over the Baltic to the Prussians. Regardless of the problems created for the Swedes, the move seems to have actually turned out to have worked out fairly well for Prussia. The economic system and infrastructure has integrated well, and overall considerably boosted their backward economy. Though some Prussians resent the uppity Pomeranians, the move has economically enriched the nation considerably. (-1 Stability for Sweden)

PRUSSIAN KING ATTEMPTS TO BRING EDUCATION TO THE MASSES. Konigsberg, Prussia. The Prussian king has been contributing some of his newfound funding to the masses this year as he gives money to help along the education of teachers. He has announced a plan to provide full literacy for the people of Prussia, which is at a disappointingly low rate. Grandiose plans have been announced as the king continues to look towards developing the nation's educational system and creating the most enlightened population in Europe. The various nobles and leaders of Prussia are less than enthusiastic about the king's new ideas, but have yet to see any signs that he is serious toward the effort and have not made more than token protests.

ARTISTIC PATRONAGE IN BURGUNDY HAS LACKLUSTER YEAR. Dijon, Burgundy. The patronage of French nationalistic arts has so far seen very little in the way of originality in the courts of Burgundy. Many of the artists and writers seemed to grow lethargic and disinterested, using their newfound wealth to pursue other projects and interests. The materials produced have been average at best, and while the enthusiasm remains, efforts seem to have mostly stagnated. The nobility regardless continues to back the king's efforts, joining in the exhibitions and providing funding and support to the artists.

PORTUGUESE PATRONAGE OF MEDICINE EXTENDS TO THE BATTLEFIELD. Lisbon, Portugal. As the War of the Catholic League continues and Portugal begins playing a more active role as an ally of Spain, the King of Portugal has set aside extensive funding to send physicians abroad to learn from the casualties among Spanish soldiers and sailors. Numerous papers have been written upon the topics, but unfortunately, some of the finest minds of medicine have died of disease or as a casualty of combat in the Caribbean. Regardless funding continues to be provided for the Hospital of Lisbon, which acts as a great center of learning for those practicing medicine in Europe.

KIEV SCRAPS FORTIFICATION PLANS. Kharkov, Kiev. The ambitious plan to fortify the borders with Moscowy conceived by the King last year has been scrapped due to the excessive cost that so many modern fortifications would have required. Some foundations and even one or two completed forts remain scattered across the border between the two nations. Despite the abandonment of the program, the Kievan army has begun making use the completed forts, keeping an eye on their Moscovite counterparts. No one truly laments the departure of the program, as most felt it was exorbitant expense regardless.

KIEV BEGINS LAND REFORM. Kiev, Kiev. King Mikhail II of Kiev has announced a new program of land reform, offering economic support and lands to help the middle classes enter into the agricultural business. This has met with intense opposition from the upper class, which deeply resents and dislikes the middle class' intrusion into their own lands and wealth. They greatly disapprove of the king's support of these upstarts and have been doing everything they can to sabotage the plan and those backing it. The king has seemed to have been kept mostly unaware of the rising disputes and anger, as they attempt to prevent the middle class from entering into agriculture. The lower classes have also expressed some resentment towards the policies, but seem most indifferent to the ongoing struggle above them. (-1 Stability)

SECOND VENETIAN WAR. Venice, Austria. The 1830 invasion of Venice has led to constant and antagonizing diplomacy between Austria and the nations of the Italian Peninsula. At last, last year, the Kingdom of the Two Sicilies issued an ultimatum for the Austrians to withdraw from Venice's lands and restore the occupied state. Switzerland followed in support of their own, and Milan also called for the city-state's liberation. The Austrians refused all demands and the Swiss and Sicilians soon issued a declaration of war upon Austria. The Bavarians and Papal States joined the Austrians in support of their occupation of Venice, adding their own forces to the war. As such the Papal States and Two Sicilies have engaged in a stalemated campaign along the Italian peninsula, while the Swiss face Austrian invasion. In the Two Sicilies, the outbreak of war has seen an indifference among the population towards the fighting as a whole. The Swiss have had a similar reaction, and even some resentment from the Catholic cantons of the nation, who fear repercussions from the Pope. A similar indifference exists in the Papal States and Austria, though in the latter, the merchant and noble classes have placed their backing fully behind the war effort. The Pope has seen some resistance from the lower levels of society and even within the clergy, believing that the Pope should not engage in secular matters, especially war. SWEDEN BEGINS UPDATING COLONIAL FORTS. Stockholm, Sweden. The Swedish government announced a program to upgrade and update the colonial forts in all of its varied possessions. New guns, reinforced walls, and other improvements have been allotted for in Guyana, Vinland, and India. The efforts have so far been mostly focused in Vinland, as new forts are constructed along the United States' borders and in various coastal towns and cities. They appear quite intimidating, but Swedish engineers claim that the effort has a long ways to go before completion.

DENMARK COMPLETES MILITARY REFORM. Copenhagen, Denmark. The Danish army has made great strides towards modernizing its techniques and doctrines this year as they altered their techniques to the styles of the Swedes. They have shown a vast improvement over their prior doctrines and through the expense have grown closer to their Scandinavian brothers in Sweden. Though the Danes have not been involved with the ongoing war with the Catholic League, they have become increasingly prepared for the possibility of their own involvement in war in Europe.

POLAND PROVIDES MONEY FOR EDUCATION ORIENTED CHURCHES. Krakow, Poland. In an effort to improve education in Poland, the king has begun providing money to the Catholic Church in the hopes they will provide some limited education to the masses. The funds have not been enough for overwhelming successes, but have proven enough for now, and have even restored some lost faith in the Catholic Church as a whole. The king himself has garnered some respect and admiration from the lower and middle classes, though the upper class is disappointed that they did not receive more money for themselves. The funds have been mostly influenced by the king to help provide some more literacy to the nation, in the form of religious writings, and he has been trying to convince the clergy to translate and write out texts from heathen writers, though they have been less than enthusiastic about such a task.

MOSCOWY BEGINS CONSTRUCTION OF FORTS ON NORTHERN BORDER. Tver, Moscowy. The recent invasions by Novgorod's soldiers have led the king of Moscow to determine to be prepared for future attacks from the north. A series of loose border forts have begun construction along the border, to act as an early warning system for any invasion. Designed to hold off scouting raids and attacks rather than a sustained attack by a large army, the Moscovites have begun their work on these new forts. Nobles are rather enthusiastic about the plan, as the forts which would work against raiders may also serve well in the case of a local uprising. The middle classes have begun providing much of the skilled labor and effort towards the production.

KING OF MOSCOW ESTABLISHES NEW INSTITUTE. Moscow, Moscowy. King Constantine II, as a graduate of schools in Constantinople, has expressed an obsession with Greco-Roman architecture and design. To further the cause of classical engineering in Moscowy, King Constantine has provided significant funds for the establishment of the Moscow Institute of Engineering. With the king even teaching classes on engineering and architecture, various members of the nobility have begun attending courses there, learning about classical Greek and Roman arts of engineering. In addition to the monarch, several of his teachers from Constantinople have been hired to teach more courses. Some wealthier members of the upper class have also begun attending Moscowy's first true institution of higher learning.

LANGUEDOC COMPLETES MILITARY REFORM. Toulouse, Languedoc. The King of Languedoc was pleased to announce to the court this year the completion of retraining the army to be more like the Spanish forces. The efforts have come as the War of the Catholic League escalates and fighting erupts on the Italian Peninsula. Concerned that Languedoc may be asked by the League to join in the fighting, the king believes that it is best to be prepared for the future.

NORMANDY BEGINS PORT CONSTRUCTION. Cherbourg, Normandy. The Norman government began efforts to improve their nation's ports this year to accommodate growing trade and economic relations on the Atlantic Ocean. As one of the key entry points for British merchants into the French interior, Normandy has seen the trend towards larger steamships and vessels, and has begun to prepare for their entry into port. Norman engineers are doing their best with the reconstruction, though problems have been occurring at every step of the way. The efforts have been hindered by faulty foundations and unwilling land owners and merchants, and the costs of the project continue to rise.

POITOU OPENS NEW ART GALLERY. Poitiers, Poitou. Perhaps inspired by the king of Burgundy, King Henri IV of Poitou has opened his own Royal Art Gallery in Poitiers. Hoping to attract sculptors and artists, the effort has been mostly successful. The king has dedicated a substantial part of the treasury to locating and purchasing works of art from all over Europe. Having become known for his love of the arts, people have come from as far away as the Russian states to gain access to the gallery. The gallery has also begun acting as a competing location for French nationalist artists, but has not given them the same luxurious treatment they could find in Dijon.
 
SPECIAL: Second Venetian War​


FIGHTING IN SOUTHERN ITALY. Naples, Kingdom of the Two Sicilies. The most intense fighting in the Second Venetian War has taken place in the border regions between the Papal States and the Kingdom of the Two Sicilies. In some of the largest battles in Europe since the Fifteen Years War in the seventeenth century, the two Italian powers have clashed in great strength. Amassing significant forces, the Sicilians invaded before an army of reinforcements could arrive from Austria. The papal armies met the Sicilians at the town of Terracina. The Sicilian general managed to distract the Pope's armies with a portion of his forces, while using the rest to outflank him. The result was a crushing victory over the Pope, and the Papal army was routed, fleeing north. The Pope was able to rally his forces around Rome as reinforcements were brought from the northern border and arrived from Austria. The Sicilians continued their push and engaged the Catholic League army in a frontal assault on Rome. The Pope's and Austria's defenses still held, even if they had been forced back. Regardless, the Sicilian armies managed to inflict considerable damage, and never really retreated, withdrawing in an orderly fashion with the battle a clear stalemate. The Sicilians then pulled back and began planning for a siege of the city. In order to cut off the city from the rest of the Papal States, the Sicilians engaged the Pope's army at the town of Montecelio. The Papal army managed to hold back the Sicilian attack, barely. The Sicilians, seeing the Pope's armies holding better ground retreated under heavy fire. With a siege impossible, the Sicilians made another attempt at breaking the lines of the defense around Rome. Though they possessed more artillery, the superior positions of the Catholic League lead to a smashing of the assault decisively. Faced with the oncoming winter, the Sicilians pulled back into their siege lines south of the city.

AUSTRIA INVADES SWITZERLAND. Bern, Switzerland. As two great armies fight a struggle in southern Italy, the Austrian army attacked Switzerland, which had joined Sicily in demanding Austria's withdrawal from Venice. The Swiss army abandoned much of the eastern regions of their nation to the invading Austrians, choosing instead to make their defense at their prepared positions at the pass near Roven. That defense line surprisingly fell to the Austrians and Bavarians, as they managed to lure out bits of the Swiss army with a feigned retreat. Regardless, the superior Swiss artillery made the effort very expensive for the Catholic League forces. The next battle caught the Swiss by surprise as they moved west. The Austrians force marched at night and gained a tactical advantage, coming upon unprepared Swiss positions at Davos. The Swiss were routed upon the dawn, and once more fled further west. They managed to at last salvage their position at the small village of Igis, holding back an apparent drive upon Zurich. With the arrival of winter early in the Alps, the Catholic League was forced to stop their advances, and both sides retired into winter quarters.

WAR AT SEA. Taranto, Kingdom of the Two Sicilies. The Sicilians began the war at sea with an attack upon Venice itself to wipe out the Austrian navy they had stolen from the Venetians. The fight went surprisingly badly for the Sicilians, as the Austrians performed unexpectedly well and the coastal forts' cannons inflicted a heavy toll. Despite the spirit of the defenders, the Sicilians did eventually win, taking with them the few ships that they captured in their victory. The Austrians were left, once again, without a fleet. The Sicilians spent the rest of the year attempting to hunt down the Pope's ships, and as with the Austrians found them in port under the protection of guns. The Sicilians surprised the papal fleet by running the gauntlet of the guns under the cover of darkness, opening fire from amidst the Pope's ships. Choosing to sink or set aflame the fleet rather than capture, the Sicilians managed to outright destroy the papal navy and retreat surprisingly unscathed.

REBELLION ERUPTS, FAILS, IN DANISH WEST INDIES. St. Christian, Denmark. Increased racial tensions in the Danish West Indies from the recent emancipation of slaves led to a minor rebellion on the island of St. Christian. Angered by their treatment, still as if they were slaves, the freedmen rebelled against the whites on the island. Several plantations were overrun and burned before the islands' militia was deployed. Overconfident and believing they could defeat the whites, the rebels engaged in an open battle on one of the plantations. Thanks to their hasty attack, the local militia was able to smash the rebels, and their leaders were all killed or captures in the fighting. The surviving leaders of the rebellion were hung in a very public display, leading to the collapse of organized negro antagonism on the island. (+2 Stability)

RIOTING IN NEW SPAIN. Tegucigalpa, Empire of Holy Spain. Rioting broke out in the Spanish city of Tegucigalpa in New Spain this year, as Spanish colonial authorities attempted to seize a reported stash of Swedish imported arms in the city. The people holding the arms resisted and fired upon the Spanish soldiers. Fire was returned and the fighting soon escalated throughout the rest of the city. Though some believed that the revolution had begun, the Spanish thoroughly cleared each quarter of the city, ripping down barricades and sending the rioters into flight. Fortunately, by the end of the rioting, civilian casualties were surprisingly low, and the Spanish has seized numerous stockpiles of Swedish guns and munitions apparently imported over the past year. Furthermore, the main leaders of the rebel movement were arrested and imprisoned in the local city dungeons. (+1 Stability)

SLAVE REVOLT IN DUTCH WEST INDIES. Port-of-Holland, Republic of the Netherlands. The Dutch island of Trinidad seethed in rebellion this year as slaves on the plantations rose up against the local colonial authorities. Much of the interior of the island was overrun, and the whites and plantation owners fled to the forts at Port-of-Holland. They sheltered there as much of the island was overrun and slaves rampaged across the farms and plantations. Several attacks took place on the city itself, and the local garrison successfully managed to keep them at bay. Unfortunately, in the process of the attacks, several ships were set aflame and sunk in the fighting. Eventually, after the slaves began running out of supplies, the garrison spread out into the island and successfully smashed what remained of the revolt. The few survivors who remained fled into the jungles, where they have yet to be found. (-3 Third Rate Warships)

NEW GRANADAN SYMPATHIZERS ATTEMPT COUP IN ECUADOR. Quito, Ecuador. Even as armies fight to preserve Ecuador's newfound independence, some in the capital city of Quito back the old regime in New Granada. These conservatives made a bid for power as the army remained in the north, and successfully forced the flight of the government there. Bolivar, having been informed of the coup, led a portion of his army back to the city, and retook it from the conspirators without a shot being fired. This has been mainly attributed to the failure of the conservatives of rallying any support for fighting Bolivar and his veterans. With the exception of the brave and stupid, most of the conservative "government" fled from Quito and made their way to the Republic of New Granada. (+1 Stability)

ARISTOCRATS CALL FOR END OF WAR IN NEW GRANADA. Bogota, Republic of New Granada. As the forces of Venezuela and Ecuador neared Bogota and New Granada's armies appeared on the run, the upper class soon circulated an appeal calling for the immediate resignation of President Moreno. His inefficient management and failure to conduct a proper war against Venezuela and Ecuador has allegedly led to the collapse of the nation. In order to prevent the further failure of the government, the upper class demanded him to quit his position. Though he stalwartly refused, President Moreno's ensuing peace negotiations bringing about the end of the war are mostly attributed to the pressure set upon him by the upper classes.

UNITED STATES ELECTIONS. Washington D.C., United States of America. In the tumultuous year after the end of the Spanish-American War, President Jackson announced his intention to retire from political office. He gave his support to Martin van Buren, who immediately renounced it and begin pursuing his own political agendas and campaign, alienating his relationship with the President. Van Buren nonetheless proved popular in many states, but made a misstep when he expressed the view that the Republic of West Florida should not be annexed into the United States. Considered akin to heresy, the result was a backlash of support for the northern Whig candidate, William Henry Harrison. Considered an American hero and patriot for years of political service, Harrison proved a match in popularity for van Buren. Harrison announced his support for the annexation of West Florida, and rewarding the brave American settlers to the south for their struggle against Spain by admitting them as new states into the Union. When election day came, Harrison managed to sweep the more populous northern states, garnering more electoral votes while the South remained heavily divided between the southern Whigs and Democrats.

AZTEC EMPIRE CLOSES BORDERS. Tenochtitlan, Aztec Empire. The Aztec emperor has announced that no more Spanish immigration, settlement, or missionaries will be allowed in the southern lands of the Aztec Empire. All borders and ports are closed to immigration as a whole and foreign intrusion. Similarly, emigration has been forbidden, allowing no subject of the emperor to leave the nation. This is believed to be part of the ongoing Aztec efforts to eliminate the destabilizing influence of Christianity in their nation, and the army has been used to maintain the borders extensively. Fortunately the outbreak of the War of the Catholic League has left authorities in New Spain rather distracted and incapable of responding to the ongoing efforts to reduce their influence.

AZTECS PURSUE WAR AGAINST MISSIONARIES. Tenochtitlan, Aztec Empire. The Aztec emperor has dramatically increased the budget of his religious investigators, to root out Christians and foreign missions and missionaries throughout the nation. Punishment for practicing or spreading Christianity has been enslavement, and the, for lack of a better word, inquisitors, have been enthusiastic in their efforts. They have managed to locate the largest Spanish missions in the nation, and have enslaved over five hundred Spanish Jesuits to date. Those remaining have fled to remote locations or begun hiding among the few supporters left, all searching for a way to escape the empire. (+1 Stability)

TREATY OF SAINT AUGUSTINE. Saint Augustine, United States of America. The Empire of Holy Spain and United States of America concluded their year-long war this year with an early cease-fire and negotiations. The Empire of Holy Spain recognized the American conquest and annexation of Grand Florida, and agreed to pull out its remaining soldiers and citizens who chose to leave. A portion of the population did indeed decide to remain in the United States, primarily in the city of New Barcelona, where the two cultures had done the most intermingling. The war has been brought to a conclusion and the American people celebrate their victory over one of the two foremost global powers. In Spain itself, it was felt that the monarch too readily abandoned their possessions and a backlash from the upper class seems quite likely. The success has also given great hope and moral succor to the people of the Spanish Caribbean, as they look to achieve their own liberation from the Spanish throne. BRANDENBURGERS MUTINY AGAINST SWEDEN AND LEAVE FOR BRAZIL. Riegsburg, Sweden. The War of the Catholic League has led Sweden to look for answers to its chronic problems of shortage of soldiers. They turned to the kingdom of Brandenburg, which gave them five brigades to aid in defense. Having been told that they were to be deployed to guard the Swedish mainland, the soldiers were rather concerned to hear that they were all being sent to Swedish Guyana. Attached to an extremely large Swedish fleet, some soldiers mutinied in the night before they even reached Guyana, forcing the sailors to alter their course. These ships simply disappeared into the Atlantic, never to be heard from again, and could have vanish for a variety of nasty reasons. With morale constanty worsening, the Brandenburger eventually landed in Guyana and were forced to work on fortifications by the Swedes, who lorded over them. Within the first month, as many began to fall ill, the Brandenburgers determined that to stay in Guyana would mean death, whether at the hands of the Catholic League or by disease in that tropical hell-hole. Led by their disillusioned officers, the Brandenburg soldiers rebelled against the Swedes, slaughtering their garrison in a pitched battle. They then managed to seize a good portion of the Swedish ships at their docks and moorings, and a sloppy naval battle ensued. The Swedes were thrown into a state of confusion, and the Brandburgers, while decent artillerymen, failed to account for the basics of naval warfare. Regardless, a fair selection of ships did manage to escape, while most of the Swedish fleet was left aflame or sinking. The Brandenburgers who did somehow manage to make sail, found themselves not able to cross the Atlantic, and they soon brought their ships into Recife harbor, where they asked for shelter by the Empire of Brazil. The emperor recognized their plight, offered them land for settlement and careers for the officers, while giving them all money for the ships they have added to the Brazilian navy. Meanwhile the Swedish defenses in Guyana were wrecked and most of their ships departed for Kingston while efforts began to clear the harbor. NEW SPAIN INTRODUCES CRIOLLOS INTO GOVERNMENT. Managua, Empire of Holy Spain. Spanish colonial authorities in New Spain have begun bringing in the locally born criollos into the government of the colony. This move has been met with less than enthusiasm by the locals who typically have begun to use their new position to either enrich themselves or further sabotage the Spanish cause in New Spain. The attempt to appeal to the people has so far been an obvious failure, and tensions remain high in the colony. Many of the criollos now in positions of power are even recognized members of the resistance against colonial authority, as instability continues to mount through the provinces. UNITED STATES CONTINUES MARCH WESTWARD, SPARKING WAR WITH OLD ENEMY. New Echolta, Cherokee Nation. After securing their victories over the Kaw and Spain, the United States once more began looking to expand their western borders. At Fort Jackson, new settlers and soldiers began expanding American control along the west coast, though new residents remain fairly scarce on the ground. The distance continues to remain prohibitive in cost to most, who would typically have to seek passage on ships going around South America, due to a lack of accurate knowledge or maps of the land west of the Mississippi River. More traditional expansion of territory has led to the Cherokee Nation, having been pushed across the Mississippi during Jackson's administration, declaring war upon the United States. Having been promised that they would be allowed to remain in peace, the Cherokee are easily the most civilized of the Native American peoples. Using modern weapons purchased from Spain before the wars, and knowledge of western combat, many of the Cherokee were used as guides or scouts by the Spanish, Americans, and West Floridians. Now they have rallied an army with decent weapons, ready to stand against the white man's aggression and fight them on their own terms.

UNITED STATES ADMITS TWO MORE STATES TO THE UNION. Washington, D.C., United States of America. The American Congress accepted the application of two more states into the greater Union as slaver states. The states of Grand Florida and South Mississippi have been accepted as slave states into Congress and their senators have been admitted. Former Vice President Calhoun has lauded the move, claiming that maintaining parity between slave and free states is vital for preserving the balance of the Union's democracy and preventing the subjugation of the South to the North. Plans are being drafted to maintain parity with the admission of the Republic of West Florida next year into the Union, creating four more states to be admitted in 1833.

VINLAND CONTINUES WESTWARD PUSH. New Stockholm, Sweden. The Vinlander settlers have continued their westward push as people migrate from Northern Europe, providing new fodder for the new lands. Most of the thinly settled people have avoided much confrontation with the local natives, but some minor raiding and warfare has taken place against them. The confrontations have been on mostly a minor, local scale, and the militias seem to have taken care of much of it. There have also been reported disputes between the Nordic settlers and arriving American settlers, who seem to have been arriving in Vinland for their own purposes of settlement. The two groups frequently feud and fight over the lands being taken.

BRAZIL ESTABLISHES NAVAL ACADEMY. Rio de Janeiro, Empire of Brazil. The Brazilian emperor has announced the establishment of the Imperial Naval Academy this year, in order to improve their techniques and ability in naval warfare. The arrival of the Brandenburgers from Guyana gave them access to new Swedish ships which have proven useful in their efforts to mimic improved European designs. The Brazilian Naval Academy have done their best to learn from the Brandenburgers about Swedish naval tactics and doctrines based on what they knew about the Swedes from their journey to the Americas. So far the efforts have been fairly successful, but they believe it'll still be some time before a noticeable effect will emerge in the quality of Brazil's fleet.

ARGENTINA CONTINUES CONSOLIDATION. Buenos Aires, Argentina. The Argentine central government has continued their efforts to integrate the countryside into a centralized government in Buenos Aires. The efforts met with considerable resistance this year when an organized caudillo army was formed against the government. A battle was fought, and the caudillos were utterly smashed by the army of Buenos Aires. The main caudillo leaders were killed in the battle and their lands seized by the central government. Though they had risen to resist the centralization, they have successfully managed to help further the cause far more quickly then they'd have ever expected. (+1 Stability)

NEW GRANADAN WAR. Maracaibo, Venezuela. The Republic of New Granada, despite being outmatched and outgunned by their Venezuelan and Ecuadorian opponents, have continued to fight their two front war. In the south the Ecuadorians managed to win a decisive victory. Unfortunately the situation in Quito forced them to stop their advance in order to maintain their own house in order. In the north, an unexpected event occurred when the much larger Venezuelan army was stopped and smashed by the small New Granadan force along the border. The New Granadan general managed to outmaneuver the Venezuelans, turning their flank and achieving a devastating victory. The Venezuelans would make another attempt later in the year to invade the New Granadan province of Magdalena, where they would be met once again by the tiny enemy army. This time, the Venezuelans managed to smash the New Granadans, securing the region for their own.

News from Africa and the Middle East​

PORTUGUESE MERCHANT ARRESTED IN OMAN. Zanzibar, Oman. The Omani government in their colonial possessions in eastern Africa arrested a Portuguese slave trader who was confirmed of undercutting the prices of local traders. It was revealed that he was using contacts to avoid tariffs and taxes by the local government, and paying off local tribal leaders to kill his local opponents. In order to quell this network, the Omanis managed to track him down and arrest him, and have been slowly picking him apart for any further information. Regardless, many at home are rather unhappy at the scale of the corruption of the system in the colonial possessions created by this one man and his bought officials.

SHIP MUTINIES IN TUNIS HARBOR. Tunis, Tunis. In the dark of night, one crew of a Tunisian naval vessel attacked and killed their captain, and attempted to take the ship out of harbor into the Mediterranean Sea. Unfortunately for them, they were spotted in their efforts by other vessels which moved to stop them. A battle was entered by the sides and after an intense firefight, the ammunition storage in the mutineer's vessel ignited and destroyed the ship with it. To the confirmation of many fears, a recovered survivor did state they had been promised loot and goods for serving in the fleet, but none had materialized. They apparently had been intending on pirating merchant trade throughout the region. (-1 Third Rate Warship)

ABYSSINIA BEGINS REFORMING ARMY. Addis Ababa, Abyssinia. As an undeclared seemingly endless war is ongoing with bandit lords throughout the southern part of the kingdom, the Abyssinians have begun reforming their army to the same sort of style as the Roman establishment. Being guided by advisors who had visited Constantinople for religious reasons, they have made an effort to lead the military into a new future, abandoning old methods of carrying out war. The move has managed to remain fairly popular, as it has not begun destroying Abyssinian traditions to carry out the new efforts. While some officers and soldiers have been left in the dust, the reforming seems to be well underway.

ABYSSINIA'S WAR ON BANDITRY CONTINUES TO FALTER. Addis Ababa, Abyssinia. The continuing banditry in southern Abyssinia has acted as an ongoing force throughout the whole of the year. Local villages continue to be attacked and burned, and many residents killed or captured and sold into slavery. The Abyssinian cavalry has managed to win a few skirmishes here and there, but have been shown to be incapable of being everywhere at once. The bandit lords continue to possess increasingly powerful forces, and remain isolated and unknown in their location to the Abyssinians. The end result has been the migration of more and more people to the capital and coast, where tensions rise over their arrival.

ABYSSINIA BEGINS CREATION OF NEW PORT. Assad, Abyssinia. Hoping to open new doors of trade and commerce with the larger world, the king of Abyssinia ordered the expansion of the coastal town of Assad to have docks to allow larger European vessels. Construction is still ongoing as the effort will require substantial time and funds, according to the Roman engineers poached from Constantinople. Several smaller European vessels from the United Kingdom have already stopped by, selling construction goods and various other manufactured goods at a substantial profit. Abyssinian merchants have welcomed the chance to make a fortune selling these goods to the cities of the interior themselves.

SPANISH EMPEROR RECOGNIZES PRACTICE OF ISLAM IN AFRICA. Algiers, Empire of Holy Spain. Stepping away from the previous policies making the practice of Islam illegal in Spanish possessions, Emperor Carlos V officially recognized the fact of the religion's practice in Spanish Africa. While practice of the religion continues to be frowned upon, it is no longer considered to be outright illegal to be a Muslim in Algiers or Morocco. A demonstration led by an Islamic cleric in Algiers dissipated when the news was announced as much of their strength faltered and their cause seemed to no longer matter. While the move has begun to stabilize the Spanish African colonies, the nobles and clergy are less than thrilled, while leaders in the Catholic Church expressed their concern at this tolerance of heathens. SWEDISH SENEGAL CONTINUES TO FAIL. The Swedish Senegal Company has continued to fail to raise any interest whatsoever in supporting their new colonial endeavor. The war with the Catholic League and the ensuing chaos of Atlantic commerce has made any such journey a risky endeavor at best, and the Company is near bankruptcy. The Portuguese attack, though failed, still sounded the deathknell for the colony as most company employees have packed up an left, leaving only the Swedish army garrison behind. The failure of the effort has ended much interest in overseas expansion for the moment as the war becomes a far greater concern.

MADAGASCAR BEGINS EFFORTS TO CONSOLIDATE NATION. Antananarivo, Madagascar. Queen Ranavalona begin a program this year to pay off various regional leaders and tribal chieftains throughout Madagascar. Hoping to consolidate the nation, and aware of the ongoing European rivalries and imperialism, she hopes to create a country which could resist foreign invasion and occupation. The efforts have met with significant success as the promise of material wealth and influence have allowed the ruling tribe to make peace with some of their enemies. Though much effort still must be spent to bring the rest of the tribes and ethnicities into line with the central government, the queen is optimistic of her chances for success.
 
News from the Far East​

MARATHA MERCHANTS ARRESTED IN BRITISH INDIA. Calcutta, United Kingdom of Great Britain. The British imperial authorities in India arrested several merchants from the Maratha Confederacy accused of stirring up anti-European sentiment in markets throughout the region. The British have come down hard on these murmurs of dissent, and so far the efforts seem fairly successful. Border controls and customs have been tightened along the common border with the Maratha Confederacy, as tensions continued to escalate among the Marathas and the Europeans in India. The British army has been greatly alarmed at these actions as the very large Maratha army has been seen mobilizing towards the borders. (+1 Stability)

CIVIL WAR IN BURMA. Amarapura, Burma. King Bagiydaw of Burma has become a great recluse in recent months, rarely leaving his chambers and neglecting affairs of state. Some have attributed this bout of depression to the recent death of a beloved wife, and it has truly affected his position as king. His absence from politics and refusal to take part in what many believe to be his duties as monarch have led to the growth of a movement to oust him. The Crown Prince Therrawady has orchestrated a considerable force behind him to lead a rebellion to remove his brother from the throne. Unfortunately for the rebellion, this act brought their monarch out of his shell, and has since resulted in a prolonged civil war between the two factions. Bagiydaw has managed to secure the north, while his brother has since begun rallying support and his army in the south.

VICIOUS MURDERS OCCUR IN SOUTHERN CHINA. Ghuangzhou, China. A spate of particularly brutal and malevolent murders have taken place in the ports of southern China. European merchants leaving customs houses have been found barely alive or dead with their bodies riddled with tiny holes. While obviously not an official form of protest, the killer or killers seems to be using the customs houses to identify his European victims. Over a dozen have already been murdered, mostly British, and Chinese authorities seem to have little knowledge or abilities to identify the killer. Associates of the European victims have written to their governments, appealing for some form of aid to help end the attacks against their trade in China.

KOREAN ANTI-CHRISTIAN EFFORTS SPARK VIOLENCE. Seoul, Korea. The Korean government has continued to pursue its anti-Christian policies throughout the course of the year, hunting down missions and missionaries, and refusing to allow European traders access to their nation. This year, a particularly large refuge of Christian missionaries and converts were discovered along the southeastern coast of the peninsula. Armed with European weapons as well as local supporters, the Christians fought against the government agents sent to arrest and eliminate them. The missionaries themselves barely escaped by boat, as those they were sent to convert were slaughtered by the Korean army. The brutality of the slaughter was conveyed across the nation, and some have begun to express concern at the fervor of the anti-Christian attitudes of the regime. (-1 Stability)

MERCHANTS BEGIN BLOCKING SALE OF EUROPEAN GOODS IN VIETNAM. Hue, Vietnam. With the recent efforts at westernization by the monarchy being well underway, the recent growth in trade with the Europeans that this entailed has made Vietnamese merchants increasingly upset. An effort was spearheaded this year to shut down European influences in Vietnamese markets, as various underhanded tactics were used by local merchants to discourage the purchase of European goods. Warehouses and ships have been set aflame, while merchandise has gone missing from stalls selling European goods. It seems a pronounced anti-European attitude has begun emerging among those in interior, while merchants on the coast continue to profit from the new trade. (-1 Stability)

PERSIANS INVADE SOUTHERN KHAZAK KHANATE. Gonbad, Persia. In retribution for nomadic attacks during the war with the Durrani, the Persians have invaded the southern Khazak Khanate. Initially running rampant over the villages and sending the nomadic tribes fleeing to the north, the Khazaks ultimately assembled their forces together in the hopes of challenging and defeating them, much as they had done to Moscowy last year. They eventually managed to locate and engage the Persian army, attempting to take them by surprise at night. They nearly succeeded, and a bloody battle was engaged at close quarters. The Khazak horde came very close to destroying the Persians, but an alert artillery officer managed to turn the tide with efficient use of grapeshot. With the dawn the Persians managed to bring their superior firepower fully to bear, routing the Khazak force and sending them across the Amu Darya.

PERSIA SHOWS IMPROVEMENT AFTER DURRANI WAR. Tehran, Persia. The Persian armies faced a determine foe throughout the war against the Durrani Empire. The Durrani army managed to fight a good fight outside Kabul and held the Persians at bay for a considerable time. The Persian army has thus learned a lot of fighting a war, and many of their troops are veterans or led by veterans of that conflict. Observers of the Persians say that the army has seen a noticeable improvement in quality as a result of that war, promising a hopeful military future in the struggle against the Khazaks. (+1 Army Quality)

CHINESE HANG EUROPEAN MERCHANTS AND SINK SWEDISH WARSHIP. Zhanjiang, China. The Chinese have been having considerable success with their new tactics for hunting European smugglers and merchants. Realizing their warships are slower, they have used their superior numbers to herd the smugglers into prepared traps. This tactic has led to the capture of nearly a dozen smuggler vessels. The crews of these majority American, Swedish and Dutch vessels have been hung for smuggling, despite appeals to their own governments. Unfortunately the efficiency of the Chinese approach led to a Swedish warship, raiding Spanish commerce in the area, being stuck in one of the nets. Fearing a Spanish plot, the Swedish captain fired upon the Chinese and attempted to flee. Once realizing the trap, the Swedes attempted to fight their way out, doing enormous damage to the Chinese ships, sinking three of them. The Swedish powder supply eventually was ignited in the battle, sinking the Swedish ship and another Chinese ship with it. The Swedish government received reports of the battle from an observant British vessel which was left alone by the Chinese. Swedish merchants have been outraged by the action, and have since begun to demand ever more action against the Chinese.

MOSCOWY INVADES NORTHERN KHAZAK KHANATE. Saratov, Moscowy. Not long after the Persians had smashed the combined Khazak army in the south, the khanate faced a new invasion in the north. The Moscovites, who had been humiliated in battle last year, sought vengeance with an invasion of the northern khanate. Much like the Persians in the south, they pushed the tribal nomads away while burning and razing villages in their path, dispersing their inhabitants. Hoping to regain some of their lost honor from their defeat at the hands of Persia, the Khazaks once more assembled their forces and rode north to fight Moscowy. They managed to lure the Moscovite army into an ambush in a narrow cannon, turning their own firepower against them in a melee battle. The Khazaks routed the Moscovite army, and sent them running back to their own lands. The whole way, the Khazak horsemen harried the invaders, leaving many dead behind them.

VIETNAM COMPLETES WESTERNIZATION OF ARMY. Hue, Vietnam. Despite the growing dislike for the Europeans among the middle and upper classes, the Vietnamese monarch has continued to westernized his armed forces. This year, the efforts have been completed and the Vietnamese army has been reorganized along the lines of a standard European army. Many army officers have been left in the dust and form the core of a growing rebellion against the king from the ranks of the nobility and other members of Vietnamese society. The navy has also grown uneasy, concerned that the change in the army's ranks could mean unwelcome change for them as well. (-1 Stability)

VIETNAM BEGINS MODERNIZING PORTS. Saigon, Vietnam. With the completion of the revamping of the nation's military, the Vietnamese monarchy has ordered that the ports system be established more in line with the European model as described by his hired advisors and engineers. He has ordered buildings to be razed for new warehouses and docks to be construction to allow for larger European vessels. Following a program similar to the recent customs houses established by the Chinese, the Vietnamese have created a customs system in their own borders. Chinese authorities have noted that the new program allows for special dispensation in the carrying of opiates into Vietnam for distribution into China. They have since issued a formal protest to the Vietnamese customs officers. Needless to say, the Vietnamese merchants have been less than thrilled about this development, giving their own backing to resistance against the king. (-1 Stability)

SPECIAL: War of the Catholic League​

SPANISH TAKE OFFENSIVE IN CARIBBEAN. San Juan, Empire of Holy Spain. The Spanish, having brought in considerable amounts of troops and ships into the Caribbean early in the year and last year, began an offensive to establish overwhelming dominance in the region. The allies conducted similar maneuvers, with the exception of Britain, which felt the need to maintain security in the eastern and northern Atlantic. Regardless, the British failed to bring a new garrison to the island of Bermuda, which was the first target of the Spanish fleet. The Spanish attacked with overwhelming force, despite the outbreak of disease on the trip over. The British garrison did what they could, but the Spanish fleet avoided the guns of the fort and landed the troops on the other side of the island. Overwhelming Spanish firepower soon brought down the walls, and with no sign of a relief fleet, the British garrison surrendered. The Spanish soon moved on to the Bahamas, where they were met with even less resistance, as the British garrison at Nassau surrendered before the Spanish even began bombardment. The remaining British strongholds in the islands were surrendered by the colonial governor of the islands to prevent further damage to the plantation economy, which the Spanish have left mostly intact. At this point, both the Allied fleets and the Spanish fleets began amassing for a pitched battle as it became more and more apparent that the next Spanish target would be Jamaica. Swedish and Dutch contingents joined the British at Kingston after the disaster in Guyana, and the Spanish brought together all of their available assets throughout the West Indies. The Spanish ultimately sailed for Jamaica and managed to draw out the allied fleets for a full engagement. The battle proved to be a hard fought engagement, easily the largest naval battle of the war to date. The Spaniards proved to be effective sailors and though no tactical genius was displayed by either side, the fighting soon became vicious and at close quarters. For several hours there was no clear victor emerging until at last, a few allied ships took flight. After extensive, vicious fighting, the Spanish emerged the clear victor at sea, sending the allies fleeing to their respective ports. The Spanish then landed on the west side of the island and began marching upon Kingston, as the British settlers fled before them with most of their slaves. The British army marched out to oppose them but were quickly and easily smashed by the significantly larger Spanish force. With the city undefended, the governor surrendered the colony and the last British forces. The Cayman Islands also promptly fell, surrendered to a small Spanish flotilla. The Spanish looked to further extend their gains throughout the rest of the year, as no allied fleet showed up to contain them as the British remained paralyzed politically and the Swedes and Dutch unwilling to act without British support. The Spanish rampaged through the British and Dutch West Indies, with very little to stop them. Rather then being surely destroyed in battle, most of the islands surrendered after a token defense from their fortifications. The Dutch West Indies also fell one island at a time, though the Spanish refrained from continuing on their attacks into Guyana.

NAVAL FIGHTING IN THE INDIAN AND PACIFIC OCEANS. Manila, Empire of Holy Spain. The fighting in the Pacific Ocean has mostly toned down as the emphasis of both sides shifts to the Caribbean and Atlantic. Regardless, ships of both sides have been raiding each other's ports and commerce, with mostly limited effect. Very rarely have many actual engagements taken place, and most involving two or three ships at most, ending with the enemy being sunk. The fighting has been on a small, but vicious scale, as both sides more or less recognize the irrelevance of the theater.

PORTUGUESE LAUNCH FAILED AFRICAN OFFENSIVE. Oporto, Portugal. As Spain waged a much larger war in the Caribbean, Portugal made moves of their own to bring the war to other allied possessions in Africa. The first battle was for the new Swedish settlement in Senegal, where the Swedish ships were surprised by the arrival of the inferior, but much larger, Portuguese fleet. Regardless, the Swedes managed to lure the Portuguese into range of their forts' guns and evened the odds. The Portuguese still nearly won the battle, and inflicted a costly toll upon the Swedish defenders before at last they were forced to withdraw after having heavy casualties inflicted upon them. This caused the Portuguese to abort any further plans they may have had for conquest in Africa.

SWEDEN BEGINS COMMERCE WAR. Oslo, Sweden. The Swedish navy has begun an irregular commerce war in the Atlantic Ocean, turning their sailors essentially into pirates as they search out to capture or sink the Spanish merchant fleet. The efforts have been mostly unsuccessful and insignificant, as few ships have been captured of any value or promise, and no real gains have been made or effect upon the Spanish economy. Due to the strength of the Spanish fleet in their home waters and in the Caribbean, the Swedes have been more or less incapable of finding many good prizes in the massive expanse of the Atlantic in between. Spanish admirals have denounced the dishonorable Swedish tactics and their "acts of piracy" stating that any Swedish sailor who was involved in piracy would be treated as a pirate and hung rather than given the honors of surrender as a prisoner of war.

Financial Section

SARDINIA REPORTS ECONOMIC GAINS. Cagliari, Sardinia. The outbreak of war in Italy seems to have created a minor economic boom in the island kingdom of Sardinia. Traders from the belligerent sides seem to be using the island as neutral ground to continue their commerce, regardless of affiliation. Various other nations have taken advantage of the growing local markets, and have begun joining these traders in order to increase their own profits. As the war escalates, Sardinian merchants look forward to increasing their influence and commerce with the rest of the Mediterranean nations. (+5 Economic Points, +2 Manpower)

MAJOR ECONOMIC RETREAT IN BRANDENBURG. Berlin, Brandenburg. The War of the Catholic League has begun to have a clear effect on the economy in the Germanic nation of Brandenburg. Sweden's recent passage of mercantilist legislation and their cessation of Pomerania to Prussia have thrown the local merchants into extreme disruption. As the year progressed the situation worsened, as Sweden continues to look to new nations to open its markets to. In Sweden's growth, Brandenburg has been left behind. Old markets for the nation's merchants have been closed or now face worst tariffs than before. Some have turned to Poland or the Netherlands to find new markets for their goods, but profits have been worsening among all, and some smaller merchants have even been forced into bankruptcy. CLOSURE OF BORDERS LEADS TO DOWNTURN IN AZTEC EMPIRE. Tlaxcala, Aztec Empire. The closure of Aztec borders to immigrants and missionaries has also led to the demise of most trade with the Empire of Holy Spain. While the outbreak of war in the Caribbean had already begun to cause a downturn in the nation, the situation has begun to worsen dramatically. Manufactured goods from Europe are becoming increasingly scarce, and local workers have little to no idea of how to replace the quality of the lost goods. (-5 Economic Points)

PARIS TAX INCREASE MET WITH LIMITED GRUMBLING. Paris, Paris. The King of Paris announced an increase in taxes this year, to help finance the construction of modern paved roads in the city. Overall, the population have shouldered this new burden surprisingly well, though not without the occasional murmurs of dissent. While the increase has hindered some local commerce, or sent it underground, the increase has been limited enough that it hasn't caused significant disruption. The king now has some small new resources at his disposal, while the population remains overall indifferent to their increased cost of living. (+3 Economic Points)

SWEDISH ECONOMICS TURN TOWARDS SELF-CONTAINMENT. Stockholm, Sweden. The Swedish government began a program this year attempting to steer their merchants and middle class to becoming more self sufficient and mercantilist. Most of the emphasis has been upon eliminating any trade with the Catholic League, removing a massive market for Swedish merchants. The effort has seemed to have made very little difference, though British and other merchants have protested at the move, saying it could hinder their own efforts to trade with the Swedes. Fortunately, there are few ways the Swedes could have angered the British merchant class any more than they already have.

DUTCH GOVERNMENT UNABLE TO PAY ITS BILLS. Amsterdam, Republic of the Netherlands. Great economic unease has emerged in the Republic of the Netherlands when the government confirmed suspicions that they would be unable to pay all bills for colonial administration. This has led to a minor downturn at home as much goods and trade goes to waste, while abroad the shortage of funds for administration has led to a growth of unrest. It appears to many economists that the cost of the War of the Catholic League has likely led to a loss of funds for domestic concerns. While most costs of domestic policies were covered, unfortunately a good portion was missed, leading to the economic downturn and social unrest. (-5 Economic Points, -1 Stability in all colonies)

@The_Tyrant: you didn't specify exactly where most of your spending was supposed to go, so I assumed that it was to be used for the floating gardens project.

@GamezRule: The cost per turn of full education for everyone in your nation would be 23 EP a turn, after extensive funding over the course of many years to actually establish a full educational institution. You may want to scale back your plans a little bit or provide much more than you have. Also, it should be noted that many nobles live by the motto: "Change is bad." They would be (and are) less than thrilled about educational reform.

@Dreadnought: Apologies, but the rules on colonization apply. No expansion into "white" territory unless it is an issue of concern.

@NinjaDude: I believe such land reform like you've expressed would be more accurately displayed as a policy, not a project.
