The Supreme Court has issued the following rulings, judgements & constitutional intrepretations:

  • SC-1: The Supreme Court shall be extremely reluctant to allow any laws/EO that take away rights granted in the constitution. (Yahzuk, 1480)
  • SC-2: The Supreme Court shall readily allow laws/EO to grant rights in addition to those granted in the constitution. (Yahzuk, 1480)
  • SC-3: The Supreme Court shall allow laws/EO to grant rights as an alternative to those granted in the constitution (Yahzuk, 1480)
  • SC-4: The Constitution gives the President, in his role as Commander-in-Chief, the right to assign individual military units to an established branch of the military. (Yahzuk, 1480)
  • SC-5: The Constitution gives the President, in his role as Commander-in-Chief, the right to assign a specific orders to Great Generals. (Yahzuk, 1480)
  • SC-6: The Constitution does not give the President, in his role as Commander-in-Chief, the right to assign specific orders to individual military units. (Yahzuk, 1480)
  • SC-7: Out of their great respect for the office of the President, individual military units shall attempt to follow the requests of the President, when such requests are compatible with the established role of their assigned military branch. (Yahzuk, 1480)
  • SC-8: For a bill to pass congress, it must receive greater than 50% YES votes in both houses of congress. (Yahzuk, 1480)
  • SC-9: Vacant congress seats shall not be counted towards congressional votes. (Yahzuk, 1480)

Perhaps you should actually read the newspapers, and reports from our great Supreme court and Mass Media, seeing as you seem not to know that you cannot vote on impeachment of the president during this session as he never issued an EO last session.

Secondly, perhaps you could elaborate on these great changes our country needs, why we need them, and why the president, as leader of your party has not advocated instituting them yet? If anything, we need a change from the way that you communists and your president has ruled our country.

Thirdly, maybe you should do some research on how to formally and neatly propose a bill into the legislature.

People of New York. We have just recently passed the great capital of our nation in population, making us the largest city in the glorious United States. This gives us the opportunity to elect another Representative to the House. I thank you for choosing me as the first Representative of this great city, and I hope to expand our nation further during my time in the House. The Amendment Bill said:
Since our current Constitution and National Laws have no stated process to change the Constitution I propose the following process shall be adopted into law as the only way to amend the said Constitution of the United States.

1) The Amendment shall be first proposed in the House of Representatives in the form of a bill (OOC: In other words, it counts as the Representative's per-session bill).
2) The Amendment will require a simple majority to pass the House and will then be sent to the Senate for approval.
3) In the Senate, the Amendment will require a two-thirds majority to pass.
a) If the Amendment fails to meet this majority it will be sent back to the House for editing and reapproval if possible.
b) If the Amendment is edited and then passed by the majority in the House it will be sent to the Senate for approval.
c) If the Amendment fails to be edited and/or approved by the House, it fails and is scrapped.
d) If the Amendment fails to passed by the Senate, it is scrapped.​
4) If the Amendment passes the Senate it is sent to the Cities for approval in a referandum requiring a simple majoriy of citizens in each city to pass.
5) Two-thirds of the cities must pass the Amendment for it to go into law.
a) If two-thirds of the cities pass the Amendment, it is added to the Constitution as law.
b) If the Amendment fails to pass in two-thirds of the cities it is scrapped.​

Its been quite a been since we've had such an active congress, so perhaps this is an opportune time for everyone to review the system of how a bill becomes law.
 
Alright! Members of Congress: with four of us now eligible to propose bills, this is our first chance to get something done around here. Let's coordinate!

We need to achieve the following, roughly in order of priority:

1) Produce something useful in Washington

1a) Train an army

2) Settle a new city, probably on the Iron to the west (which is a good location, whether or not we need the Iron) or near the Marble to the east (unless there is a better location to the northwest...see request to yahzuk below)

3) Adopt a new Social Policy

4) Change production in New York

5) Increase empire happiness

6) Sell excess resources for gold

We have four bills to propose, plus executive orders from the president. Keeping in mind that the bills will not take effect for 20 turns (proposing this session, congressional vote next session, presidential approval the session after that), but executive orders will take effect immediately, this is my proposed course of action:

Bill 1: The settler in Washington shall build a city at X, escorted to that location by the nearest available military unit. (X being wherever we choose. I'm a little iffy on whether this is simply enough for a bill. It is is a single sentence without conjuntions, but it would also require the action of two units, despite the order itself going to only one unit, the settler. Since such a bill has never been proposed yet, I feel it would be prudent and responsible for our Supreme Court to issue a clarification.)

Bill 2: New York shall immediately begin construction of a Coliseum.

Bill 3: Washington shall purchase a Worker.

Bill 4: Adopt a social policy (requires its own discussion) OR
Sparthage's Amendment Bill OR
America shall sell its 2 Horse resources to the highest non-Japanese bidder, for a lump sum of gold.
(Depends on urgency of the Social Policy and whether Sparthage's bill is allowable.)

EO This session: Adopt a social policy (requires its own discussion) OR
Washington shall begin building an Armory.
(Depends on the urgency of the chosen Social Policy.)

EO Next session: Washington shall build 3 minutemen as soon as it is able. This action is not necessary until next session of Congress, because Gunpowder will not be finished for 11 turns. This is the fastest way to get Minutemen on the field unless we can upgrade Pikemen to them, which I forget if we can do.

This is clearly all open for discussion, but it is a good place to start.

I'd also like to begin the Social Policy discussion. Here are the possibilities for our next choice:

Republic: Always useful, we'll take it eventually anyway, and the payoffs are high for doing so sooner. If chosen, should be done so immediately.

Representation: The Golden Age wouldn't hurt, and we plan to have a lot of cities. If chosen, should be done simultaneously with building of 3rd city.

Honor: We'll want it eventually. Not really urgent, since our units won't get appreciably better versus Japan until we've gone further down the tree.


On balance, I marginally favor Republic, and that it should be this session's EO. What do you think, fellow citizens and fellow reps?

Fellow Citizens, and Workers of the World!

I extend my wishes of well-being to all of you. What we now know of the World helps us guide us all toward World Peace!

I thank my fellow Americans for electing me to the second term as President. We have had a great start for our Nation, but I see that the State of the Union has declined somewhat while we were waiting for election results. We are lagging behind in literacy, which still can be accounted for the inexperience of the First Session of Congress that fizzled away unexpectedly, thus resulting in valuable research being carried out in an erroneous path. We have two Cities and the expansion of our Empire needs to start with the new Settler.

I am preparing an executive order to send the Settling party West. As they say, "Go West, Young Man!" Looking at the World Map, I see an opportunity to control the entrance to our peninsula inhabited by our great Nation, the neighboring Japanese, and those pesky indigenous Barbarians. The Settlers have now a choice to claim the resources that are rightfully ours, or to position the next City strategically while waiting for us to create more Settlers to get to the resources. Regarding Iron, our scientists hint at requiring this material for certain naval units later. At the moment I see no need for Iron. The other resources present in the West Coast would help speed up the city prosperity of course, butt little else. Therefore, I strongly suggest settling to the narrow part of the western Peninsula, to block any aspiring expansionist nations to enter our rightfully claimed area.

We have adopted the first steps of Liberty, and getting to the Republic, a form of government we are struggling to implement, would probably be a good idea. While I see, down the road, the opportunity to lead the country to Communism, I can see that now is not the time for that path. As we grow our Party, that path will present itself to us naturally in the end.

We will have researched Gunpowder in a short while. We therefore need a discussion on where to go from here. Senator Rudragun was drafting a bill to that effect, but nothing seems to have come out of it. I strongly encourage an open discussion to advance our Sciences.

I wish all new legislators a fruitful session, and we must remember that the ultimate goal is common: Worl Peace under American Domination.

Greetings and salutations to the electors of Washington.
I am your candidate for the American Sporting Gentlemans Party. We at the ASGP have been working closely with the balley good chaps who are in the Destiny Coalition with us to come up with a plan for Washington.
It is our opinion that Washington has been ignored by the administration and her own politicians, as if the populace if Washington were heathen natives pleading that I not shoot their sacred buffalo, its head looks absolutely spiffing on my wall if I may say so myself.
Anyway, it shall be my priority to make Washington the centre of our nation, as well as its' capital. I will push for traditional cultural values and propose the construction of a water mill to feed the city and aid its' craftsmen. In the future I shall encourage training of a military to defend America against uncouth foreigners and to eventually civilise them.
So cast your vote for Filli Noctus. Because civility makes the American civilisation.
 
The Supreme Court has issued the following rulings, judgements & constitutional interpretations:
  • SC-15: Settlers shall be considered an extension of our nation's borders, and as such shall fall under the protection of the national guard.
