Capto Iugulum: Empires and Nations

To: Flanders
From: The Netherlands

We approve of your reforms, we are glad you have finally begun to embrace Democracy, perhaps we can look forward to closer relations in the future.

To: Empire of Holy Spain
From: United States of America

We are appalled that the Spanish would, after the United States had concluded a treaty that brought peace to both nations and, technically, goes against the precepts of the Harrison-Branco Pact, would implicate the American government for supporting the Cuban rebels.

First, we were unaware Hector Alvarez was residing in our nation. A lot of people live in the United States, a lot of people speak Spanish in Florida, and we don't go seek out all the numerous Spanish dissidents that may be living in our borders.

Secondly, even if the American government were aware, we could not legally stop him or his supporters. Unlike Spain, where law is basically the whim of the Emperor, the American legal tradition requires that persons actually commit a crime before we arrest them. The man had committed no crime in American borders, and whatever crime he commits outside our borders is not within our jurisdiction.

Thirdly, the man received no official support from the United States government. He was not provided any funding, was not goaded, nor in any other way assisted by the government of the United States of America. Until now, he did not even exist to the government in any way. He wasn't even a citizen. Any support from Americans he received was private, and the United States does not interfere in private affairs. You may argue that the private support he received was for the purpose of sparking a rebellion, but, again, he had not committed any crime, and we did not have the legal authority to act.

We ask that Spain not act hastly. The United States has made it a policy to deal honestly with other nations diplomatically, Spain included. Please allow our diplomats to return so that amicable relations resume, especially when the American government had done nothing to directly undermine Spanish sovereignty.

OOC: Great update as always.

From: The Mamluk Caliphate

The Caliph does not recognize your independence. The Caliph however being a peaceful man is willing to allow your rebelling region re-entry into the Caliphate with a certain level of autonomy over local affairs if this is desired. If our more than generous offer is refused order will be restored swiftly by our armies.

To: Persia
From: The Mamluk Caliphate

Shia rebellions continue to increase in size and strength throughout the Caliphate. These rebellions are not only quite sizable but also well armed. Such quite well armed rebellions are hard to come by without foreign support. We are launching an investigation into this matter and if it is found that Persia has been supplying equipment and formenting revolution among our Shia population our nation will take action to ensure that such actions are ceased and adequate recouperation of our losses is gained.

If Persia is guilty and willing to own up to these actions we would be willing to negotiate compensation before things escalate too far.

This is the probable 48 hour warning. As an alert, I will be booting those who missed orders last update this time around should the orders be missed again. In other news, the update MIGHT be pushed back a day or two, not just because of events mentioned in LoC, but also because I'm apparently getting sick. I wouldn't count on that if I were you though.

This is the 24 hour warning. As stated previously, it MAY be possible that the update is pushed back, but at the moment that does not appear likely. Get those orders in.

Six hours remain to get those orders in. There will be no delay. This update appears (barring any late entries of surprisingly insane wars or chaos) to be a fairly quiet one, might even be a one-poster. I've got a commitment tomorrow, so I'll be going for 100% completion this evening. You've been warned.

No more order revisions will be accepted beyond this point. Only new orders will be taken.

Sorry, I haven't sent orders, I got in a car accident and that took up an hour.. I'll be sending them now.. sorry :(

No further orders of any kind will be accepted beyond this point.

Global News Report

SPANISH EMPIRE COMPLETES IMPERIAL PAVING PROJECT. Madrid, Empire of Holy Spain. Around the globe, throughout the titanic Spanish Empire, the economy and commerce of the regime continue to grow in leaps and bounds. This has been heralded this year with the completion of the construction of numerous new paved roads and highways across Iberia and the rest of the Spanish world. This has been a herculean task, which has taken many years and countless funds to complete, improving trade and commerce. India has benefitted the most from this program, which has greatly eased merchant and military travel across the subcontinent. Similarly, in the Americas, the island colonies have greatly benefitted, opening up jungle interiors for true exploitation and settlement.

CUBAN DISPUTE LEADS TO NEW TENSIONS. Madrid, Empire of Holy Spain. War fears have surged once more to the forefront of European politics as the Empire of Holy Spain revokes the ambassadorial rights of the United States of America and the United Kingdom. The nations' alleged involvement with the successful Cuban uprising last year was said to be the basis for the act, and the Spanish ambassadors from both nations have been recalled as well. This has caused tensions to continue mount between the three nations, as many believe this could be a precursor to a major global war. Other European nations have appealed for calm, though it appears to many this could be a major bluff by the Spanish emperor to discourage further foreign support for independence movements in the Caribbean.

SWEDEN INSITUTES NEW IMPERIAL POLICY. Stockholm, Sweden. After witnessing the growing success of the Imperial Efficacy Index in the British Empire, the Swedes have begun instituting a similar rewards program of their own. The Swedish version of the Index is not strictly just for the Indian princes, but also applies to the governors of other colonial provinces in the Americas and Africa. The program is showing to be a considerable success, encouraging local initiative and spurring new growth in all the colonies. Furthermore, it seems to have helped stabilize some of the more troubled regions in the colonies, helping to further preserve Swedish rule. Overall, it seems as though it's a highly successful program, mimicking the new British policies quite well. (+1 Stability in all colonies)

DUTCH COMPLETE MAJOR IMPERIAL FORTWORKS. Amsterdam, Republic of the Netherlands. The Dutch government was pleased to announce the completion this year of a long-term project designed to revamp and build forts across the empire. This has included new forts in China, Africa, as well as long desired ones in both the West and East Indies. This has done much to increase protection of trade, as well as the security of the colonies. This has been viewed as a very positive step for the empire, and the reduced commerce caused by the end of the monumental effort has been more than made up for in the improved security and stability of the empire. The ports of the Dutch Empire are now some of the best guarded in the world, including the strongest forts of both Spain and Britain. (+1 Stability in all colonies)

News from Europe

ARRESTS BLIGHT TRIESTE. Trieste, Austria. The Austrian monarchy has begun a process of eliminating opposition in the territories secured along the Adriatic Sea thanks to the conclusion of the Third Venetian War. A number of sympathizers to the Italian cause have been identified and arrested, and brought to be imprisoned in Vienna. Thanks to their active role in informing the Savoy-Milan invasion of Austrian movements, a number of agents of the Brothers of Italy have been identified and caught over the course of this year. All prisoners are being held indefinitely until trials are to be assembled, followed by the planned executions for treason. This effort has done much to gut the organization's strength in remaining Austrian Italy, making Austria's position considerably more secure. (+1 Stability)

RIOTING IN MUNICH. Munich, Bavaria. Hopes for peace have been dashed once more in Munich, even after the triumphant victory over a liberal rebellion last year. The disruption of the rebellion has caused a shortage of food and soaring prices for foodstuffs, creating an artificial famine among the poor. While charitable aristocrats have done their best to ease the suffering of the lower classes, the situation has only worsened. The result has been rioting over food costs, and the army has been called in to forcibly restore order. Martial law has been declared once more and the army has established full control over Munich, as rioters and looters are shot for their activities. So far, order seems to be relatively maintained, and with more food and supplies arriving, prices are beginning to fall to more reasonable levels.

PEASANT REBELLION IN MOSCOWY. Volgograd, Moscowy. The start of the war with Kiev has once more caused an artificial shortage of food in Moscowy, though food reserves have been released to the masses. The Moscovite peasantry has still risen in rebellion due to the disruption regardless, and the result has been a brutal suppression of the uprising. The peasants rampaged across the countryside for a few months, but the return of the main army from Kiev led to rapid disappearance and a single major battle. The disorganized peasants were hardly capable of standing against veteran soldiers with proper military equipment. Regardless the battle was brief but brutal, leaving some soldiers dead as well as the destruction of the uprising as a whole. Few peasant survivors were allowed, and those who survived have been either imprisoned or executed for treason. (-2 Infantry Brigades, -1 Cavalry Brigade, -41 Manpower, +1 Stability)

KING HENRY IV ABDICATES IN POITOU. Poitiers, Poitou. King Henry IV of Poitou has abdicated the throne of Poitou this year, in favor of his son. The move has come after constant pressure from a number of sources against his reactionary policies and ideas. Some sources claim that elements in the nobility and military have forced this move, as the new King Louis II is far more reasonable than his father in matters of reform and change. Fortunately, he still possesses support from the upper class, because while he is moderately more reasonable than his father, he still is a strong conservative. King Louis II is still young, but most believe that for now, he is clearly the best choice for the job at this point. (+1 Stability)

RIOTING IN KRAKOW. Krakow, Poland. Liberal unrest has once more reared its ugly head in Poland, as the people of Krakow have thrown together a motley collection of barricades throughout the city streets. The unrest was sparked this time by a local nobleman's heartless actions in crushing local upstart businesses of the middle class. Exorbitant taxes and ruthless collection has wound up with an increasing number of people thrown into prison. The result was an attempted storming of the city prison, which was repulsed by a local army regiment. When that failed, the rioters built up their barricades and sought to hold the city hostage until the debtors were set free. The army was ultimately called in, crushing the uprising and restoring order to the city streets. A number of liberal agitators were arrested or executed in the process of restoring order, and the liberal movement in Poland has been greatly set back by these events. (+1 Stability)

ALLEGED KING OF NORWAY ARRESTED BY SWEDISH AUTHORITIES. Oslo, Sweden. At long last the rumored "true king of Norway" has been located and arrested by the Swedish secret police this year, as they've managed to infiltrate the Norwegian nationalist movement. The arrest was made as rumors of a planned uprising grew throughout Norway, and the Swedes realized they had to move quickly to prevent rebellion. Unfortunately, the true organizers and leaders of the nationalist movement have not been located, only their symbol and figurehead. The king has refused to give up the names of his co-conspirators, but the Swedes are concerned that moving him from Oslo could spark an uprising on its own. Tensions have reached a new high in Norway as anger and discontent with Swedish rule reaches a soaring new level. (-2 Stability)

FLANDERS HOLD FIRST NATIONAL ELECTIONS. Brussels, Flanders. Under the guidance of King Charles II and with substantial funding from the monarchy, the nation of Flanders has held their first elections this year. Assembling a parliamentary structure similar to the United Kingdom, the Flemish have held their first elections this year and appointed their first prime minister. The result was a victory for the conservatives led by long-time opponents of both the liberals and the monarch's reforms. The efforts have been directed to using the upper class' wealth and connections to allegedly buy and corrupt a large portion of the voting. The result has been considerable discontent with the results among the liberals, but King Charles has urged them to accept the results for the time being. The new prime minister has been sworn in and a new era has begun for the nation of Flanders.

KING OF HANOVER DIES. Hanover, Hanover. King Charles Frederick of Hanover passed away this year in his bed following a major heart failure and several years of illness. The king has been remembered for leading the uprising against Brandenburg and the reestablishment of an independent and powerful Hanover. His ties with Denmark and the Netherlands have also made him popular among republican causes, a fact which made many nobles nervous at home. Despite, or perhaps because of, misgivings among the upper classes, the former king's son has been selected as the heir apparent to a throne, though he had never been declared officially. The new King George is welcomed as a true successor, and jokingly even referred to as an extension of the old king, rather than his own man. Few expect this king to be different in any significant manner in the fields of politics than his predecessor.

NORMAN ELECTIONS. Rouen, Normandy. The government of Normandy has undertaken new elections for Parliament this year, as a new House is called into session. The Party of Order continues to show a strong base of support among the Norman population, handily winning, as through most of their rule, the nation has stayed fairly prosperous. Some small doubts have begun emerging with the brief economic decline last year and the year before, but overall, most remain fairly optimistic about Normandy's future with the Party of Order. The liberals have continued calling for further decentralization and more power to the House of Commons, but to date they remain a small minority in Parliament, and continue to fail to gain any truly sizeable foothold.

PORTUGUESE ELECTIONS. Lisbon, Portugal. The mandate of the Party of Order in Portugal has been preserved with this year's elections, allowing the establishment of even firmer rule over the nation. The Party of Order has managed to take credit for stabilizing Portugal's economy and rebuilding the nation's infrastructure. They have claimed that they alone have the capacity and ability to restore Portugal's status as a true European power and nation of importance. They have stated intent on building up Portugal's colonial holdings as well as reestablishing relevance in European politics. What this means exactly is yet unknown, but they have pledged to reform the political system a little bit more over the next few years. (+1 Stability)

BRITISH ELECTIONS AS UPPER HOUSE BRINGS EMPIRE TO STANDSTILL. London, United Kingdom of Great Britain. In an effort to force a change in policies in the government of Britain and influence the elections, the House of Lords has brought the elements of the home front to a standstill. They have stopped the budgetary process among other functions, as well as causing confusion within the military in order to build support against the liberal cause in Parliament. This unfortunately has backfired against the Tories, as the voters react against these hostile attempts to secure control of the government. The Whigs have successfully managed to retain the government, and even claim growing support among the rising voters of the middle class. For now the Prime Minister remains a Whig as they look to continue the liberal policies of the past four years. (+1 Stability)

NORMAN PORTS FINISH MODERNIZATION. Cherbourg, Normandy. The Norman government was pleased to announce the completion of a nearly decade long program to modernize and expand the nation's port facilities. The program had been delayed at several points, but this has allowed them to adopt even newer designs of steam engines than similar projects in other countries. The program has been lauded as the start of a new age of Normandy being the true gateway into the nations of Western Europe. This has actually been seen as truth in politics as trade has begun picking up dramatically, as other nations take advantage of the tax and port regulations in Normandy to increase trade with Paris-Burgundy and Languedoc.

FINNISH CONSTRUCTION PROJECT COMPLETED. Helsinki, Sweden. The Swedish government has announced the completion of a new series of canal projects across Finland, hoping to ease transportation and trade in the region. This has done much for trade heading towards Novgorod and the east, easing travel from the industrial heartland of Sweden. The canals have been billed as one of the most ambitious and largest projects in Sweden outside of the plan to pave the Scandinavian roads, and is clearly an economic success. With new trade building with Moscowy, eastbound trading traffic is slowly growing, making clear use of these new canals. The government has declared them a political and economic success, and it has also done much to ease tensions in Finland and at home. (+1 Stability)

MASS RELEASE OF PRISONERS IN HUNGARY. Budapest, Hungary. To the surprise of many, the Hungarian monarchy has ordered the release of a large number of prisoners arrested during liberal demonstrations, riots, and conspiracies over the past few years. This has come on the heels of the public executions of a large number of "unreformed" dissidents who had also been held indefinitely in prison. They were accused of being irredeemably violent and thus unworthy of returning to civilized life. While some of these released dissidents are truly reformed, most have been quickly spreading tales of the horrors of the dungeons of the king, and acts of shocking brutality and inhumanity have been spreading, and not able to be repeated here. This has led to a dramatic rise in dissent and tension throughout the population, as many fear that there is something horrifically wrong in Budapest. (-2 Stability)

MOSCOW ANNOUNCES END OF ROAD BUILDING. Moscow, Moscowy. After years of labor and construction, King Constantine II has announced the end of the intensive road building project that would have created modern paved roads across the nation. With the roads within and between the major cities of the north completed, it was believed that the effort no longer served much relevance. Traditionalists state that the roads were ambitious, but that the old roads have always served Moscowy well enough, and that they didn't really need change. This has been met with approval as the war with Kiev ends, and efforts are being focused on integrating the new gains into the larger kingdom as they established a new age for the nation.

BAVARIA COMPLETES NORTHERN FORTS. Munich, Bavaria. Despite the ongoing turmoil within the nation, Bavaria has continued to seek security within its own borders so that it may deal with its own problems. The Bavarian monarchy has thus proceeded to continue its efforts to complete new fortifications along the borders of Hanover and Brandenburg. Started over a decade ago, the project has been completed, including some of the strongest forts in Europe. The forts all sit upon potential invasion routes, hoping to at the very least force a delay in any invading army's efforts. This would in turn allow them to muster the army and their allies to respond to any such invasion. The military has approved of these developments and the nation as a whole is more secure for them.

CORSICA BEGINS BUILDING NAVAL INFRASTRUCTURE. Ajaccio, Corsica. The balance of power in the Mediterranean has for years been a sure thing, dominated by the might of the Spanish Imperial Navy. The recent growing strength of the Islamic world's navies, as well as the outright challenges to Spain emerging from Hungary, has given some pause to this standard notion of a local balance of power. The Sardinians were the first to recognize it, and the Corsican monarchy has intentions to follow the same course as their southern brothers. The Corsican government has therefore ordered the construction of the island's first naval base and shipyard, hoping to begin the development of its own navy from scratch. Experts have been hired from Spain, hoping to gain a growing edge in the construction labors.

PEACE IN KIEV. Kiev, Kiev. The war between Moscowy and Kiev has been brought to an end after the overwhelming Moscovite military victories of last year. After careful negotiation, Kiev has agreed to cede much of the territory east of the Dnieper River, all considered to be Cossack lands by the king of Moscowy. The Cossacks in Moscowy have rejoiced with the reunification of their brothers, and have offered ever growing support for King Constantine II. Even further, this has been seen by the Moscovite elite as the sign of a changing times, and perhaps even the basis for a single Russian nation. This has given ever more support to the monarchy and the military that forms his base. In Kiev, the result has been instability and disaster, as the army begins searching for replacements for its devastated ranks. Many fear that another war may well be on the horizon, as they begin to be undermined by the intellectuals, who believe that perhaps Moscow could offer another way to glory.

FRENCH MUSEUM COMPLETED IN POITIERS. Poitiers, Poitou. After three years of construction and recovery, the French Cultural Museum has opened in Poitiers. The greatest thinkers, writers, and artists of French culture and proponents of French nationalism have gathered in honor of the new achievement. Many archeologists were paid to locate and recover relics relevant to the history of France, including those of the Gauls before Roman conquest, the Frankish invasions, Charlemagne's empire, and of course the period in which France was part of the Holy Roman Empire. Similarly old journals and pieces from the various wars against England and Spain have been glorified, remembering the occasional times which all of France would unite against a foreign invader.

SERBIA BEGINS NAVAL CONSTRUCTION. Bar, Serbia. The Serbian government has announced that the remote town of Bar will act as Serbia's new gateway to the oceans, following the lead of their Hungarian allies. The town's efforts are being turned towards this endeavor, as a naval shipyard is constructed and new facilities are prepared for both sailing warships and newer steamships. The rising threat of the Caliphate's navy and of course the threat of another Venetian war are primary motivators in this task, as Serbia attempts to establish its own presence on the Adriatic Sea. Members of the Hungarian navy and sea ports have been hired to consult on the construction, hoping to use their example at how to build a significant naval force.

COUP TOPPLES GOVERNMENT IN NEW GRANADA. Bogota, Colombia. After numerous attempts upon his life and against his regime, the Military-Governor of New Granada, Felipe Argos, has been overthrown. As anger against his, what had been assured to be temporary, rule mounted, the result has been a fresh military coup, led by his former second in command Aureliano Buendía. Buendia's coup has resulted in the overthrow of the military dictatorship, and the establishment of what has been called the new Republic of Colombia. The new government has been established, and elections are slated to be held as per the old schedule, in 1846. For now Buendia possesses absolute power over the nation, but he has promised, that should the elections go against him, he will happily turn power over to the people's choice for president. PRESIDENT TAYLOR OVERTHROWN IN MILITARY OUSTER. Washington D.C., United States of America. In a move shocking the world, the government of the United States of America has been overthrown in what amounts to a military coup. After years of the U.S. Army being abused and then blamed for its failures on the battlefield, the officer corps have shown through revolt their exasperation. With most of the American military in West Florida preparing for a new invasion of the Aztec Empire, the general officer corps have staged a bid to eliminate what they view as a destructive government. General Alfred Scott rallied the Virginia and Maryland militias and governors to support the cause of a new regime. The general has promised security as well as state autonomy in domestic affairs, particularly the touchy subject of slavery. The local army, loyal to Scott, as well as the militias of Maryland and Virginia have managed to seize Washington D.C. and place President Taylor under arrest. The Vice President and most of Congress has also been placed under house arrest for the time being, though some have been allowed to return to their home states. This move has thrown the US into chaos, and the states have each called up their own various militias, while the US Army has fallen apart, as most soldiers return to their home states. The governors of Maryland and Virginia continue to fully support the efforts of the general, while North Carolina and Georgia have fallen suit. South Carolina appears to be divided on the issue, as the Senators from the state were at home during the coup and have been denouncing it with righteous fury. The rest of the South have called up the militias but seem to be taking a wait and see approach to the oncoming storm. In the territories, the local army garrisons seem almost unanimously in support of General Scott, and continue to preserve order and protect the settlers in his name. West Florida, Cherokee, and Jacksonia have become horrified at these developments though and both regions have threatened through various areas to secede if the general does not step down and restore the elected government. The northeast, with the exception of Vermont and Maine, have all mobilized the militias and called for the elected government's return. The general has refused to step down and has demanded that the militias be demobilized. Meanwhile, in New York a standoff has begun as the governor demands the surrender of Fort Arnold in the harbor to the militias, and the local colonel has refused, pledging his support to General Scott. ANTI-GOVERNMENT ARRESTS MADE IN URUGUAY. Montevideo, Uruguay. The Uruguayan government under President Argosto has begun a series of arrests of the main proponents of the Colorados. This has been in response to last year's unrest and rioting caused by the allies of the Colorados, and the hopes of ending resistance to the national program of consolidation. The arrests have gone off without a hitch as the back of the party of the Colorados has been broken and the new government extends its power. This has helped further the ongoing projects of integration, allowing further consolidation of the central government, as well as stabilizing the power of Montevideo. The efforts have been lauded as an attempt modernize and develop the Uruguayan nation to be on par with its neighbors in Brazil and Argentina. (+1 Stability)

ELECTIONS INSTALL LIBERAL GOVERNMENT IN ARGENTINA. Buenos Aires, Argentina. After successfully restoring order after the death of President Rosas, General Lallena has reestablished an elected government. For the first time in years, the Congress has been recalled and new elections have been held as a fresh constitution is drawn up in the spirit of President Rosas. The result has been the establishment of a fully democratic government along the lines of the American system. General Lallena has been elected as the nation's first president since Rosas, and has pledged to bring a truly free and prosperous society to Argentina. The new president is almost as popular as the old, and has gained a substantial following among the masses, even gaining some support from those who detested Rosas for his belligerent approach to centralization. JAMAICA ELECTIONS. Kingston, Jamaica. The Jamaicans had another viciously disputed election season this year, as the Democratic Party struggled to maintain its hold on the government. In Congress, they have lost increasing ground to the conservatives as they rail against the expenses of the policies of the current government. Furthermore, the conservatives have called for a more independent course from the United Kingdom, allowing trade with more nations. The single source trade advocated by the liberals has kept the nation profitable, but the conservatives state that far more could be made of new trade relationships with other American and European nations. Regardless, the liberals have managed to barely retain control of the presidency, despite accusations of fraud and buying the vote from their competition. (-1 Stability)

NEW SPAIN ELECTIONS. Managua, New Spain. President Rivera of New Spain continues to demonstrate his overwhelming popularity among the masses as he has been reelected to his second term of office. The president's strong centrist policies, as well as his flamboyant and extreme resistance of oppression by Spanish business has won him great support among the local people. The recent expulsion of Spanish businesses has gained him even further support, and he is being lauded as the true savior of New Spain from imperialist aggression. Even the institution of a blockade of the coasts by the Spanish navy has done little to dim his star, and he continues to remain barely opposed by any other elements of New Spain's political system. SPAIN BLOCKADES NEW SPAIN OVER ECONOMIC DISPUTE. Port Rivera, New Spain. Tensions between the Empire of Holy Spain and New Spain have gone to their lowest point since the end of the War of New Spain's Independence. After increasing resistance against the Rivera Transport Scheme in New Spain, President Rivera has ordered the expulsion of several small Spanish businesses. The situation continued to escalate, leading to the expulsion of several more. The Spanish at last responded in force, by declaring a full economic blockade of New Spain, dispatching over fifty new warships to close commerce to the nation. They have insisted upon the return of Spanish business and New Spain's submission to Spanish economic requests and demands. So far President Rivera has refused and the blockade continues.

CUBAN REBELLION. Havana, Empire of Holy Spain. The Spanish Empire wasted no time in responding to the rebellion in Cuba in order to quell any notions of similar activities in the region's other colonies. The first major battle was a Spanish naval attack upon the harbor at Havana in order to destroy or reclaim the warships taken in the initial uprising. The result was a vicious nighttime duel between the two fleets and the forts defending the harbor. The Spanish won an overwhelming victory, sinking the Cuban fleet, and silencing the guns in the forts with relatively little damage to the infrastructure. Unfortunately, this did come at a cost as several ships were sunk by the Cubans and the forts' guns, which have been proven accurate. This strengthened the blockade around the island, securing Spanish control over the smaller islands. The Spanish launched their first invasion from the west, using troops fresh from the Aztec campaign to advance directly upon Havana. At Pinar del Rio, the Cuban main army and Spanish fought in the first major battle of the rebellion. The result was an overwhelming Cuban victory, which routed the Spanish army as they attacked prepared Cuban positions around the town. The Cuban cavalry was able to cause inordinate damage to their Spanish counterparts. Only the word of further Spanish invasions in the east saved the Spanish army as they hastily returned to their beachhead. Unfortunately the sheer scale of the disaster at Pinar del Rio effectively neutralized them as an offensive force through the rest of the year. Two other major Spanish armies landed in the east, and leaving a force to cover the defeated force, the Cuban leaders marched east to counter the invasion. The Cubans were able to meet the first Spanish force as they awaited the rest at the town of Camaguey, and they attacked, hoping to destroy the Spanish before they could unite with another army from the east. Spanish cavalry bought time, allowing them to assemble prepared positions against the incoming Cuban attacks. With difficulty, the Spanish fought the desperate Cubans off, forcing them to retreat while they reinforced with troops from the east. With all positions reinforced, the Spanish were able to launch a final two-pronged assault on Havana at the end of the year. The Cubans, low on ammunition and reinforcements, did their best to defend positions around the city. Unfortunately, thanks to a Spanish loyalist, a gap in the Cuban defenses was revealed and the Spanish managed to devastate the Cuban army with no difficulty. The result has been a devastation of the Cuban rebellion as the leaders have been hung for treason, and the soldiers caught in combat have been shot for the same reason. Only a few of the rebels survived and fled to remote villages or the jungles. (+3 Stability in Cuba, +1 Stability in Empire of Holy Spain, +2 Stability in all American colonies)

AZTEC WAR TAKES NEW TURN. Tenochtitlan, Aztec Empire. The turmoil in the United States of America and Empire of Holy Spain has invited the war in the Aztec Empire to take a completely new turn. With the American military presence from the border vanishing as chaos and confusion emerges throughout the eastern United States, the Aztec northern flank seems increasingly secure. Similarly, the rebellion in Cuba has resulted in a large portion of the Spanish army being withdrawn to restore that island to the empire, weakening their presence in Aztec territory. Taking advantage of this, the Aztecs have begun attacking Spanish patrols and isolated towns throughout the northeast, reclaiming lost territories from the Spanish. It seems that the Aztecs are more than willing to continue the war, despite the growing odds mounting against it.

CHILE COMPLETES PORT MODERNIZATION. Santiago, Chile. In a project that was briefly delayed due to dealings with the Empire of Brazil, the Chilean government has at last finished the construction of a modern port in Santiago. This includes new steamship facilities, as well as a number of new coalition stations along the city's waterfront. Furthermore, an older steam engine was purchased from Brazil, hoping to show Chile's progress and modernity among nations. The effort has gone more or less unnoticed among the world's economy, as Chile remains a backwater among nations. Furthermore, many of President Portales' opponents have been decrying the experiment as an enormous waste of the nation's resources. This has led to growing resistance against the president within Chile, threatening to further destabilize the nation. (-1 Stability)

ECUADOR COMPLETES PORT MODERNIZATION. Manta, Ecuador. The kingdom of Ecuador has been pleased to announce the completion of a new port at the town of Manta. This port has opened up much of the northern part of South America to trade, including locations within the interior of Colombia. The town's overnight prosperity has been a boon for King Simon, further legitimizing his rule in the eyes of the Ecuadorian people. The efforts have also continued to place Ecuador economically above their bitter rivals in Colombia as they strive to build a better life.

LOCAL WARFARE DISRUPTS SOUTH AFRICA. Cape Town, United Kingdom of Great Britain. The British colony of South Africa has faced a new challenge this year as local African tribes begin resisting the encroaching British settlements. The British have begun fencing off lands and claiming property throughout the growing region, which is proving to be the currently most popular location for immigration within the empire. The disputes have resulted in growing violence as the settlers form militias to fight the locals, with very limited assistance from the local military. The local garrison has been less than enthusiastic about intervening in the growing violence, creating some discontent among the settlers with what is viewed as the Crown's inaction in the matter. BANDITS SURGE AGAIN IN ABYSSINIA. Addis Ababa, Abyssinia. The nation of Abyssinia has once more become besieged by a surge in bandit activity throughout the countryside. After a few years of quiet activity and rebuilding their strength, the various bandit lords have managed to regain some striking ability. The result has been the overrunning of several Abyssinian cavalry patrols, as well as the establishment of their own powerful fiefdoms in the countryside. The main army has been called out to restore order and has done so fairly successfully in most regions. Unfortunately, this has proven costly in battle as the whole process has been in the nature of a military campaign. The fighting has been frequent and brutal, taking a toll upon the Abyssinian army. NEW REBELLION ERUPTS IN THE CALIPHATE. Konya, Turkish Sultanate. As the rebellion in Cizre Bohtan continues to escalate, the Caliph called for the arrived of new soldiers and a dramatic increase in the size of the army to fight the rebellion. This has resulted in new tensions within the Turkish Sultanate of the north, a vassal of the Caliph. The Turks have been less than enthusiastic about the Caliph's rule, and the growing strength of the rebellion in the east has further given them cause to doubt the authority of the government in Cairo. Furthermore, the Wahabis in the south have continued to elude and win victories against the Caliph's armies, and after consulting with other local emirs, the Turkish provinces of the north have seceded from the Caliphate, declaring the Turkish Sultanate. Many of the soldiers and officers from the region have been offered substantial motivation to join this rebellion, and the number of desertions and defections from the army has dramatically increased. ANTI-CALIPHATE SENTIMENT RISES IN OMAN AND TUNIS. Muscat, Oman. For over two decades, the sultans of Oman and the beys of Tunis have paid tribute to the Caliph in Cairo, offering up support both economically and politically. This appears to be coming to an end, much has it had not too long ago in Yemen. As the Caliph's authority diminishes, the leaders of Oman have been calling for the sultan to cut ties with the dying empire and forge Oman a new path through history. The failure of the Caliph to act towards the loss of Zanzibar and the following European invasion of that country has further made people bitter towards the Caliphate. The sultan has stated that he intends to take these claims very seriously, and may well end Oman's status as a protectorate of the Caliph. Similarly, the growing strength of the navy in Tunis and their growing integration into the trade of the west thanks to the effects of the Venetian Wars, has made them significantly less reliant upon the Caliph. The people of Tunis seem more and more eager to join in the trade and commerce promised as seen with the growing wealth of Sardinia to the north. (-1 Stability in Oman and Tunis)

CIZRE BOHTAN REBELLION. Cizre, Cizre Bohtan. The Mamluke response to the uprising in Cizre Bohtan has not been half-hearted, but they have continued to face setback after setback in the process. The army was assembled upon the banks of the Tigris, as they prepared to march directly upon Cizre. Throughout the process they came under constant attack by other Shia rebels, striking at supply caravans and wandering patrols from the main assembly point. Furthermore, the Wahabis in the south continued to distract from provisions and reinforcements to the northern army. The eruption of rebellion among the Turks further weakened the assembled army which was greatly below its planned strength by the time it actually began moving north. Furthermore, the forces of Cizre Bohtan were greatly bolstered by an influx of foreign funds of unknown source, allowing them to purchase and producing significantly more arms and ammunition. The army of Cizre Bohtan, well informed of their enemy's moves by local sources, was awaiting the Mamlukes' arrival at the village of Dohuk. The result was an overwhelming rebel victory, which routed the Mamluke army, sending them fleeing south in utter disarray. The shocking success of this battle gave the Cizre generals great confidence, encouraging them to invade the more southern provinces. The town of Mosul was captured after a half-hearted Mamluke defense, and with it much control in the region has fallen to Cizre Bohtan.

PERSIANS ESTABLISH A NEW MILITARY ACADEMY. Tabriz, Persia. As war engulfs the Caliphate to the east, the Persians continue to hone and refine their military training and knowledge. After years of experience in fighting rebels and bandits in the countryside, as well as the conventional wars in India and the Durrani Empire, the effort seems to be finally paying off. The new academy in Tabriz is staffed solely by Persian officers and trainers, rather than a mishmash of Persian and British trainers. It seems that Persia is now more than capable of waging war on European terms, perhaps even better than most European nations. The new academy is lauded as the finest new institution of its kind in the Middle East, and perhaps in the world as a whole. (+1 Army Quality)

PERSIA BEGINS REBUILDING WESTERN INFRASTRUCTURE. Ahvaz, Persia. The wars of rebellion in the Mamluk Caliphate and growing threats from the Caliph seem to imply that war could well be once more on the horizon for Persia. To this end, and to help pacify the local population, new roads are being built and old ones are being repaired throughout the western provinces. The effort is clearly well underway, and has begun to build up healthy relations with the relocated tribes and Arabs in the area. The effort has done more to stabilize the region than fifty brigades, helping to establish the Persian Shah as a virtually benign authority in the west. The military has similarly approved of this project, believing that its completion will greatly ease the ability of Persia to withstand an invasion from the west or to undertake one of their own. MADAGASCAR BEGINS BUILDING EDUCATIONAL INFRASTRUCTURE. Antananarivo, Madagascar. Queen Ranavalona of Madagascar, having finally achieved her goal of establishing a united Malagasy kingdom, has sought to further expand her power and the status of her kingdom. The first goal among these is the result of increasing trade relations with Abyssinia and the Mamluk Caliphate. The status of the nation relying upon oral tradition to hand down education has been deemed inappropriate for the queen. Leaders of the various tribes, and their children have been ordered to attend a growing number of schools, established by the queen. The effort is to create a true upper class, and an educated one at that. Teachers have been hired from the Caliphate and the Abyssinian clergy, though this has resulted in rising clashes between the Christian and Islamic teachers. (-1 Stability)

News from the Far East

FOREIGN MERCHANTS ATTACKED IN KOREA. Seoul, Korea. After a devastating series of wars in which the king of Korea has first beaten his local opposition, and then even the might of the Swedish Empire, he has begun encouraging new attacks upon foreign merchants. While technically the treaty signed with Sweden has forced Korea to allow European merchants to trade within Korea's borders, the agents of the king have been fanning resentment against this group. Mobs led by Koreans have attacked merchants from the three main trading partners in Korea; Sweden, Spain, and Japan, calling for them to leave and threatening their lives. Several merchants have even died from savage beatings. Calls have been made for the foreign governments to do something about these actions, but in Korea they have proven popular among an increasingly xenophobic nation. (+1 Stability)

WAR IN CHINA. Peking, Ascendant's Kingdom of Holy China. The brutality of earlier years of the war in China has returned, as the various factions launch new offensives to garner further control and influence throughout the empire. The first major offensive was undertaken by the Ascendants as they at last launched their long awaited attack upon the Fuzhou Empire. The government in Fujian was only able to muster a comparatively small force against the Ascendants, and sent them off to what was almost certainly their deaths, while attempting to hold against Guangzhou's siege of the capital. The Ascendant army easily smashed this force and seized a substantial amount of Fuzhou's territory. As per their policies elsewhere, the Ascendants have brutally slaughtered villages which are viewed to have cooperated too much with Europeans or otherwise been considered not truly worth of Ascendance. By the end of the year, they have come closer and closer to the British port of Shanghai, threatening for the first time a European possession in China. Rather than pushing further along the coast, they instead pushed west along the Yangtze River, overwhelming several Guangzhou garrisons. In the south, Guangzhou continued to attempt to seize Fujian to no avail, as through sheer determination the lines of the city continue to hold against wave after wave of attack. The siege shows no signs of ending, but Fuzhou's resources continue to dwindle was Guangzhou prepares for yet another year of the siege. Other small skirmishes have also continued as raiding prevails throughout the more scarcely populated west as Yunnan raids into Guangzhou territory and the Ascendants raid Tibet.

TO: Argentina
FROM: Brazilian Empire

The Emperor congratulates your entry into the world of democracy and wishes nothing but the best for the Argentine people and the stability of your nation. Brazil wishes to formally open itself up to this new government as a friend, working to forgive past transgressions under the command of your former president in order to secure peace on the continent. We extend the olive branch.

TO: General Scott, United States of America
FROM: Brazilian Empire

We do not understand the situation in Washington fully at this time, but we hope your coup of the government will not destroy the civil liberties that your nations has so greatly honored for the past half century. Brazil will withhold loan repayments and any other aid until such a time as the stability of the Union in favor of the people and their rights is observed.

To: Korea
From: Japan

You treatment of Japanese merchants in this past year has been unacceptable. For years, your dealings with other nations have been none of our concern, for our trade has been prosperous and peaceful. We demand an official apology, and compensation be given to our merchants and their families who were affected by these dishonorable actions.

To: Japan
From: Korea

The behavior and exploitive tendencies of your merchants are unacceptable. While we have on occasion given some concessions to other nations, we have no such desire to do so for you. When a Japanese merchant misbehaves, he will be punished.

CC: Those dissatisfied with the Scott government

The current government of the United States of America will not stand down until the following conditions are met:

1. The military will be granted greater autonomy, funding, and support.
2. The arrangements made with the supporters of the Scott government be maintained.
3. A new government must be elected; those of the former government, including Arthur Taylor, should not be legal candidates.

Unless these conditions are agreed to, the Scott government will not stand down, and will remain the government of the United States of America.

TO: General Scott, United States of America
FROM: Brazilian Empire

As long as the new government is fairly and legally elected from a wide range of political parties, including those disassociated with yourself, Brazil will gladly support it. Brazil cares first and foremost about the people of the United States, their liberties and other freedoms granted by the government, including the free choice of leadership.

We would like to extend our heartiest congratulations to the illustrious Spanish Empire in putting down the rabid, unappreciative dogs in Cuba. We hope that a long and prosperous peace will now settle over the Spanish people.
