We are pleased to announce that representatives of the nations of France and Spain reached an agreement at a meeting in Lisbon to conclude the Moroccan war.

Treaty of Lisbon

1. The Kingdom of Spain, French National State, and Sultanate of Morocco will cease all hostilities, and will withdraw from any territory they have occupied.
2. The Kingdom of Spain will apologize for the endangerment French citizens during the Morocco War.
3. The Sultanate of Morocco will recognize the sovereignty of the Kingdom of Spain over the lands south of the Drâa River, as well as Ceuta and Melilla.
4. The Sultanate of Morocco will pay the Kingdom of Spain reparations totaling £2,000,000 for their invasion of territory that is legally Spanish, over the period of two years.
5. The Kingdom of Spain will limit their peacetime garrison in their Sahara colony to 35,000 men.
6. The Sultanate of Morocco will limit their garrison in southern Morocco to 40,000 men.
7. The Sultanate of Morocco will limit the overall size of their army to 120,000 men.
8. The Kingdom of Spain will not, at any time, engage in offensive operations against the Sultanate of Morocco.

My orders should be in before daybreak where I currently am. :p

Also, since Milarqui erased his treaty, I changed mine back the original name it had, which is probably more sensible anyway, since Casablanca wasn't exactly the safest city in the world to have the peace talks.

NEW BRITISH SHIP TO RULE THE WAVES!
London, The United Kingdom.

The United Kingdom unveiled the newest class of ships in her arsenal, amidst much fanfare and celebration. Though kept in secret until now, there is no question that the world’s navies will be in a heavy catch-up race with the United Kingdom. The new ships, Nodenses, are the heaviest ships on the seas, and have the most firepower. A few have been deployed to the Pacific, though none have taken part in any major combat. The British press had a field day with the announcements as did British nationalists, and though foreigners snicker at the name, the ships are no laughing matter. Any navy wanting to compete with Britain will need to acquire their own.

THIRD REPUBLIC DISSOLVED!
Paris, The French National State.

Upon suggestion of President Boulanger, the French Third Republic has been dissolved. With the support of mass rallies, the Prime Minister and the Council of Ministers handed full power to Boulanger, who could now create legislation at will, as well as dismiss the Prime Minister. Most international observers see the government as a dictatorship, something the French have shown no interest in hiding as they tear down as they call it the “decadence of liberalism”. Boulanger has paid lip service to the future of the monarchy yet has refused to commit himself to any family or movement in particular. His National Front, consisting of a wide array of right-wing parties, dominates the political scene of France, and any who challenge it are arrested if they can survive the crowds of people attempting to tear them apart. Boulangism is at a full frenzy, and though some foreign area mistakes have been made, every word from Boulanger’s mouth seems to increase his support, as he positions himself as the savior of France and the one to bring France to new glory.

SERBO-BULGARIAN WAR AT AN END!
Belgrade, Austria-Hungary.

This year, the nations of Serbia and Bulgaria concluded a peace treaty. Initially the Treaty of Sofia would dismantle the Serbian state, something the powers of Europe would not stand for. A new treaty with reparations was established, though many in the Serbian command were unforgiving of President Pasic and his plan to hand over the Serbian state to Bulgaria. When Alexander was declared King, and his mother and President Pasic regent, Jovan Belimarković, fearing that Serbia would become a Russian puppet like Bulgaria, lead a coup against the government, though Pasic, Natalie, and Alexander all found asylum in Bulgaria. When the pro-Russian Đura Horvatović threatened a counter coup, Belimarković turned to the late King’s old allies, and asked the Austrian military to intervene. The Austrians, mostly Slavic troops, began an occupation of Belgrade in order to help Belimarković set up a government of some sort. The Bulgarians, completely united in a coalition under Sobolev in his new Slavic Party, have demanded Austria withdraw, and that Natalie and Pasic reclaim their rightful status as co regents, while Alexander returns to his rightful throne. With the incredibly experienced and expanded Bulgarian army at hand, along with their allies in Russia and with the troops Đura Horvatović has brought with him, this could be a very real threat to Austria-Hungary.

SCANDINAVIA UNITES![
Copenhagen, The Kingdom of Scandinavia

At long last, the Scandinavian people are once more united under one flag. With the success of joint imperial activities, Sweden-Norway and Denmark began creating even more ties. Earlier in the year, Prince Oscar of Sweden married Princess Sophia of Denmark, who became King and Queen of the newly established Kingdom of Norway, as a nation within Sweden-Norway. Amidst increasing German pressure in their dominance of the region for their interests at Kiel, and in an effort to protect their imperial investments, Denmark became increasingly closer to Sweden-Norway, signing a defensive alliance with them. With the war in the Pacific, and increasing hostility to the interests of smaller powers, Denmark, in a move supported by the upper and lower classes alike, approached Sweden for a triple union. The Swedes and the Norwegians accepted, and a temporary government has been formed while a new constitution for the nation is created by representatives of the three crowns. Similar to Austria-Hungary, the basis of the union is that each nation runs itself as it sees fit domestically, while they coordinate in matters such as colonization and common defense. Many throughout the new nation celebrated the move to make Scandinavia powerful once more, and long for the glory days of when Scandinavia was the strongest state in Europe, and now look for their brothers in Finland to once more taste the fires of Scandinavian nationalism, while the Finns, under the Russian yoke and being forced into Rusification, look longingly at the success of their brothers of the north.

ITALY INVADES ALBANIA!
Tirana, the Kingdom of Italy.

The nation of Italy declared that Ottoman spies had been found in their colony of Libya. With Britain reporting the same thing in Sudan and being able to extort huge reparations, few have found this hard to believe, despite Ottoman claims to the contrary, though many feel that Italy wanted the war to occur. Italian troops landed in Albania with almost no resistance from the Ottoman nation, and the Italian Army quickly defeated the Ottoman garrison. The garrison’s fate was sealed when Bulgaria declared that absolutely no Ottoman conveys would be allowed through Bulgaria. The Italian and Ottoman navies met with a few skirmishes at sea, though the Italians were primarily on the defensive to ensure the Ottomans could not resupply Albania, and with the quick victories of Italy, there was no need to by the Ottomans. The war has reached a stalemate, and the Ottomans have asked the offices of the German Emperor be used to mediate a peace between Italy and the Ottomans. For the Balkans, this has been seen as a major victory as the last occupation of the Turks is gone, though it seems to be the replacing of one empire with another.

OCCITANS FEEL STING OF NEW REGIME!

Although discriminated by the Republic, things have gone from bad to worse for the Occitans in France. The new educational reform system demands absolute and total love and obedience to the French nation, something the Occitan people have been attempting to resist. Some Occitan parents have begun taking their children out of the schools, and when told the schools were compulsory, many still refused. Some, fearing a response from the military, have fled to Spain, while others have formed militias and Occitan language societies in their communities. Occitans are begging the neighbors of France to intervene to protect the complete destruction of their culture.

GREEKS REFUSE TO PAY!
Athens, Kingdom of Greece.

With the Italians fighting the Ottoman Empire, and Britain extorting huge sums from the Ottomans, the nation of Greece has declared that due to the unjust actions of the Ottoman Empire in Libya, Albania, and Sudan, the Greek nation will not be paying the final amount due for the territory Greece acquired two years ago. In Greek nationalist circles, this has been seen as a defiant action to the Ottoman hegemony of the Balkans that is rapidly collapsing, and many are hoping that the Greeks join the Italians in expelling the Ottoman Empire from the continent.

PRINCESS CHARLOTTE ASCENDS TO AMERICAN THRONE
Baltimore, The American Empire.

Princess Charlotte, daughter of King George III, has ascended to the American throne this year after the unfortunate death of her father. The Lord of Baltimore has taken control as Prime Minister, and seems to be the driving political force in the nation. The young Queen and her political beliefs are completely unknown, and few know if she will exercise her powers as monarch, or if she will allow Baltimore to rule. For now, with his push for war with Central America and with his execution of the Liberal plot to kill the monarch, Baltimore is in firm control of the empire.

PEACE IN CANADA!
Winnipeg, The Dominion of Canada.

The nation of Canada is at last at peace. With defeat in the field against Riel’s rebellion, the offices of the United Kingdom intervened to settle a peace between the two. The Treaty of Batoche has established the Province of Saskatchewan, as well as guaranteed the rights of non-whites living there. The treaty is enormously unpopular in Ontario as it is seen as a major Canadian defeat, and the Prime Minister has resigned. In Quebec, many are demanding more provincial rights that Saskatchewan has, and rumors that Quebecois leaders have met with American Quebecois has been met with alarm in Ontario and in London, as it has been shown that private interests in America have armed the rebellion. It is unclear how, or if, Canada can make its way through this next storm.

BALTIMORE TRIALS EXECUTE LIBERALS, OTHERS FLEE WEST!
Clemensville, The American Empire.

With the Baltimore Trials in full swing, over two hundred “liberals”, from author Samuel Clemens to bomber William Frost were executed, many of the Empire’s subjects have fled west to escape retribution from the Lord of Baltimore. Many have grouped together for safety and have created towns in the West. Many in Parliament feel that it is best, as some of the rabble are no longer present in their lands, though lords in the West have asked that the government regulates how many flee past the Washington River.

CANADA BUILDS DEFENSES!
Ontario, Dominion of Canada.

With increasing dissent in Quebec and their humiliation at the hands of the Metis, as well as increasing American imperialism, the Dominion of Canada has begun constructing a new round of fortifications, this time in Ontario. It is clear the Canadians feel the Americans will invade soon, and their military has been deployed to Ontario, though with the advent of war in Central America, the threat level has decreased.

Mexico City, The Kingdom of Mexico.

Prince George, the son of King James II, and member of the House of Washington, has announced his intention to marry Ana María de Huarte, the daughter of one of the few Mexican nobles of the region. Prince George declared that he wishes to marry her out of love, and though hesitant, his father approved. Many see this as a move to ensure Mexican loyalty in the war against Central America, and it seems to have done that effect, as Mexican volunteers have turned out in droves to support the nation to show that they are loyal Americans to the House of Washington. The marriage will likely take place sometime soon, likely after the war.

WAR IN CENTRAL AMERICA!
Guatemala City, The Kingdom of Mexico.

With American troops fighting rebels in Panama, officials in Washington declared that Costa Rica had been found to be the supplier of the weaponry, and demanded reparations. Costa Rica refused, and backed by an anti-Imperialist alliance of their neighbors, entered war with the Empire, who was joined by Mexico. The Americans sent a force down to Nicaragua and Panama, and prepared for the defense of their colonies, as well as the attacks. The Mexicans, aided by American artillery, broke through the Guatemalan line and crushed the defenders. A pincer attack with American troops in Nicaragua took El Salvador out of the war as well, but in both of these actions, the Central Americans were able to withdraw to Honduras. Honduras successfully fended off an American amphibious assault with their liberal use of mines, as well as their fortified positions on the beaches, forcing the Americans to land in Nicaragua. In Costa Rica, the Americans severely underestimated the resolve of the Costa Rican forces, and with the Panama rebels continuing to be a thorn in the side for the movement of the American army, no significant advances were made. A mass of refugees have fled into British Honduras, and many have been transported to British colonies, as it is clear that though the Americans had a few setbacks this year, they are decisively winning this conflict, in terms of quality and generalship, led by General Nathan Forrest II, a disciple of the new German advisors, and it is likely the Central Americans will settle for a peace that allows them to keep their independence.

THE RISE OF FONSECISM!
Rio de Janero, The Empire of Brazil.

The Brazilian President de Fonesca seems to have taken a page out of the French book, and has styled a new type of cult of personality around himself. The Brazilian and French regimes have been compared, and there are many similarities between the two, many wondering if this could be a part of a larger trend as a whole. Paraguay, Peru, and Chile all seem to be drifting into a Brazilian orbit of some sort, while Argentina, Venezuela, and Columbia have become even more defensive of their republics. Many observers wonder how the ideologies will play out, if they can co-exist or if they will go to war, for the last republics remain in South America, Argentina becoming the newest top destination for immigrants.

MOROCCO WAR AT AN END!
Casablanca, Sultanate of Morocco.

The Moroccan War has ended this year, with a peace between France, Spain and Morocco. In a long winded, drawn out peace process, the Kingdom of Spain received the land given to them by the Berlin Conference and received reparations for the French actions during the war. Spanish prospectors were dismayed though when the land so many lives had been lost for had turned out to be worth very little, upsetting both the people and the military. Though the government has tried to put a positive spin on it, 80,000 soldiers bled for Spain, along with their navy, all for a patch of land seems very much like a defeat to Spain. Morocco, though upset over the defeat, has shown that they are not to be trifled with, and some French volunteers, especially refugees of the French National State, have stayed in Morocco, helping train the Sultan’s forces. France has come out of this war the winner it seems, for though Spain took the territory she desired, France has tied Morocco even further to her, and many would say that Morocco is a de facto French protectorate.

BRITISH BUSINESSES ENCROACH ON BOER REPUBLICS!

This year, many British companies, upon reports of incredible reserves of gold and diamonds that far surpassed what was initially expected, have sought to take part in the potential profits the lands would bring. This has not gone over well with the Boer Republics, and a meeting has been called at Transvaal between the republics to determine what should be done over the latest British encroachment on their lands.

KOREA BEGINS MODERNIZATION OF THE ARMY!
Seoul, The Kingdom of Korea.

With China and Japan for once distracted, the Kingdom of Korea felt comfortable inviting Russian advisors into their military, as well as French arms. Though the French contributed heavily to the Korean modernization, they saw their official influence lessen considerably when they gave support to the Anti-Japanese coalition. Russia has seen Korea turn into the Russian sphere, and with Japan and China unlikely to be able to challenge this move by Korea, could mean the beginning of an empire in the Pacific for Russia, trade already picking up in the East. As for the Koreans themselves, though some are uncomfortable with increasing Western influence in their country, with China’s numerous threats against them, it is accepted that the Westerners are needed to ensure Korean independence.

PEASANT REBELLION IN CHINA!
Peking, The Qing Empire.

While the Beiyang Army continues to grow, the peasants have been completely ignored, and though many are starving and dying, those who have the strength to revolt. The local general and troops have been unable to deal with the threat, and it’s quite clear that more troops from the empire will be needed. Others have been decrying the Imperial regime in Peking, from being too friendly with the Westerners to not embracing them enough. Others have been wary of Li Hongzhang and his growing power through the leadership of this reformed army, and many have been trying to dissolve his project, even as China collapses around them.

SLAVERY OVER IN OMAN?
Muscat, Oman

As per a deal with the United Kingdom, the nation of Oman has banned slavery within her realms. However, with her colony in Africa giving a bigger supply than ever, many have chosen to pay lip service instead, or to just ignore the law altogether, and loopholes in the ban have allowed the status quo to essentially be preserved.

RUSSIA WITHDRAWS FROM AFGHANISTAN
Kabul, The Emirate of Afghanistan

After three years of occupation, the Russian Empire has at last withdrawn from Afghanistan. Spearheaded by the French, a proposal was drawn up, and Russia recieved compensation for her losses. This has been a stabalizing presence for Afghanistan, as the fear of further Russian invasion seems to have subsided, as Afghanistan's borders have now been internationally recognized.

SPECIAL: THE JAPANESE WAR

EUROPEAN NATIONS INTERVENE!
Singapore, The United Kingdom of Great Britain and Ireland.

With the Franco-Spanish War over, the nations of Europe, including the United Kingdom, France, Germany, and Portugal, have declared support for the Spanish. Their navies were sent to the Pacific, from a major British and French fleet, to minor support from the others. A cunning plan was devised to trick the Japanese into sinking empty Spanish transports, and then destroying the Japanese navy, which would allow the Spanish intervention in the Philippines, be that much more successful. However, a majority of the French fleet stayed back, and the Japanese navy, sensing a trap, withdrew a majority of their navy from the Sulu Sea, and when the Allies attacked, the Japanese fleet was much smaller. Although the Allies were successful, it failed to deliver the hoped for knock-out punch, and though the invasion of the Philippines was ready, the Japanese fleet would be waiting for better odds. In Europe, the reaction of the coalition was mixed. In Portugal, Scandinavia, and the Netherlands, the coalition was supported for defending interests outside of the Great Powers. The British public was not as supportive, for many feel that though Japan did not declare war like proper civilized people, it did not mean that the Britain should sink to their level. Others were upset that a potential ally against Russia would now be anti-British, and many feel this war serves little purpose for the Empire. In France, people are outraged that the government is taking part in a coalition to help Spain, and actively decry it, noting how it has cost them their influence in Korea and declare that France should be more focused on China. Regardless, the War seems to have evolved far beyond what was expected.

SPAIN INVADES THE PHILIPPINES!
Manila, The Empire of Japan.

Earlier in the year, the Japanese held a plebiscite for the Filipino people, who seemed to overwhelmingly vote for independence, and Filipino leaders declared a major victory, calling the Japanese liberation a miracle, and when war was declared by the United Kingdom, gave the Japanese support. When the Spanish were assured by the British that the area was clear of Japanese ships, the assault first began on Sulu. This assault was far more costly to the Spanish, and a naval mine destroyed an unlucky troop transport. However, the Japanese presence had for the most part been withdrawn, and though the civilians fought harder than in 1885, the Spanish still won. Palawan, even with Scandinavian troops, however, proved to be far more difficult. The Spanish had proclaimed that anyone who had collaborated with Japan would be convicted of treason, which Japanese propaganda turning that into anyone who had wanted independence. Arming the civilians, the Spanish saw their invasion struggle heavily, as Filipino and Japanese soldiers used the terrain to use guerilla warfare against the occupiers. Allied naval dominance ensured that supplies for the Japanese would be impossible to receive, though local Filipino fighters have been able to sustain some Japanese soldiers. Without Palawan fully secured, the Spanish have decided to pause their advance on Mindanao. The Spanish have overestimated the locals’ desires to remain a part of Spain, and with disease and fighting taking their toll, more soldiers will be needed to continue the campaign. At home, many question the need to continue the war for a territory that is a drain on the Spanish treasury and so soon after the Morocco War, and instead advocate for a neutral Philippines that allows Spanish products in tariff free. However with British involvement, that decision may not be up to the Spanish people.

BRITAIN ATTACKS RYUKYU
Ryukyu Islands, The United Kingdom of Great Britain and Ireland.


The United Kingdom, in an effort to prune the Japanese Empire, set their sights on the Ryukyu Islands. The Japanese knew better than to engage the British in an actual naval battle, but harassment did annoy the British significantly. The British under the command of General William Howe assumed that the conquest of the Ryukyu islands would be quick, however the weather caused significant setbacks. Though he had the advantage in numbers, a typhoon that passed through caused damage to his supplies, including food and ammunition, and the Japanese seized the advantage. Though initially desperate, emergency conveys from Singapore and Indochina reached him, and the British were able to still win the day, though at a heavier cost than they had hoped for.

BRITAIN AND BRAZIL BLOCKADE DRAKE’S PASSAGE

After the conquest of the Philippines, the Japanese announced that their fleet would be attacking Cuba, even having pictures of their fleet heading towards the Caribbean. The Spanish were alarmed, and Spanish newspapers in Cuba published the Japanese pictures, alarming the populace. The British and the Brazilians, determined to not let the Japanese enter the Atlantic, blockaded the Drake’s Passage. No Japanese fleet even attempted to come through and it was soon discovered it was a joke by the Japanese, humiliating the Brazilians and the British especially, as the British actually lost a ship to the storms in the region, while the Cubans were quite angry about how the news was so easily manipulated to try to show a genuine threat.

FRENCH TRADE POLICY CAUSING SOME CONFUSION!

With political reforms made incredibly easy in the new State, slight economic reforms have been made in France, allowing for more free trade. This has destabilized the French modernization project, many of its leaders who had been hoping for an increase in domestic industry protection, and have quietly and respectfully lobbied the President to rescind his anti-tariff stance. However, his guidance of investment to Chile has seen some boons, and already, the Chilean nation has begun the road to becoming an industrialized nation in South America.

ECONOMIC WARFARE IN HAWAII
Honolulu, The Kingdom of Hawaii

Bullets are not the only weapons in the war between Britain and Japan. The British and the Japanese are engaged in economic warfare in Hawaii, undercutting each other's businesses and using various methods to try to displace the other. Hawaii is increasingly concerned, as the biggest losers have been the Hawaiian businesses. British advisers have assured the King though that this is just the good natured competition of capitalism, though the King does seem like he will take action if this continues

I am wondering whether you hate Spain or not, because so far everything I have done has had a loss as a result. Come on, I won a f*****g war against France and Morocco, that should have given me some positive results!
 
Yea you "won" a war where your entire navy was shattered and you lost thousands of men for some worthless land in the desert that has no resources. Very few would call what happened a Spanish victory

Also, I feel now that the NukeNes rule set is in need of modifications to ensure we can maintain some semblance of realism, this will include

-ship building time
-Reserve vs Active army
-Technology
-More brigade flexebility
-Stability at 0-12 instead of to 10

I'm also considering when the nes cools a little bit to implement a short BT. Thoughts?
 
What has happened to Spain so far:
- Gave colonies a bit more leeway in their day-to-day ruling: -1 stability, +1 stability in colonies
- Taken Sulu: no change
- Tried to take a more liberal stance: -1 stability
- Got attacked and invaded by France without a declaration of war: France suffers no problems
- Masada as Japan sends stupid messages, behaving extremely OOC, and I tell him politely that I will not be paying attention at those messages: Japan invades the Philippines (at no stability cost) because their stupid messages were ignored, and all Filipinos magically become pro-Japanese for no reason at all, especially after it was clearly shown that Spain was willing to hear their voice in their local affairs.
- War causes Spanish industries to rise: +2 EP
- Morocco accepts a fair peace treaty with us, and suddenly reject it when France comes forward: Morocco suffers no problems.
- The final treaty for the war is clearly in favour of Spain: -1 Stability, and Morocco gets +1 Army Quality.

So, the only good thing that has come out for Spain in three years is a raise in the economy, and the only reason it happened was because of a bad thing happened, too.

Can you actually say that all of this is actually feasible? Come on, I have lost stability for things that should have raised it, and the two nations that have attacked me without any declaration of war have suffered no problems at all, especially Japan, whose invasion of the Philippines is clearly OOC. If this is what the 1880s are like according to you, I don't want to think about how the 1890s will be.

Yeah, Nuke did handle the Philippines with kid gloves. The Peninsulares should have revolted at the merest hint of a return to Liberal policies. As to the whole anti-Spanish thing... there's the Cavite's and Gomburza to consider. Then again, I actually know stuff about the Philippines. So there? :)

+ desert, -8 infantry brigades, -3 cavalry brigades, -3 artillery brigades, -1 modern battleship, -1 standard battleships, -2 obsolete battleships, -1 standard cruiser, -3 obsolete cruisers.
