But it is his state and if he wants to edit his sign up before the game actually starts then I don't see how we could possibly prevent him from doing so and be in the right.

If I do change however will the pirates keep in presence? I have a feeling you might enjoy using the pirates for... "reminding the kiddies to eat their vegetables" as to say. They could at the least be NPCs; they could also however be a faction that ensures players have to keep their trade routes guarded less the Cuban Krakens start to entangle shipping.
If I do change I will likely take either the Socialist Union of Democratic States or try to fill out any area not covered by players. I especially could make tribute to the pirate thing by evoking Barbarossa: have a pirate found his or her own nation.

...and yes I am evoking the pirate thing for RP bonuses. Its my major modern general strategy.
