UK should have Bermuda and (I think) the British Virgin Islands if they don't already. Make sure the US has Puerto Rico, Guam, etc. Time for sleep.
 
All overseas territory accounted for (thats on map, so no falklands or gibraltar)
Isn't Bermuda independent?
 
Ok, so:
Due to the spreadsheet designs being in process, no further changes in represented nations/territories will be made. Which means, due to an error, Bermuda is now its own country.

An update is in the works, still building the initial data tables.

Thorvald, what equations did you try for income penalties?

So, there's the three columns, 'Provinces', 'Penalty' and 'Base income'. 'Penalty' takes the number of provinces and tests against your caps as outlined in the OP, and sets the percentage accordingly. In OpenOffice, the formula reads thus:

IF(B3>250;0.5;IF(B3>200;0.45;IF(B3>150;0.4;IF(B3>100;0.35;IF(B3>40;0.2;IF(B3>20;0.15;IF(B3>10;0.1;IF(B3>5;0.05;0))))))))

[ IF(_x; then; else) ], where 'B3' is the cell for the number of provinces. It goes from highest to lowest; so if provinces greater than 250, penalty equals 50%; otherwise ...

'Base income' then combines the two fields as so:

(B3-(ROUND(B3*C3;0)))

'provinces' minus 'provinces times percent' determined above, rounded to a whole number.

(Your Israel map is a bit off. The southern-most Lebanese province is actually Israeli. That's where my grandparents live :P )

All player orders have been processed.
I am now carrying out NPC orders - expect the initial round (this being pre-game set-up) to begin soon.

Some things of note:
From here on out, unused money must be devoted to research of a technology.

In case it wasn't clear, this is set in our world, sans treaties/canals. There has not been any global collapse. The point of divergence, for sake of RP, is negligible, prior to the next update (when you will have changed it greatly, I'm sure). If you RP contrary to this, there is no negative effect (I'll just give you less of an RP bonus). Since this was not clear this update, no RP bonuses were awarded.

Additionally, anything deemed "game-breaking" (At the moment, the only things coming to mind are multi-superpower alliances and undeclared alliances), will be dealt with as the GM sees fit.
AKA, revolutionaries with nukes.
Basically, if it would wreck the game for everyone else, don't do it. (Steamrolling/nuking minor nations does not qualify as gamebreaking, so, no, I will not nuke a superpower for annexing, say, Bermuda).

Note that you can have secret alliances, I just need to be made aware of them (for game mechanics).

Holy mackerel, I can see why this took a while! Great work on this! Just to confirm against my own tables, you're applying the penalty to net income, including trade?

Also, will you be posting full stats each update? Cuz... that'd be crazy generous.

Next update might include techs, alliances, and trade organizations, too.
Also, I apologize for this error, but I accidentally annexed Brunei to Malaysia, and granted Bermuda and Tahiti independence.
Actually, Tahiti was deliberate, and Brunei was the result of a poor map, but still.
 
Um.. no.
There are six pages worth of data, and dozens of categories within those.
I can post the money available to each PC, though.
