We in Bern and Zurich and Geneva have taken note of the magnificent attention paid as of late to the pacts and treaties of the great powers of the world and to the allegiances and friendships being reaffirmed. We would like to reaffirm our continued neutrality and bring attention to the long-standing state of Swiss neutrality as is recognized diplomatically at the Vienna Congress of 1814 and 1815 and the Treaty of Paris of 1814.

have all recognized and sworn to respect the Swiss state as a neutral, independent state.
It is the hope of the representatives of every canton of Switzerland that lasting, just peace will pervade our blessed continent, and that each of the great powers mentioned will respect their commitment to avoid violation of Switzerland's official and unwavering neutrality. We will officially admonish any attempt to involve the Swiss state in any military activities outside of non-belligerent military exercise. Any diplomacy conducted with an ambassador of the Independent State of Switzerland will be understood as being conducted with an official of full plenipotentiary authority and the thorough backing and support of all cantons and people of Switzerland.
