The religion makes it hard to tell if any of our opponents are Creative. The rival with the Buddhist shrine would get +7/turn (+2
from the palace, +1
from religion, and +4
from the shrine).

bonus from a holy city, does indeed replace the +1 culture from having the religion. So a holy city capital with a shrine would get +11
