*Move troops to the most Westerly point on the Russian border, to prepare an invasion of Germany
*Do NOT declare war unless provoked or asked by an ally to declare war
*Continue construction of naval fleet for possible deployment into Germany.
*If cities are taken, then put them under military rule until the Duma can decide what to do with them
*Continue urbanization to raise funds and thus raise research levels accordingly
*Continue exporting goods but this time not for money, but for other resources

*Amendment of article 6: Adopt orthodoxy as state religion
*banks, grocers, markets
*liberate foreign cities if they cost
*stop military development
*0% Espionage
*~10% research
*deficit rule (5% of treasury)
*boycot Germany

Progressive-Democratic Party (Gridor Rusan):
*support France and Ottomans against Germans, (boycot Germans with spies)
*Spread Constitutional Monarchy, ally with Constitutional monarchies
*Mass urbanization, banks, markets and other economical buildings
*Increase military
*If Germany becomes constitutional monarchy allies, else prepare
*If Britain becomes ally help them vs Mughals

PROGRESSIVE-DEMOCRATIC PARTY WINS ELECTIONS
In a suprising twist of events the newly founded coalition progressive-democratice party wins the elections. However, the party didn't manage to confirm all its candidates in time. Some of them remained out of Duma while others were elected via satelite parties of the coalitions.

How does one amend the constitution? Can it be done by a bill of the Duma?

Which president? Russia is a monarchy, there is no president. As far as the prime minister is concerned Spiriticum told anything needed.

The Islamic Republic of Iran is the most Monarchy-like Republic we have nowadays as far as I'm concerned (I didn't dig deep enough though)

2: It's more like a dictatorship or a oligarchy than a monarchy- like republic. The nomination of rahbar isn't gave to his son but is elected by a council called the khobregan. Which also edits the constitution as they please.
 
Sorry havent been around lately, being so inactive it wouldnt be suitable for me to be in the duma.

To clear up the confusion I am still a member of the Progressive party or as we are currently the Progressive-Democratic Party
