The Bey of Tunis is certainly welcome to negotiate whatever agreements and treaties he pleases with other nations. The interest of the Kingdom of France is merely that Tunis remains a prosperous and stable nation, independent of malicious and corrupting foreign influence.

Let it be known to all that our great Emperor Tu Duc and Her Majesty Queen Anne of France have agreed to a treaty, henceforth to be known as the Treaty of Hue, that, it is hoped, will usher in a new era of cooperation between the Kingdom of France and the Empire of Vietnam. Good relationships between Vietnam and her French friends will surely bring economic prosperity to the both nations and aid in stabilizing East Asia. The terms of the treaty are as follows:

1. The Empire of Vietnam will grant French ships access to its ports and French merchants access to its markets. The Kingdom of France and the Empire of Vietnam will agree that French merchants do not have a monopoly within Vietnam's borders; however, the Emperor of Vietnam and representatives of Her Majesty Queen Anne of the French will agree to negotiate the entrance of other foreigners to the Vietnamese market

2. The Empire of Vietnam will grant the Kingdom of France the right to station troops in her territory, though the Kingdom of Vietnam will not be responsible for supplying them. Vietnam will expect this to be necessary only in times of war or instability within Vietnam or French-held territories in East Asia. Additionally, the Kingdom of France will dispatch to the Empire of Vietnam experienced military officers, both army and navy, to train Vietnamese troops and reorganize the army and navy along French lines.

3. The Kingdom of France will help to secure funding for and provide experienced engineers to assist with infrastructure improvements within the Empire of Vietnam (primarily the construction and improvement of roads and railroads and the development of a modern communication network.) To aid in these efforts, the Empire of Vietnam will allow French citizens to freely invest in the economy of Vietnam. The Kingdom of France will also aid Vietnam in the development of a western-style school system, ideally one that incorporates aspects both of traditional Vietnamese culture and religion and the teachings of the Roman Catholic faith; in exchange, Vietnam will permit limited French missionary activity within her nation.

4. The Empire of Vietnam will not enter a formal military alliance with any other power as long as this treaty is in effect; however, with France's assistance, it retains the right to negotiate trade agreements with other powers

Though we appreciate your request we find it necessary to turn the offer down for the time being. Not only does Section 1 of the Treaty of Hue require the foreign offices of Vietnam and France to agree to new trade agreements between Vietnam and other foreign powers but we are also concerned over your efforts to extend your control over the entire Indian subcontinent.

III. Korea, in thanks to the Qing Empire, will provide a portion of the proceeds of the ventures in Manchuria to the Qing.

-The Kingdom of Great Britain sees all conflicts between Indian states (not otherwise bound by treaty to London) as local disputes and therefore will not intervene.

-Secondly the Kingdom of Great Britain is bound to support the Kingdom of Mysore to secure stability and peace in India should a power foreign to India intervene in a war against them or another Indian state otherwise not bound by treaty to the Kingdoms of Great Britain or Mysore.

*A foreign power intervening in a war is defined as power outside India directly or indirectly supporting a power within India fighting against the Kingdom of Mysore, unless excepted.

Exceptions:

-The Kingdom of Great Britain will not intervene in a war in which the Kingdom of Mysore attacks a power foreign to India, such as French India or Dutch Ceylon.

-The Kingdom of Great Britain will not intervene in a war in which an Indian state attacks a power foreign to India, such as French India or Dutch Ceylon.

The Kingdom of Great Britain and the Kingdom of Mysore both agree to these measures to secure India from a foreign power controlling land in the sub-continent. This treaty shall guide foreign powers away from intervening in India.
Should the Kingdom of Nagpur and the Delhi Sultanate are free to sign this treaty if they agree with the points listed herein.
