The starting screen is ... confused. Someone new to the SVN might freak out a little.
 
By the way, the UU, UB and UP changes are already committed. They also got additional starting techs (Animal Husbandry and Priesthood). I've just discovered some oddities with the Persian flip as well, which will be fixed soon (you see I haven't touched Phoenicia for a long time).

Why not combining Build a Palace in Carthage and Conquer/Vassalize Rome in 1 UHV, something like this:
Settle Carthage and conquer/vassalize Rome by X.
This forces the player to play as the Carthagians, but it also keeps enough room for playing as the Phoenicians.
Combined with a resource UHV (which could represent both Carthage and Phoenicia) and a Phoenician orientated UHV, I think it could be a fun civ to play.
 
It does not list the new UU or any UB.

Yep. Glasssmith is around, but there's an XML error for it; Bireme is still UU; goals haven't changed.

EDIT: also unsure that UP works. It says it will cost 2 GPT for merc X; but when I actually hire him, it costs 4.
 
Yes, the CivInfos in the VD module overwrite all changes to the Phoenicians. You would have to copy the UU and UB changes into the CivilizationInfos.xml there.
 
"Build a Palace in Carthage" goal is very boring IMO. Why not start them in Carthage? After all Dido was a contemporary of the Trojan War (c. 1200 BCE).

UHVs:

- Acquire X number of Luxury and Strategic resources by year Y. X and Y should be high enough to encourage the control of Spain (Tarraco Silver, Cadiz double Horse), Rome (Iron, Wine, Marble), and Sicily (Wine, Dye).

- Collapse or Vassalize Rome by ...

- Have the largest GNP in year Z. Z should be early enough so that this UHV is challenging given the economic powers of China, India, and Persia. Cothon uber-starvation is encouraged for this goal.

Agreed, except the anti-Rome part. There is no UHV that directly relate to another civ, it should be vague, not specific. How about: control or vassalize all Mediterranean by AD 330 (before Byz spawn) ? There are not many rivals anyway: Greece(friend or foe), Rome(nemesis), Egypt(easy meat), Persia(not very tough on coast).

Assets\Modules\Varietas Delectat\XML\UnitArtStyles&CivInfos\VD_CIV4CivilizationInfos. Search for Phoenicia, scroll down to the Building and Units section (has bireme and glassmith in there currently) and make the changes above. I wouldn't try copy-pasting as there may be some formatting issues.
 
Yeah, this is exactly what to do.
 
No new UHVs yet. UP would be not related to VD.
 
New UHVs committed now:
- Build a palace and the Great Cothon in Carthage by 300 BC
- Control Italy and Iberia in 100 BC
- Have the highest commerce output in the world in 200 AD
 
Without the dye goal, why would you settle Sur at all now? Couldn't you just found your first city as Carthage and get the free palace?

Edit: I would suggest making the goal "Control Italy, Iberia, and Sur"
 
Could you somewhere in the UHV add something to represent that Carthage was one of major center for early Christianity or that's not appropriate since it happen in Roman period?
