Kingdom of two Sicilies redeclared its indepedence from france. France was unstable too. However, Russia was at peace with everyone, while France was at war with the powerful Germans.
Vietnam requested the protection of Germany. Now Russia was landlocked between two German territories.
The world was at war. Germans and their allies fought France and their vassals. Mughals were at war with Britain and Iran.
King of two Sicilies declared war on Russia. He wanted to "liberate Italy"! Roman battalions were laughing at this statement, but it had been ordered not to annex more territories by Catherine.
