Yes, city #2 should definitely provide short-term benefit. Not having tested WestSugar, I can't be sure, but it appears that both Dhoom and LC were stating that the two locations for city #2 were very close in the short term. No matter, both city sites are good and we can do well with either one. I'm happy that the game is moving again! :good job:
Regarding Asoka, he's too close not to be our first target so I agree that we shouldn't be overly concerned about making him Friendly.

I've played out to turn 26, and uploaded. The Granary in Late Megacity is complete; we need to decide what to build there next.
The axeman is due in 1 turn - we will grow and build a food-unit unhappy for a couple of turns.
We met a load of warmongers.

We now have a few decisions to make.
The biggest one is how we're going to handle these AI.
My initial preference is to try and get a dogpile on Asoka, and then they'll all behave like puppies for us.
We will want to capture Aksum before our research is done - that place has a ton of commerce.
I can play a few more turns tomorrow night, but if people think this is the right time for discussion (e.g. of diplo, how we're going to continue after city 3, etc.) then I can also hand it off.
Awww, crap. It would be nice if we had a Worker to build a Road between the two of them (or, better, had a City to gift to Toku, so that he'd build a Road toward the City [and thus to Asoka]) to let him get Buddhism, so that we won't keep pissing off Toku by having Open Borders with Asoka.
I suppose that Toku might be a good candidate for gifting Wheat City for a while, so that he does just that.

So, we can expect AIs to start with Iron, I suppose. Do we want to prioritize the Horse location and get out some Pillaging Chariots to Pillage any such Resources?
Then, maybe it's a good time to stop. Can you provide an up-to-date test game? Also, can you provide info on what you think that the decisions (both micro and big-picture) going forward are going to be?
Even if we don't choose an aggressive approach (i.e. we choose not to steal a Worker), we really should be building our first Military Unit out of City 2, as Trumpster hugely benefits from its Monument.
Are there still enough Hammers to get a Monument in City 1? That was the KEY detail that I was hoping to see in the finalized PPP. It is easy to get a Military Unit out of City 2 regardless of which micro path we proceeded with, but getting a Monument in City 1 was the biggie, even if it means now parking some Hammers in an Axeman that will get completed later.
I'm not even sure which plan we proceeded with and the Turnset Report doesn't mention any micro details, so I'm not even sure if we followed said plan. For example, did we build a Worker instead of a Settler? I feel totally blind as to the current micro situation.

Wheat city is an excellent city, and I do not wish for us to give it away for a single turn once we settle it. A crappy ice city would fit the bill much better.
Toku's capital has so much midgame commerce that I don't foresee us investing too much in relations with him. I had a peek to see if a worker steal was on, but it was escorted by an archer.
It is not just Toku that hates Asoka. Everyone else that meets him (of the AIs we know) will as well.
The biggest question is what we are going to do with these AI. How much trading can we get from them? Who should we butter up, who should we kill right away, and how are we going to do it. I think that is what will decide the laurels.
That is also the only reason I didn't OB with Napoleon and Alex right away. I think I regret that decision already (since I think we should side with them, against Asoka), but it has not been too many turns that we've lost of relations boosting.
I do not wish to let Toku live as long as Gunpowder, and frankly I want his capital as a commerce city long before then.
Micro decisions: what will City 2 build while it grows? (It's too early to put hammers into an axeman - they will decay long before we get a second whip)
Do we want to put the settler into City 2, and build a worker in Trumpster? (My assumption is yes.)
How many workers can I persuade the team to build?
Where are our settlers, workers and units going to come from?

There are 34 hammers in an Axeman. There are no hammers in a Monument. There are no hammers in a worker/settler.
City 2 can (and IMO should) provide us the Settler, but that means the choice is between a worker and a monument first in Trumpster.

We have not started on a worker or settler yet. I followed my last posted plan to the letter, which was to grow to size 5 first, and only then start building the worker/settler (since the unhappy citizen automatically puts 2 food/turn into it, it costs us nothing to grow first, and this was the convenient time to steal the corn from E-Lake).
Okay, some thoughts:
- We've committed ourselves on micro... I see no easy way to change a whole lot with the Worker so far out of position (we're forced into Quarrying) and with the Hammers invested in an Axeman
- I am very disappointed that we're growing into Unhappiness when we didn't have to, but that's what we've committed to, so I don't see a way around it
- I have no clue why we would go Axeman -> Monument in Trumpster. It makes no sense, given the growth into Unhappiness. We have committed to slow-building a Worker or Settler from there. The ONLY choice remaining is which one Trumpster slow-builds and which one City 2 whips
- I would like to see an updated PPP before play continues, though, so that we're all clear on what's happening
- Rice City can get us Foreign Trade Routes with Asoka and Buddhism, and if that's why we settled East Lake (it seems to be one of the decision criteria), we should seriously consider settling there next
- What are we going to do about a Military Police unit for City 2? Perhaps we should be dumping Hammers into an Archer instead of into a Library?

Plan B: We assume we can get the Great Lib in ELake around T65-70 to make the final push for the GS. ELake focuses on Library, GS right after finishing worker archer (T35). Worst case, even without TGL, ELake can still probably get a GS ~T76. If we want to improve on that, then we skip the Archer right now and go straight for Library.
This frees up Trumpster and WheatSheep to build barracks, army.
