Capto Iugulum: Empires and Nations

As of now, due to his RL schedule interfering with the NES, nuclear-kid is no longer playing as the United Kingdom. Before you all rush to switch, a new player has been found. Starting right now, crezth will be taking over as the British Empire.

The United States no longer feels that the Harrison-Herrera Treaty is within the best economic interest of the people of the United States. Therefore, we will no longer abide to the statutes of this treaty.

To my enormous surprise, it turns out that we actually already have 18/18 sets of orders in. After a minor heart attack at the rarity of the occurence of 100% orders in before the update deadline is even reached ( :p ) I have started work on the update at this time.

No more order revisions are accepted beyond this point, though I will still accept orders for any new or returning players for unclaimed nations.

Weee! Hopefully, you will be able to finish it before the weekend...

Turns out I lied. Still waiting on Spryllino's orders for this update.

Recognizing that the slave trade is an evil that must be brought to an end, and recognizing that times come when nations must achieve their goals through less-than-peaceful ends, the Swedish Empire and the Republic of the Netherlands hereby find it prudent and necessary to enter a state of war with the nation of Zanzibar. We will not rest until the slave trade has been purged from eastern Africa, and we call on all slave-owners in Zanzibar to give up their foul, cruel practice. Those who do so will be treated with respect, and dignity. Those who do not will be punished according to the severity of their crimes. Once the slave trade has been ended in Zanzibar, its ports will be open freely to all mercantile traffic from all free nations.

To: Korea

You have dishonored yourselves, and spat upon our goodwill towards your nation, by choosing to ignore the terms of the fair and honest treaty you signed and help broker. As the Korean monarch refuses to negotiate, all trade between Korea and the outside world will cease on penalty of naval blockade, until such a time as Korea is willing to honor its obligations to Sweden and the international community by abiding by the terms of the treaties it signs. We call on all those in Korea who still consider Sweden a friend to Korean commerce, economic prosperity, and progress, to act so that this unfortunate consequence of Korea's refusal to abide by the treaty is not prolonged.

We have every sympathy with your cause. To that end, we have dispatched several companies of infantry (three) and, if they can be of any use at all, military advisers and observers. To your success, in bringing about the end of the foul anarchists!

This is the end of the line, no more orders of any type will be accepted beyond this point.

@spryllino: I suppose, since I likely won't be making much more progress on the update today, I can take some limited orders from you. Don't try anything too radical though, but I can do spending orders and whatever orders you may have for the upcoming intervention in Orleans.

EDIT: In regards to the status of the update, fear not, it shall be done tomorrow. It's actually the smallest update so far, in terms of the number of articles in the outline. Of course, there's a number of very large articles among them, so it may all balance out in terms of length.

News from Europe

BRITISH ELECTIONS HERALD GREAT CHANGE. London, United Kingdom of Great Britain. This year, dramatic change has been heralded for the British empire, as regularly scheduled elections have seen the ouster of the reigning Tories and the leftover Puritans in the government. The mismanagement of foreign affairs and continuing domestic turmoil in Ireland and the rest of the empire led to extensive disillusionment with the old conservative regime. The Whigs, with a bold new platform, have been swept in, promising a era of Pax Britannica, to bring the British people to new heights of power and empire. The cornerstone of the new policies which have won them support is that no longer with Britain finance the ambitions of other nations, choosing instead to focus solely on British domestic concerns and a "splendid isolation" from the affairs of Continental Europe. Furthermore, the new British government has begun easing tensions, claiming that no other nation is an enemy of Britain, unless it specifically asks to be by its actions. To this end, they have rebuilt diplomacy with Spain, by denouncing the Hungarian actions in 1839 in the Alboran Sea and in regards to the Spanish ambassadors. Furthermore, lavish gifts have been sent to the Uruguayan government apologizing for their role in the Brazilian blockade, easing tensions in the region. (+1 Stability)

LIBERAL PROTEST IN BAVARIA. Munich, Bavaria. The Bavarian people, with the start of the Third Venetian War looming over all, have rallied together to protest the monarchy's actions and relationship with Austria. Many of these educated protestors have called into question Bavaria's relationship with Austria, believing it to be fairly one sided, and calling for some change in the situation. The close ties between the two monarchies has been noted, and reform has been called for to prevent further pointless wars for the Bavarian people to fight. The protestors were surprisingly politely heard from by King Ludwig, who heard out their concerns, and was cunningly able to prevent any bloodshed or violence. The protestors ultimately were dispersed, though no issues were resolved and tensions still remain.

NORTHERN LEAGUE DENOUNCED IN DENMARK. Copenhagen, Denmark. The Danish government has come under harsh criticism for its involvement in the Northern League, which many people have begun to view as restrictive of Danish potential. The crisis over New Guinea which was resolved in the favor of the Netherlands was viewed as flagrant abuse of the League by the Netherlands, and many have called for the end of Denmark's involvement in the League. The hope is that without domination by the Northern League, that Denmark may once more freely pursue an independent imperial course in Africa and the Pacific Ocean without the perfidious influences of Sweden and the Netherlands. The monarch has heard the protests, and has appeared to be considering the issues brought before him, as it seems to many that the Northern League has far overextended its bounds.

RIOTING IN PORTUGAL. Lisbon, Portugal. The Portuguese government underwent another large series of riots and disorder in the capital this year as liberal activists stirred the people for reform. Many have called for the establishment of an elected body along the lines of Brazil, and the government has resisted such efforts heartily. The riots began as the establishment of several barricades in various streets of Lisbon, as the people built them in and fought the government's army in the streets. The fighting turned bloody quickly as the army attempted to restore order. After two weeks of open war, the streets were cleared and a large number of rioters were killed or went back into hiding. The tensions remain after this disturbance, and most expect repeat performances in upcoming years.

AN ARGUMENT AGAINST ITALY. Cagliari, Sardinia. The island of Sardinia is one of the few regions which has greatly profited over the past decade from the conflicts on the Italian Peninsula. Regardless, they have still featured the growth of a subset of the Brothers of Italy which have threatened to throw the island into similar chaos. This year, a disillusioned member of the organization published a new book, systematically analyzing the Brothers of Italy and the calls for Italian unification. In this eloquently written book, the author suggests that the people of Italy benefit from the competition of various states, creating new jobs and economic opportunities through the competition of trade. Many have bought into his argument, and the Brothers of Italy have been weakened on the island, giving strength to the local monarch's cause. (+1 Stability)

ARRESTS HAVE MAJOR BACKLASH IN NORWAY. Oslo, Sweden. The Swedish queen has proclaimed that recent efforts at forging a unified nation and casting doubt upon her right to rule Norway are acts of treason. Publishers of such treasonous material have been arrested wherever they have been found by Swedish investigators. Specifically the alleged "King of Norway" rumored to be hiding in Swedish territory has been the prime target for the Swedish government's program of arrests. The alleged king of Norway was believed to be found in the small town of Fredrikstad, holed up in an old monastery with his supporters. When they reached the monastery, the Swedish troops were fired upon by the local Norwegians, who had established fortifications. The result was the deployment of two full brigades and artillery to the town to storm the makeshift citadel. The local rebels were crushed, but in the process, a local beloved priest was killed by the Swedes, claiming he helped harbor the rebels. The result was a general uprising in the town, which ultimately led to a spiral of violence which ended with the town razed by the Swedish army and reports of horrific massacres and atrocities spread by the few Norwegians who survived. The result has been a massive backlash across Norway, as the Massacre of Fredrikstad has begun to serve as a rallying cry of nationalism against Sweden. (-1 Stability)

BROTHERS OF ITALY RISE IN TUSCANY. Florence, Tuscany. The outbreak of the Third Venetian War and the rebellion in Venice have sparked a sympathetic uprising in Tuscany, calling for Italian unification as well. A mass uprising took place led by the Brothers, attempting to storm the Royal Palace in Florence and depose the king, but they were stymied by the Royal Guard. To the unfortunate surprise of the Brothers, they did not possess the support of the army that they thought they had and the army was quick to move in and fight the uprising directly. While most of Florence's residents cowered within their homes, a brutal battle was fought in the city's streets. Ultimately the army was unable to crush the fairly well armed rebels, but they managed to withdraw King Leopold from the besieged palace. In order to maintain order, the king allowed the Pope to send in his army to support them, and the result was a rapid massacre and defeat of the rebels in a major pitched battle. The result has been the joining of Tuscany into the cause against Savoy-Milan in the just emerging war against the newly unified state. (-2 Infantry, -1 Artillery, -6 Manpower)

NORMANDY'S FIRST ELECTIONS. Rouen, Normandy. After a process of demanding and passing reforms, the French nation of Normandy has elected its first full national Parliament. To the surprise of many liberals the conservative Norman Party of Order managed to win a majority of seats in the lower house. Most of the candidates have been known for previous involvement within government as bureaucrats or lesser aristocrats serving under the king. They have managed to impart a feeling of competence and ability upon the masses, as well as winning support of the upper classes through endorsement from King Philip IV. As a result the new dawn of Norman politics is being launched by the old guard, as the prime minister is chosen from the ranks of the aristocracy. (+1 Stability)

PORTUGAL BEGINS BUILDING NEW FORTS. Lisbon, Portugal. Though the threat of war seems to have subsided across the world, as tensions decline between the United Kingdom and the Empire of Holy Spain, the Portuguese monarchy continues to fear the possibility of a major conflict. A system of new colonial and home forts has been planned, also including the updating and upgrading of older fortifications. Emphasis on the project has been focused upon the forts in India and Portugal itself, providing bastions of cannons to overlook the main roads and means of transportation into both areas by any would-be invading army. Other regions of the Portuguese empire are being surveyed for similar construction, hoping to further secure the king's authority across the world.

ROMAN EMPIRE BEGINS RECONSTRUCTION. Athens, Roman Empire. The end of the civil war last year caused a sigh of relief in Constantinople as many feared a long and devastating conflict between the two imperators. With the end of the war, the government in Constantinople has taken stock of the situation, hoping to find a new chance at securing peace in their realms. The army was shown to have improved immensely from the practical experience of modern combat, using the new doctrines they had learned to great effect. Furthermore, a series of planned efforts to rebuild shattered bridges and battered infrastructure in Bulgaria and Greece has been emphasized. The cost is fortunately fairly cheap, as the short time span of the civil war did not allow for any major damage to the countryside. (+1 Army Quality)

HUNGARY BEGINS AGRICULTURAL REFORM. Budapest, Hungary. The Hungarian monarchy has recently begun sponsoring the development of new methods of agriculture and farming throughout the kingdom, providing funds for the effort. There was an immediate backlash from both the upper and lower classes towards the program, calling for its cancellation. The lower classes resent the intrusion upon their lives that the new reform would dictate, preferring their old ways of life to the abrupt introduction of reform. The upper classes fear that any sort of reform will give strength to Hungary's liberal movement and the upstarts of the middle classes. The same middle classes seem to whole-heartedly support the effort, bringing modern business and style to the nation's farms. (-1 Stability)

AMBASSADOR CRISIS INTENSIFIES BETWEEN SPAIN AND HUNGARY. Budapest, Hungary. The year began on a sour note as the Hungarian government oversaw the total demolition of the Spanish embassy in Budapest by an angry mob. The building was looted of whatever of value remained and then torn down brick by brick by the populace. The rest of the year was dominated by the trial of the Spanish ambassador and his staff, as the king oversaw as judge the crimes for which they were charged. They were stated to have been charged with attempts to incite the populace as well as undermine the government. Even claims of espionage were levied against them, further inflaming the passions of the populace. To no one's surprise, the ambassador was convicted, though some of his staff were cleared and deported to Spain. The ambassador has been thrown into prison for life, and the result is outrage in Spain. The Spanish nobility have called for immediate war to free the ambassador and to put the upstart Hungarians in their place as a nation. They have even criticized the emperor for allowing the Hungarians to get so far in this facade of justice. The Hungarians have even lost support from their most stalwart ally to date, as the new reigning Whigs in Britain have outright denounced and condemned Hungarian actions in the worsening crisis. Whether this means the end of the alliance between Hungary and Britain is uncertain, but seems fairly likely to veterans of the European diplomatic scene. (-1 Stability for Empire of Holy Spain)

BRITAIN ANNOUNCES NEW EDUCATION POLICY. Oxford, United Kingdom of Great Britain. The new Whig prime minister of Britain announced a massive flow of the nation's wealth to a revolutionary new project hoping to vitalize the nation's educational system. A massive amount of funds has been shifted to education, providing money for a new system of what is being called "scholarships" for high performing students, no matter their class or heritage. The hope is to reward those who perform well, regardless of social status, and thus help spur Britain into a new era of academic and scientific achievement. The conservatives have been outraged by the new policy, but the Whigs continue to exist in a state of near bliss from their electoral success, and no real opposition has been able to muster as the Tories continue to regroup from their defeat.

BRITISH DESIGN NEW WARSHIP. Liverpool, United Kingdom of Great Britain. As the Whigs take charge of the British government, an era of change has begun sweeping through all elements of the nation. This has grown to include the armed forces, with the introduction of a new warship to reinforce their fleets. Under the Tories, the navy emphasized heavier firepower vessels, most noted in the Norwich style warship. The problem with the vessel was a lack of speed in comparison to newer vessels of Spain and even other nations. The Spanish Neptuno style vessels have far outperformed the British warships, as demonstrated in the Battle of the Alboran Sea, and the Royal Navy has sought for a counter. The new Monarch style warship has been introduced as the said counter, providing equal firepower and allegedly even greater speeds than the comparable Spanish ship.

UNION OF SAVOY AND MILAN. Turin, Kingdom of Savoy-Milan. Proponents of Italian nationalism rejoiced this year as the Republic of Milan accepted a proposal from the King of Savoy. This proposal has established a new monarchy, integrated both states under King Charles Albert, creating a new monarchy centralized in Turin. The Senate of Milan continues to remain a significant part of the new government, creating new seats for the added regions of Savoy and Sicily. The move has been highly controversial as some members of the Milanese Senate have openly protested against the reestablishment of a monarchy over their lands. Sicily in particular has been less than thrilled about this development, and the Sicilian senators have protested against yet another foreign king ruling over them. Supporters of General Gallo and the new setup have denounced the critics of the plan for being against Italian nationalism and vicious rivalry has begun to divide the Senate. Regardless, politically, this appears to be a major step towards unification, establishing a strong new state in northern Italy. (-1 Stability)

REVOLT IN VENICE. Venice, Austria. The Brothers of Italy have been at it again in Austria, spurring an uprising in the city of Venice against the Austrian authority. They managed to seize control of most of the city, but failed to take several major armories and garrisons within it, including access to the town. Thanks to this failure, the Austrians brought in significantly more soldiers and weapons, allowing for a quick smashing of the uprising. The fighting when on for several months, and a large portion of the city was badly damage by Austrian artillery fire when all else failed. With the threat of the Italian army to the west, the Austrians had little choice but to use every means needed to suppress the uprising. Civilian casualties were extremely heavy as the Austrian army restored order in the face of a Third Venetian War. (-2 Infantry Brigades, -8 Manpower)

THIRD VENETIAN WAR. Vienna, Austria. The outbreak of revolt in Venice and the brutality of the Austrian suppression led to the Brothers of Italy appealing for help from Turin against their oppressors. King Charles Albert and the Senate obliged this call with the preparation of the new nation's massive army for an invasion of Austria. A declaration of war was issued once again, as Austria faced a new invasion from the Italian states. The invasion did not occur until November, giving Austria time to muster its army and prepare a defense against the approaching tide. The cities of Verona and Vicenza were quickly taken by the invaders, and an advance soon began upon Venice itself. Rather than allow the city to be captured, explosives were used to set the city ablaze, leaving the ruins for the Italians, and tens of thousands dead in their wake, causing major confusion to the Italian supply lines. In this confusion, and having outmanuevered the Italians, strategically, the Austrians attacked a larger but confused Italian army at Treviso. The Austrians won a major victory, holding the line, and forcing the Italians to pull back, lest they be cut off from their support at Venice. At this point both sides regrouped and it appears the war will continue for at least another year. In response to the attack upon Austria, Austria's allies in the region have all issued new declarations of war upon the Kingdom of Savoy-Milan, including Tuscany, the Papal States, and Bavaria. The war has quickly escalated and it appears that a coalition has assembled to restore a balance of power in Italy. (-1 Stability in Papal States, Tuscany; +1 Stability in Savoy-Milan)

Kingdom of Savoy-Milan: 7 Infantry Brigades, 2 Cavalry Brigades, 3 Artillery Brigades

END OF THE COSSACK REBELLION. Moscow, Moscowy. The bloody Don Cossack rebellion has at last been brought to an end after extensive negotiations between King Constantine II and the rebels. The Cossacks were at last allayed in their concerns, with the pledge of recurring tribute from Moscow, as well as offers of fifty percent of all plunder from future wars. The Cossacks have also been given considerable domestic autonomy, effectively creating an independent state within the borders of Moscowy. Regardless, the armies of the Cossacks have pledged fealty to the King of Moscow once more, pledging their allegiance to his causes. The king of Kiev has protested against this new treaty, expressing his concern about the claims of the Cossacks and trouble created within his own territory.

MILAN COMPLETES HARBOR EXPANSION. Genoa, Kingdom of Savoy-Milan. The program to modernize the port of Genoa was brought to an end this year, even as war and disorder erupts throughout Italy. King Charles Albert oversaw the opening of the new facilities, which included a last minute purchase and installation of a steam engine into the port. The end of the effort has seen the creation of a modern port rivaling that of Rio de Janeiro and Plymouth. The king was quoted as saying, "the establishment of this new port affirms our nation as the growing modern center of a soon to be united Italian state."

INTERVENTION IN ORLEANS. Paris, Kingdoms of Paris-Burgundy. The republican revolution in Orleans has caused much uproar in the courts of France and Europe, and the result has been the outbreak of what could be considered a war. The army of Orleans has been forced to faced numerous other nations in a growing campaign. The Northern League assembled the largest force, bringing troops from Brandenburg, Sweden, and the Republic of the Netherlands, much to the chagrin of the Dutch people. While these armies were gathering with the Burgundians, the nation of Languedoc began an attack of their own, hoping to forestall complete domination of Orleans by the northern French. Aware that the Northern League would take some time to assemble a major force, the old siege fortifications from the last were resurrected around Orleans itself while the republicans went to fight the southern Catholic invasion. Languedoc's army won a spectacular victory over the army of Orleans, shattering their forces with superior firepower and skill on the battlefield. Orleans' army was routed and destroyed beyond repair, leaving Languedoc with a barely scarred force. They managed to quickly march to Orleans itself with hardly any resistance, and the Paris-Burgundians were only able to seize scattered scraps of the north in a few minor skirmishes. With Orleans occupied, the question now remains how to settle the borders once more. Many of the liberals have since fled to safety in Normandy, where they have been offered shelter by the more liberal members of the national Parliament. Languedoc has assumed administration of the majority of Orleans, and has offered concessions to Paris-Burgundy for their limited involvement in the main fighting. (-2 Stability for Republic of the Netherlands)
Casualty List
Kingdoms of Paris-Burgundy: 1 Infantry Brigade
Languedoc: 3 Infantry Brigades, 1 Cavalry Brigade, 1 Artillery Brigade
Orleans: 6 Infantry Brigades, 3 Cavalry Brigades, 3 Artillery Brigades

BRANDENBURG AND HANOVER MAKE INFRASTRUCTURE TREATY. Magdeburg, Brandenburg. Though the independence of Hanover may have been made in a disruptive fashion, the kings of Hanover and Brandenburg have been doing their best not to let the relationship sour further. To this end, as both nations have been working on independent infrastructure development, they determined to link their economic cause together once more. This has included connecting and standardizing roads between the two nations, as well as other commerce related activities. Furthermore the effort has grown to increase trade between the two states, which has greatly improved strained relations between both Germanic nations.

PARIS-BURGUNDY OPENS MULTIPLE NEW ACADEMIES. Paris, Kingdoms of Paris-Burgundy. With extensive financing from the King in Paris, the Kingdoms of Paris-Burgundy have established a large number of new academies across the nation. The first and largest of these was a new military academy in Paris, accepting those pursuing careers in both the army and navy. The lessons of past wars are being taught by veterans, hoping to make a difference in the future conduct of the armed forces. The second academy overseen was the Academy of Music established in Dijon, hoping to rival the similar installation in Budapest for turning out elite musicians in Europe. Finally, and perhaps most significantly, the monarchy has moved away from solely appealing to French nationalists and artists. A new Academy of Germanic Arts has been opened in Cologne, with significant patronage from the king. This has been somewhat offset by further patronage at the Museum in Dijon, but they continue to lose French artists to the Gallery in Poitiers.

News from the Americas

ELECTIONS IN BRAZIL AMID EMPEROR'S DEATH BRING DISORDER. Rio de Janeiro, Empire of Brazil. A hotly contested election has resulted in ongoing disorder and confusion within the government of Brazil. A number of provinces have submitted candidates calling for a major reduction in the power of the central government, and they have been swept into office to represent their own areas. They have been frequently bringing the government to a standstill calling for new benefits and autonomy to their own lands. Furthermore, their presence and disorganized status have resulted in neither of the two major parties having a true majority. Both major parties are alleged to have used voter intimidation and other less than honorable techniques for increasing and reducing turnout. The Liberal Party ultimately came out as the one with the largest amount of votes, though the Party of Order continues to hold a substantial bloc. To further exacerbate things, the Emperor died before endorsing any party, and his son seems less interested in politics and more interested in lavish parties and other sordid affairs. The situation continues to quickly deteriorate, threatening to bring the entire government to a halt. (-2 Stability)

JAMAICAN ELECTIONS. Kingston, Jamaica. As mandated by the national constitution, the nation of Jamaica held their second ever set of elections this year, to further extend their republic. The result has been a confused contest, as the Democratic Party has been persistently redrawing voting districts and disallowing conservative voters from participating. The result has been a bitter political atmosphere, resulting in a number of lowbrow techniques of managing the election and its results by both parties. The result of the election ultimately turned into another victory for the Democratic Party, though the Jamaican Party of Order has protested the election results. The result has been a growing resentment towards the government from the conservatives, and the increased possibility of disorder. (-1 Stability)

NEW SPAIN ELECTIONS. Managua, New Spain. The United States of New Spain held their first real elections this year after President Rivera won the nation's first democratic elections in 1837. President Rivera ran on a platform of staying the course and preserving the nation's democracy and institution from foreign and local influences. Despite the outbreak of war with Panama, the president continues to be highly popular among the masses, and won reelection in a landslide, though perhaps by a smaller landslide than the one that brought him in the first place. Regardless, very little opposition exists against President Rivera, as the country rallies around the war versus Panama and New Granada.

GUERILLA WAR IN YUCATAN. Belize, Empire of Holy Spain. The Spanish military in Yucatan has come under attack by Mayan nationalists once more, struggling against Spanish occupation. The result has been a series of brutal guerilla attacks against the Spanish army, as it seems that the local fighters have rebuilt some of their strength since the end of the abortive war for independence. They have managed to win several major victories over the Spanish garrison, devastating a number of local regiments and routing their defenses. The Spanish governor has had little success in corralling the attacks, as the rebels know the terrain much better and have been using their knowledge of the jungles to elude defeat or capture by the Spanish army. (-1 Infantry Brigade, -1 Stability)

COUP ATTEMPT HALTED IN ARGENTINA. Buenos Aires, Argentina. A military coup was attempted by caudillo supporters within the Argentine army this year, who had previously volunteered to support the centralization effort. With the drive towards centralization and integration slowing amid the crisis over Uruguay and the threat of war with Brazil, these provincial cowboys saw a chance to secure their homes' autonomous rights. Thanks to their involvement in the Argentine army over the past few years they were able to gain access to Buenos Aires and to make an attack upon the home of President de Rosas. Fortunately for the centralists, the President wasn't home, being in a meeting with a foreign ambassador. The rest of the army was immediately called in and the result was a one-sided battle as the rebels were surrounded and badly mauled. The rebellion for now was crushed, but resentment continues to exist against the move towards centralization. (-1 Cavalry Brigade)

ARGOS MAINTAINS CONTROL IN NEW GRANADA. Bogota, Republic of New Granada. General Argos' government in the Republic of New Granada suffered through yet another attempted military coup as war erupts with New Spain. Concerned elements of the army, fearing the likely results of a war with New Spain, attempted to overthrow the current government to bring peace once more. Unfortunately, Argos anticipated their move and was able to have a regiment of loyal troops well prepared to counter the attempt. The result was a one-sided bloodbath with left most of the conspirators dead or captured by the government. Those who remained alive were executed for treason and General Argos has done well further consolidating the military leadership of New Granada in the aftermath. (+1 Stability)

END OF URUGUAY STANDOFF. Montevideo, Uruguay. A crisis over elections in Uruguay which nearly brought war to Brazil and Argentina, has at last been resolved upon Brazil's acceptance of an Uruguayan offer to allow observers at the 1842 elections. Though Uruguay's offer had been on the table for some time, even inviting observers from other nations in South America and across the world, Brazil had initially demanded immediate elections. Uruguay stubbornly refused the demands, insisting on maintaining its constitutional timetable in the wake of foreign intervention. The Brazilian acceptance has lead to the end of the blockade of Montevideo and the restoration of normal trade, even including substantial gifts and investment from the United Kingdom. The Argentine army has begun to slowly stand down, and for the moment, the area seems to have avoided a major war, despite the outbreak of hostilities in Uruguay between the two political factions.

CIVIL WAR IN URUGUAY. Montevideo, Uruguay. Though the Brazilian blockade has been brought to an end, and the Colorados have been viewed as politically victorious for accomplishing this, war has not been averted. With their hopes of forcing the government in Montevideo to cede power through pressure from Brazil and the global community vanished, the Blancos have risen in open revolt. A portion of the army has joined them in the revolt and the first major battle was fought for control of Montevideo itself. The Blancos were able to secure the capital, but the war continued. Most of the rural regions of the nation continue to support the Colorados, having opposed the integration efforts the Colorados put in place when they were last in office. With full support of the countryside, the Colorados immediately began raiding and striking at bastions of support for the Blancos, and the result was an ongoing stalemate between the two sides. With no obvious victor emerging and the end of the year approaching, the Colorados began an attempt to reestablish control in Montevideo. They were at last able to triumph in major battle against the Blancos and scatter the remnants of their army. The Colorado regime has generously offered amnesty to soldiers in the rebel army, and even has allowed those Blancos who did not actively participate in the revolt to continue holding positions in politics. With the armies of Argentina and Brazil looming over the nation though, the Blancos have been badly discredited and the government is enjoying a new period of control with their success. Uruguay (Blancos): 3 Infantry Brigades, 2 Artillery Brigades
Uruguay (Colorados): 2 Infantry Brigades, 2 Cavalry Brigades

NEW SPAIN COMPLETES NAVAL INFRASTRUCTURE DEVELOPMENT. San Jose, New Spain. The construction and development efforts of the government of New Spain have at least reached fruition. The combined labor and investment of the government and private businesses have led to the establishment of the nation's first facilities for the construction of modern naval vessels. The current New Spanish navy consists only of older steamships built in the Empire of Holy Spain, and no local ships of their own. The hope is that with the new infrastructure, New Spain will be able to build a new navy to protect both its Atlantic and Pacific Ocean coastlines from foreign invasion or assault. (+1 Navy Quality)

PANAMA WAR ERUPTS. Panama City, Panama. A new war has erupted in South and Central America, as crisis over the fate of Panama turned into violent conflict between local nations. The Panamanian government, having ignored New Spain's cries for a plebiscite on uniting the two nations, have paid for their intransigence. The army of New Spain has been sent to invade and force a plebiscite upon the Panamanians, and war has broken out between the two powers. The war is unpopular among both sides, and the initial battles were fought throughout the northwestern part of Panama. New Spain's army was badly mauled and Panama managed to outflank and rout the enemy, shattering their army and sending them fleeing across the border. Unfortunately, the outbreak of war with New Spain brought to bear Panama's old enemy of New Granada, which saw the opportunity to restore control to its wayward province. With its army brought north, the Panamanians were forced to allow New Spain some breathing space as they moved south to face the second invader. Despite their abilities and an initially successful defense, the Panamanians were defeated by the Republic of New Granada, which has managed to secure a significant amount of territory. Slowing the New Granadan army is significant logistical problems and lack of supplies, which the Panamanians have used to their advantage as much as possible. With their army shattered and bruised, New Spain was unable to take advantage of this until late in the year when they managed to march in the north with little opposition. At sea, there has been little action, though New Spain's warship managed to score an impressive victory over two obsolete Panamanian sailing vessels. (-1 Stability for all belligerents)

UNITED STATES FIELDS NEW WARSHIP. Boston, United States of America. The American government showcased the creation of the new Washington warship this year, and plans to construct many similar craft in the near future. While the new warships lack the firepower and speed of similar European styles of warship, they more than make up for it in ship to ship combat and transport capacity. The American navy has appreciated the new vessels, as they look to improve the quality of their forces in comparison to Europe and even Brazil. President Taylor has stated that it is unacceptable that even a tropical nation like the Empire of Brazil could have a fleet surpassing the United States of America. One of his main stated priorities as President is to establish the American Navy as the primary naval power in the western hemisphere.

AZTECS COMPLETE FLOATING GARDENS. Tenochtitlan, Aztec Empire. The Aztec Emperor was pleased to announce the completion of a series of floating gardens and agricultural improvements. This has helped greatly improve agricultural production and growth in the empire, helping reduce food prices and improve the local economy. This has continued with increased trade with Spanish merchants, offering agricultural goods as well as the traditional gold commerce which has existed in the past. The Aztecs have continued their efforts to expand the local economy in order to finance their continued independence against the threat of European imperialism. Rumor has suggested that the end of this project could herald a slow and cautious approach to opening new trade doors while preserving the independence and power of the Aztec Empire.

NEW GRANADA COMPLETES FORTS. Santa Marta, Republic of New Granada. The outbreak of war with New Spain and Panama has further reinforced New Granada's desires for a secure coastline against its enemies. The completion of the long awaited series of coastal fortifications has arrived not a moment too soon, as the navy of New Spain, while smaller, is still superior to the Republic's. The program has been surprisingly successful at refining the production and deployment of defensive artillery pieces for the New Granadan army, and the replacement of old Spanish fortifications has been viewed as long overdue. General Argos has trumpeted this project as a symbol of the success of his regime and the growing power and strength of the republic.

VENEZUELA WINS SUPPORT FOR INTEGRATION. Caracas, Venezuela. Despite resistance in the past from various rural landlords, it seems that the central government in Venezuela has finally begun winning support. The improving infrastructure and status of integration has clearly begun winning over some of the lesser landlords throughout the nation. These converted landlords have begun throwing full support behind the integration process, though some still resist the changes coming to the nation. This has been viewed as a major step forward in the modernization of Venezuela and the development of another major South American economic power. (+20 EP into Integration project)

NEW TRIBAL VIOLENCE IN PERSIA. Ashgabat, Persia. The Persian government continued to have its hands full administering its new territories this year as a fresh round of tribal violence broke out in the region. New feuds have emerged between the various tribes, and this time its continued despite constant vows from the tribal leaders of their loyalty to Tehran. The Persian army has been doing its best to contain the unrest and fighting among tribes, and frequently has found itself in the middle of small but brutal battles. The tribes continue to openly support the Persians while raiding each other's villages and attempting to settle feuds in the old ways regardless of what decrees Tehran may make over their lands. INVASION OF ZANZIBAR. Zanzibar, Republic of the Netherlands. The sultanate of Zanzibar, one of the youngest nations in the world, has come under siege from the seas, not by its former overlord of Oman, but European imperial powers instead. The nations of the Netherlands and Sweden have participated in the invasion and partition of the newly forged sultanate, adding it to their own empires. A formal declaration of war was issued, decrying the slave trade upon which the sultanate's economy was built, and expressed their intention to end the trade completely. The invasion was a resounding success as it proved the local soldiers were less than enthusiastic about fighting against cannon and European soldiers. After a few volleys the army dispersed and the Dutch and Swedes were more than able to secure the region for themselves with little to no casualties on either side. The Europeans have taken over direct administration of the area themselves, giving a chance to build a new empire in eastern Africa.

PERSIA UPGRADES AFGHAN FORTS. Kabul, Persia. The rising and continuing tensions between Spain and the Persian Empire after the fall of the Maratha Confederacy has not gone unnoticed. While the local Spanish soldiers have continued to fortify the local passes and major roads, the Persians have embarked on a far more ambitious project. This project finally concluded this year as the final construction efforts were completed in Afghanistan. The area has had a history of old and strong fortifications, and the Persians and their British engineering advisors have done a fine job of refurbishing these old structures and turning them into modern forts. This has included the clearing of fields of fire for artillery as well as the inclusion of modern artillery pieces into modern structures. The overall effort has made the region of Afghanistan far easier for the Persian empire to corral and control bandit and Khazak raids. (+1 Stability)

NEW OPPOSITION TO EUROPEANS IN JAPAN. Kyoto, Japan. The ongoing processes of modernization, spearheaded by the current shogun, continued to be resisted by members of the shogun's family as well as other reactionaries. The growing influence of Spanish merchants in the capital and over the development of Japan have continued to spark new words of hate and distrust among the leading diaymos of the Japanese leadership. The disputes grow ever more heated and many people have become concerned that the war of words could quickly turn into one of the more violent kinds of wars. The resistance have called for a renewed closing of the ports to European merchants, rather than the unfettered access they possess at the current time. (-1 Stability)

SPANISH EXPEDITION SECURES LOYALTY OF EASTER ISLAND. Easter Island, Empire of Holy Spain. To the surprise of the whole expedition, a Spanish emissary won over the support of the natives of Easter Island this year. The island, well known for its mysterious statues and very hostile native population, was believed to be unsafe for European ships, as they would all invariably come under attack if anyone attempted to go ashore. In this case, a Spanish emissary managed to surprisingly connect with the local natives, convincing them of the Word of God and their own honorable intentions. The result was a growing familiarity between the Spaniard and the natives themselves, which ultimately has led to the island becoming part of the Empire of Holy Spain as a protectorate. Unfortunately, the island doesn't produce anything and has no strategic value of any kind and so has quickly become a massive drain on the Spanish treasury just to maintain the smallest of outposts there.

BRITISH PAVING EFFORTS END IN INDIA. Calcutta, United Kingdom of Great Britain. Though they were highly disputed at the time, most Indian princes have grown to favor the growing network of paved roads throughout British India. Therefore most were shocked and even angered by the abrupt cancellation of the program by the new Whig government in London. The cancellation of such a long-term policy has also caused some Indian princes to consider the problems and likelihood of stability created by such a democratic regime in Britain. Though no existing roads were demolished, the project was only barely begun in terms of price and construction, leaving the completed areas haphazard at best. Surplus stocks of bricks and other goods have been sold to local markets, providing a brief surge to sales and construction in the area as rudimentary buildings have even been constructed out of the stockpiles of bricks left over from the abortive effort. A THIRD EMPEROR FOR CHINA. Guangzhou, Guangzhou. The growing unrest and civil war in China reached a new stage this year as a third would-be emperor enters onto the stage of the conflict. The British backed governor of Guangzhou has been recognized as the official ruler of China by the British and has been thus encouraged to establish himself as the successor to the heavenly mandate. Overall, with most of China recognizing Guangzhou's status as a pawn of British Empire the view has been that he lacks the authority of other possible candidates for the imperial throne. The rise of the new emperor has been financed with much British wealth however, and some suspect that regardless of the legitimacy of the new emperor, force of arms will make his rule over China an established fact. WAR IN CHINA. Peking, Imperial China. In what is becoming known locally as the War of the Three Emperors, the Chinese continue to struggle against the tide of anarchy and chaos which has besieged them. Violence and brutality continues to remain the name of the game, as all sides frequently continue to raze towns and villages to reduce the resource of manpower to their enemies. In the north, the Ascendants have turned away from fighting fellow Chinese in an attempt to bring the Mongol hordes to proper battle. They were successful in achieving a battle with the Mongols, and the result was a surprising but certain victory over the invaders. The Zunghar Khanate's armies devastated and forced to retreat, though they managed to inflict a hefty toll upon the Chinese. Regardless, the defeat has led the Chinese factions to make a new treaty with the Khanate, which could well mean the end of their involvement in the war. Further east, the government in Peking has begun yet another attempt to restore control to the territories held by the Nian Realm. With the Ascendants distracted, they were able to bring their full force to bear upon the eastern Nian armies. They managed to win a shattering victory over the bandits, utterly destroying the Nians in the east and gaining a substantial boost to their cause. With this success, the Imperial armies continued on towards the main Nian concentrations around Xi'an, hoping to break the backs of the bandits militarily, once and for all. This time, however, the Nians managed to hold back the Imperials, inflicting a humiliating defeat, but still unable to retake any territories. As in the past few years, the biggest battles continue to take place in southern China as the emperors of Guangzhou and Fuzhou clash for supremacy. This year, the fighting has grown more complicated as the Muslims of Yunnan raid into Guangzhou's territory, stealing supplies and weapons for their own forces. Guangzhou has been forced to divide its armies, detracting from the upcoming assault on Fujian itself. Regardless of the diversion, Guangzhou still managed to assemble an army of equal strength to fight the Fuzhou Empire and besiege their capital. Though they did manage to make some headway, the defenses and position of the Fuzhou warriors has proven too strong, and the siege continued inconclusively throughout the rest of the year.

BRITISH PUSH INTO EAST INDIES. Sydney, United Kingdom of Great Britain. The British have established a newly aggressive colonial policy into the southeastern East Indies. The island of Jamdena and the surrounding islands have been seized and integrated into the larger British Empire. The islands have proven to be fairly valueless, but coaling stations and forts have been established to help garrison the new British possessions. This has come into immediate conflict with the Republic of the Netherlands, which has claimed jurisdiction over the region for over a hundred years, but never quite settled or controlled the islands effectively. The establishments have proven expensive to maintain, and of little to no intrinsic value themselves to date.

NEW BRITISH COLONY ON THE COAST OF ASIA. Johnstown, United Kingdom of Great Britain. As trade between Europe and the Far East continues to soar and grow, the British have sought new locales in which to settle to improve trade even outside of China. In order to take advantage of the growing chaos in Korea themselves as well as the trading markets in Japan, a new independent port was set up along the Golden Horn Bay between Korea and Japan. The new port is to act as a fueling station, fort, and supply depot for any British trade and commerce with these other two nations. The Chinese have wisely chosen not to contest the settlement, despite their own historical claims to the region. The area has been claimed by the British and called New Britain, and could well form the foundation of a new major British settlement colony.

SWEDISH BLOCKADE SPARKS UPRISING IN KOREA. Seoul, Korea. In response to last year's expulsion of Swedish merchants from Jeju, the Swedish king declared a blockade until the status of Sweden was restored. King Sunjo refused any compromise, maintaining the situation, even as new Swedish ships sailed to enforce the rising blockade. The specter of a blockade caused great concern among the merchant classes and elements of the military, fearing for their supply of overseas good. Furthermore, there is much concern over the possible resurgence of a famine, which could be further devastated if the Swedes cut off the supply of foodstuffs. The result was a revolt against the monarchy, as pro-European elements attempted to seize power and replace the government. Among these were the foremost of the modernizers and the result was a bloodbath. The loyalists to King Sunjo were able to defeat the rebels however, and they continue to refuse to treat with any Swedish ambassadors, as the blockade is slowly put into place. NEW TRADE ACCORDS IN ITALY. Naples, Naples. The Neapolitan Trade Accords were signed this year between the governments of Tuscany, Naples, and Hungary, establishing lower tariffs and a new relationship between the three states. The accords are seen as a step towards friendship and alliance between Naples and Hungary, particularly with the worsening diplomatic situation throughout the whole region. The outbreak of the Third Venetian War and the involvement of Tuscany could pull Naples into the fight, and fortunately, Hungary remains uncommitted despite the signing of the treaty. The new treaty applies only to trade and commerce, as all involved states hope to spur their economy with new trading partners.

UNITED STATES BREAKS NEW SPAIN TREATY. Washington D.C., United States of America. The newly elected President Taylor oversaw a Congressional decision this year to break the treaty with New Spain that was made on local commerce. American businesses protested the decision and had made significant lobbies against the treaty with the Democratic Party. The new leaders in Washington have been more than happy to appeal to their base of support, and the less than popular government in New Spain was left out to dry. The righteous condemnation of the American institution of slavery by New Spanish politicians have further strained relations as Southern businesses refuse to cooperate with the New Spanish.

Moderator's Note: The following includes the backlog of immigrations I have been ignoring for at least the past five years in game. Therefore numbers will be a little bit larger than normal, so enjoy/dislike this an appropriately larger amount then you would under normal circumstances. This will also be affecting the growth/decline of some nations' EP so please take that into consideration after reading the shifts as seen above.

Diplomatic Pouch

To: Kingdom of Savoy-Milan
From: Papal States, Bavaria, and Tuscany

Due to your unprovoked attack upon our friends and allies in Austria and your growing acts of aggression towards all Italian kings, we hereby declare war. The war will be brought to an end with King Charles Albert renounces his right to rule Milan and Sicily, and new monarchies are restored in each state.

To: Kingdoms of Paris-Burgundy
From: Languedoc

For your generous role in the taming of Orleans, we'd like to thank you by turning over the territory you now occupy to your permanent jurisdiction. We will continue managing the remainder of Orleans until an appropriate Catholic king can be found to manage the realm.

OOC

@Adrogans, the 350 price for fortifications is the reduced price after the loss of territory, it went down by 50 EP.

@DarthNader: 25% of 15 Fourth Rates actually comes rounded up to 4 EP, not 7.

@Crezth: 40 EP has been deducted for expenses in the new colonies

@Agent 89: As before, Savoy did spending separately before unification, I did what I could otherwise to fulfill your plans. Also, at the time of writing this, and working out the timeline of the year, at most you have a campaigning time of a month for the war, so don't expect most of your plans to reach fruition. Considering everything else that happened in the year, and the unification with Savoy, not to mention waiting for the causi belli to occur, means that you probably wouldn't be able to launch the war until November at the earliest. A month of war in the winter is hardly time for any major campaign on the scale or scope you outlined. The winter itself will slow you down, not to mention the fact that you're using armies just recently integrated. With the size of the army involved, such an effort is bound to have confusion, and this will be reflected when I reach that war in the update.

@Grandkhan, as I said in the first few pages on war, in this period, there's no united front, but a series of battles and campaigns that wars are fought. There are mobile armies, not fronts taking place, and therefore the strategy you provided for war does not work. This actually was not taken into account in the update, as I assumed a traditional method of combat for your army rather than the front style war that your orders depicted.

I've decided to stop wasting time about writing about various nations upgrading to new doctrines. I will only do so if the upgrading is considered disruptive to the status quo or if the doctrine is of a new type not yet deployed by any nation.

To: Panama
From: United States of America

The violence in Central America for the preservation of a state contrary to democratic values will no longer be tolerated by this administration. We therefore demand that Panama permit the plebiscite demanded by New Spain. Otherwise, the United States will be forced to intervene and ensure that the will of the people be enacted.

The government of New Granada has no authority over the region of Panama. Stand down and end your invasion, or expect the United States to take proper action.

OOC: interested in joining the NES, as you always make great ones EQ. but befor I start my plans, I have a question.
Is Quisani still in the game? he hasn't made a forum post since november 11th, so I'm a little curious. If he is, and has been sending orders, I'll go with Plan B instead.

TO: Panama, New Granada and New Spain

We echo the words of our American allies. Stand down from this war, hold the plebiscite, and remove your forces from Panamanian soil immediately. Strong actions will be taken if these terms are not followed.

@TerrisH: Yes, Quisani is still with us as Japan.
