It is our belief that if the Ottoman Empire is unwilling to attend the Doha Conference, it will and ought to be regarded as a threat to the peace and stability of the region. We urge the Sultan of Rome to send emissaries to the Doha Conference, so that other nations do not arrive at the misunderstanding that the Ottoman Empire is unilaterally uninterested in the peace and prosperity of the region, and is potentially acting as an aggressive agent exclusively for its own interests and in contradiction of the general beneficence. Were this to be the case, we would arrive at the unfortunate situation of supporting whatever action may be necessary to bring about the general peace, regardless of what effect that action might have on the internal stability of the Ottoman state. The Spanish Empire will be sending delegates to the Doha Conference, and again encourage the Ottoman Empire and all other involved parties to do the same. Only through negotiation and mediation will the region's issues be resolved.
