For any RP effects, my name is Wilhelm, and yes I'm from a family of Polish refugees who settled in Sankt Peterburg. I have been under arrest because of the Civil War, but now I'm again free and willing to act in politics once more. Also I'm from an Orthodox family.
And because of that I defy the republican traitor that wants to portray his opinion as the entirety of this beautiful city. Sankt Peterburg still has a good share of loyal supporters of the throne and tradition.

Maybe 5% and that's only among the old. The citizens tire of having a Tsar that fails to protect them and brings about economic ruin. They only reason the city hasn't risen in rebellion is because of me! If anything happens to me the city will erupt against the Tsar and become a place filled with bloodshed.

But maybe he can work out a secret party and either become a Duma representative without an official party, or create a puppet party just to achieve his goals.
Commies did that a lot on history, so I guess this would be a nice way to achieve this "underground" status.
When they get the majority of Duma representatives, or at least a big portion, they could attempt a coup discussed with you. Don't you think that would be a great addition to the game?

The Grand Duchy of Muscovy and the Novgorod Republic were founded in the ruins of Kievan Rus after the Golden Horde left the area. Also, you should be happy as I'm doing this on a promise my Great-grandfather made to the graft of Kiev in order to get his support for the Constitutional Monarchy. I keep my promises as I have honor. Don't get me wrong though; I would have changed the capital to Kiev or Sankt-Petersburg either way. This promise made up my mind on which city. Finally, Kiev is far more prosperous than Moscow.
