Leave that to the electorate, but I will add a clause on an interim government.

Houston was serving as a temporary base of operations of the United Front. Whitmeyer and others stuck behind to finish the transfer back into the U.S.
1944: Collapse of the Browder Administration
As German tanks blasted through American buildings, defeat seemed certain. Wave after wave, the German military continued fire and bombardment. Reports came in that Germans had taken over key ports north of Boston, such as Halifax and Quebec City. Japan had taken Seattle and Salt Lake City, and continued to push east. Mexico had recently conquered California and states south of Nevada. Italy had arrived to the war to take Puerto Rico as an Italian territory. Peru and Mexico split up the remaining Latin American cities that the USSA still controlled. Sweden had surrendered to Nazi Germany. With all of this, the Chancellor still demanded full faith in both himself and the Party, and with the Germans being repelled from New York, Boston, and Browderville, he proudly proclaimed that the nation will have a comeback.
Chancellor Browder, greying and gaining substantial weight, had relied on his nuclear arsenal in Chicago to save him from absolute defeat. Germany then approached the Communist Party with offers for peace, and an invitation to a conference held in Moscow that would end the war. The haggard Chancellor accepted and stalled on the nuclear attacks.
Newspapers began flooding the streets proclaiming the end of the war. Streets cheered, and even SESTAP officers threw off their hats in celebration.

Conference of Moscow
Meeting in Moscow during the beginning of summer, Axis, Commonwealth, and the USSA sat together and outlined an end to the war. Japan was vicious, declaring that it has no intentions of reducing the lands it has captured -- it even went as far as to claim everything west of Chicago! The threat was dropped, and a brief shouting match about how the USSA could stop Japanese from crossing the Rocky Mountains broke out. After tensions had cleared, it was decided that Japan will keep their American territories, and will be given access to some military technology.
Peace with the Commonwealth was bittersweet. Winston Churchill came before the conference and expressed his passion about his country and his Queen. He stated that Nazi Germany is an evil war machine that must be stopped, and will be stopped with the help of the good in the world. Churchill refused to accept peace treaties with Germany, stating he will keep fighting until Britain is under British rule again. However, Earl Browder and Winston Churchill did reach an agreement on English-American peace, with Australia giving financial aid to America via the United Front.
Finally, Nazi Germany's benefits from the treaty was tremendous. Avoiding a war with Russia, Germany had liberated both St. Petersburg (properly named Nyenschanz, and renamed Leningrad after the treaty) and Moscow. This avoided a war, and brought the nations closer together. However, the argument about how Turkey would be dealt with (a mutual enemy) was still a point of controversy.
Then dealing with the USSA, Germany saw no need to be nice. America had started the war, and the Chancellor was almost unanimously unpopular. Germany had also captured most of Quebec, and was still threatening to the core of America. After hours of negotiation, it was settled that Germany would receive all of Canada in exchange for peace and non-intervention in the government. Mexico also agreed to these terms, and further states that lands taken by Mexico would stay Mexican (south of Denver and west of the Mississippi). Several nations at this point asked what would be done about the dictatorship of America. With the United Front not present at the meeting, the Communist Party spoke on behalf of the nation when they said "The people want the Chancellor and the Party, and they will keep it."

Burning of Browderville
Following the conference, the United Front immediately began taking control of the government. With little resistance, within a week most the nation was no longer the control of the Chancellor. With the last loyalists concentrating around Browderville, top military generals who supported the United Front began preparation for the final assault in the ruins of Washington. A declaration was made that, when the United Front takes Browderville, an interim government will be established and the Whitmeyer Compromise will be put into effect. It was important to note that the first area the United Front took over was Chicago in order to secure the nuclear weapons and disarm them.
With artillery pointed at eachother and soldiers in place, top general Eisenhower ordered the assault. With explosions left and right, soldiers rushed at eachother with weapons in their hand. As tanks rolled past, the initial skirmish of armored vehicles commenced. The United Front had less advanced tanks, but more dedicated personnel. Furthermore, the Communist Party's tanks were worn down from the war, and morale was low. As standing forces met, the thick fog of warfare covered the battleground; corpses lied behind every turn, and the distant sound of gunfire once again sounded alien.
Halfway through the battle it was becoming apparent that the Communist Party and the Chancellor had lost. An attempt of assassination against the Chancellor failed, but broke the Chancellor into deep paranoia. Fleeing to his secure bunker, the Communist Party defensive was broken and routed. The United Front began dowsing the Browderville buildings with oil and setting them ablaze, and the large statue of Earl Browder was torn down with a tremendous applause. Televised, the United Front generals declared the end to the dictatorship, an end to the USSA, and a resurrection of the true United States of America. Dragging Earl Browder out of his bunker, cameras were pushed in his face and rocks were thrown. Browder was brought to an undisclosed location to await prosecution. With recognition from the world as the legitimate government, the USSA had officially dissolved.
With the USSA dissolved at last the Trotskyists now proclaim the United Front ended as well, with it once again being the 4th International. It will be rebased in Washington and continue with all action to reform the United States into a Utopia
