Lagos is controlled by England. Oil (since you seem like you want the United States to gain control of it) can be obtained from invading Portugal-held Congo as well.

Andrew Jackson's Pivotal Term

After a quick reversal of Crawford's scientific institute investments, Jackson began building up the American army with cavalry and minutemen. He sent three grenadier divisions to capture Cuba, which had 4 riflemen.
Spoiler :

The war with Portugal was going well, with grenadiers chipping away at a large Portuguese riflemen army in Mozambique.

In 1836, the course of American history was shook
England's declaration of war on Colombia sparked a world war which brought in France, the United States, Argentina, and Colombia against the British Empire. With war against three colonial powers, Jackson felt overwhelmed. Historians would dub this war the Victorian War, with the British crown changing to Queen Victoria.
Spoiler :

Later in the year, American troops announced they captured Laurenco, an important Portuguese port in Africa which yielded sugar. Jackson found this an appropriate time to end the war and focus on Cuba and the British Empire.

Negotiating with the Japanese, he managed to get the Japanese to fight Spain's powerful navy.

Meanwhile, relations with Turkey began opening up as a powerful rival against Britain's influence in India, and as a great trading partner.
Spoiler :

Overall, here is Jackson's military training in the United States. He demands to be re-elected, saying this is no time for a change in policy: this is total war.

Wants the minimum state funds taken away for immediate economic stimulus. Wants to invest in scientific institutions to allow superior military technology in future wars. Wants to lower scientific rate to 50 until the territories are gained and/or production and military scientific institutions are properly established.
Spoiler :

Whig Party

William H. Harris, Age 63, Diplomat to Colombia and Ohio Representative and Senator. Gained national fame in wars against Natives. Wants a victory over Cuba, South Africa, and Guyana (to prevent British occupation of Colombian cities); does not want to extend the war and strain the United States economy. Wants to invest in scientific institutions alongside military production for military technology, and lower science rate to 70.
Spoiler :

Daniel Webster, Age 54, Massachusetts senator. Wants a victory over Cuba, Guyana, South Africa and the Philippines for their resources, but does not believe America has the power nor the desire to try and annex Canada. Wants to reduce power of the president that Jackson is gaining for the position, including removal of the Spoils system. Wants to keep science rate at 80 and focus on military production.
Spoiler :

Willie Person Mangum, Age 44, North Carolina Senator and Representative. Wants to ban the slave trade and focus on the United States' science while trying to quickly end the war, saying that nothing good will come out of the costly war and America must focus on being the scientific leader. Spoiler :

Hugh Lawson White, Age 62, Tennessee Senator. Wants to improve United States relations and have a 50% military production 50% science investment policy. Wants to raise minimum state funds to 600. EDIT: Now endorsing Andrew Jackson
Spoiler :

Campaign News:
Andrew Jackson appeals to Whig voters and skeptics of the war by appointing Hugh Lawson White as Secretary of War. Andrew Jackson admires his method on winning the war; by focus on the Spanish to hasten their collapse. As a compromise for White rejoining Jackson's support, Jackson has declared to keep the treasury minimum. (White was a supporter of Jackson until the mid-30s where he felt his executive power was straying from the party's principles). Furthermore, Jackson agreed to not endorse Van Buren in the next election, as White feels this is too close to a monachy.
