CityIOT: Apocalypse Noir

TURN 4​

The city is dying.

Toxic waters poison the starving and diseased inhabitants as fires, set by both the Bund and its opposition, race throughout the city. Entire districts have been decimated, and with many of the farmlands, both clinics, and the fire department in ruins, it is unlikely that the blaze will be contained any time soon.

In the past few months, much has happened within the city. Oscar Lockwood and Margaret Carnegie were transferred from control of Isabel Junge's forces to those of Christopher Knight and the Baker Company shortly before Mogh Martok's execution. Shortly thereafter, the riots began - civil disobedience, fires in the farmlands and on the streets. Both Bund and Baker Company forces cracked down, but the riots continued. Rumours abounded; it was said that bounties were being placed on Junge's head, promises of a new city elsewhere were being spread.

Then the raiders attacked. The ships sailed into the bay, shelling military installations en masse. Junge's home and the Bund police station were attacked and burnt in the chaos, with Asarte, Joseph Richman, and Erik von Schmetterschnitzel disappearing in the aftermath. Antoine Aubrey's farmlands were found in charred ruins, with the goat farmer nowhere to be found. Thomas Arrow, despite having two ships sunk by the raiders, managed to destroy his facilities before fleeing with many refugees - including Jan Staal and the People's Aegis, some of whom were noted to be carrying modern military firearms. Subsequent sightings have indicated that they have set up shop on the islands controlled by Asarte's New Babylon complex, and that they may be planning to join Joe Larson's fabled "City in the North." The Bund has reacted to their now-lost naval capabilities by tightening the grip on the city, confiscating all properties of rebel leaders and establishing a Volkschamber in which to hear civilian grievances.

Elsewhere, progress seems more promising. Larson himself has taken over Martok's establishments in the interim, and progressed towards establishing new farmlands, while distant communities far from the chaos have been noted to be producing plentiful crops now that the winter and pollution issues of the past have ended.

To clear up any confusion, I have taken with me Asarte and Erik von Schmetterschnitzel. The future plans of Thomas Arrow Shipping and Construction Co. are undecided.

I'm not one to judge, but you gonna settle on a uniform art style someday?
 
I was, but I like Reus's too much to undo it and I don't have enough time to redo the whole map in that style. I suppose it helps distinguish players.
 
Larson Incorporated Orders are just resource gathering this turn.

Following discussions regarding the people in Baker's custody, Larson Incorporated and Baker Company have come to an agreement. Oscar M. Lockwood and Margaret Carnagie are being released and brought to the North, where they will be met with open arms. It is Joe Larson's personal hope that this marks an end to the recent conflicts that has struck Metro.
 
TURN 5​

The war, it seems, is finally over.

In what seems likely to be the final major offense, raider forces found much of the city strangely quiet, as Christopher Knight's Baker Company and the remnants of the Bund managed to leave the Baker complex on armoured verhicles and lead an assault on the formerly-secret raider complex. Though no leaders on either side died and the raiders were able to persevere, the attack came at a heavy loss for their forces - the primary military stockpile of the raiders was destroyed, and many of their soldiers were killed. Nevertheless, the distractions of the Baker Company elsewhere allowed the raiders to reclaim most of what remains of the old downtown, with the Baker Complex itself and the scattered ruins of the Bund remaining as the final holdouts throughout the city, though even these are likely to fall eventually, as Knight has made indications that the Bakers will be moving on from the city, and has distributed his maps of the region - including those showing the location of raider compounds - in preparation.

Isabel Junge and her lieutenants, however, were strangely absent from this chaos, and despite numerous searches, the Bund leadership has yet to be found, raising suspicions that they have fled and may be taking shelter elsewhere in the surrounding area.

Despite the end to the conflict, however, it is unlikely the old downtown will become the center of population again at any point soon. The massive food shortages, pollution, wreckage, and disease have resulted in mass exodus. The City in the North and New Ctesiphon in particular have become magnets for refugees of the conflict, including Oscar Lockwood and Margaret Carnegie, who were released by the Baker Company into Joe Larson's hands earlier in the season.

Many problems still await the city, especially with the food shortages and plague epidemic still present as winter draws in, though perhaps now the populace can finally start to rebuild - though there are still certainly those amongst the city's leadership who have their doubts and concerns about the way the situation has been handled, and many remain missing or in hiding...

Public Message to Erik von Schmetterschnitzel

Larson Incorporated is looking for this Doctor for the purpose of continuing his medical services in the north. Larson Incorporated is planning a refugee camp and clinic to be built, so to contain the plague and help improve the health of those who have contracted it. We have the means to construct these facilities but without medical staff, it would be for nought. We hope that the Doctor can reach out to Larson Incorporated to discuss travel to the North as well as anything else you might need.

Let this in extension be a notice to all practitioners of the medical field. Larson Incorporated, and indeed the whole population of the Metro region will be in your debt.
 
Riverwood Established

What was previously known only as the Raider Camp is being renamed to reflect its status as a peaceful community and a known immigration destination. The new name for this storied little settlement is 'Riverwood' to reflect the river it is situated upon and the peaceful forest that surrounds it. Immigration here is encouraged as we have a well rounded community once the damage from the evil Baker Company is rebuilt, including warm housing for the winter, a clinic to help prevent the spread of the plague, and a church for those religiously inclined in these dark times. Transportation shall be provided to those who wish it.

Downtown Announcement

This announcement is intended for all those citizens living in the ruins of the Downtown area. This area has recently been liberated from the forces of Bund and Baker Company, who inflicted and incited tremendous damage, both across society and physically, to the city. Now, we have to fix this. We have to rebuild.

As such, the forces from Riverwood that liberated the city are organizing two different organizations across the city.

The first is the Downtown Watch, a militia force that will help support Riverwood keep the peace on the streets and crack down on petty crime, as well as continue to search for Junge among the city's many hiding places. They will not be traditionally paid, but rather will be paid in food shipped into the city and will be given priority for such food alongside the second organization. Everyone will be vetted to the best of our limited ability.

The second organization will be simply named Downtown Reconstruction Volunteers. They will also have priority for food and will be far larger. Their main task will be to remove all the rubble from the streets of the city and to clean up the major ruins caused by the conflict, moving all the materials to an open location where they can later be sorted and used for rebuilding. Basic buildings will also be needed, specifically and especially warm shelter for the winter, but also a new clinic, a church for those who worship, and other essentials to replace and enhance what has been lost.

We encourage those who have been driven from their homes to return to the Downtown area and aid in the rebuilding efforts, especially those who owned farms on the outskirts which will be needed come spring.

In the meantime, we must address the issue of food. As Riverwood recently and unfortunately saw the Baker Company Massacre come to its doorstep, we have a surplus of food which will be shipped south if needed. We also ask the other communities on the periphery of Metro to send as much food as they dare spare (Reus, Cived, Tyo, etc.). We hope that, even if the amount of food won't be ideal, it will be enough to avoid starvation, but only if we all work together and help each other.

I would also invite all prominent figures in the city (players) to come together and create a provisional government based on the uncertain Guildhall, to help govern the reconstruction effort. Until such a time as such a provisional government may be established, I shall take the lead in organizing such rebuilding efforts, but I hope that such a government is assembled in all haste.


Governance of Metro

The governance of the city of Metro is now very messy. We have the City in the North, the Western Community, Downtown, and then other, newer governments.

Therefore I propose a system of government that will allow each community to keep its autonomy while also working to unify Metro under a central government authority once again. This government would include 2 houses of Legislature and an executive figure, under a banner of 'The Republic of Metro'. The lower house would be the Guildhall as it was designed before the war. Every player would be included and be free to vote. The Upper House would include 1 representative from each major community outside of Downtown. Right now these would likely include the City in the North, the Western Farming Communities (last I heard Reus and the amish had some sort of accord going on?) and New Ctesiphon. They are the three major population centers (including Mogh's wharf in with the City in the North due to their control), and shall each be awarded a representative.

The Guildhall shall not only be able to vote on all bills proposed, but will also elect the leader of the executive branch, the president. The president has no power in and of himself except to respond to immediate external threats and to carry out the wishes of the legislature. A term lasts 3 turns. However each turn the upper house has the option of unanimously recalling him from office, triggering another general election in the Guildhall. The Upper house may also veto a bill that passes the Guildhall with a 2/3rds vote.

We are anxious to see what people think of this proposal. I feel it is the best way to both reunify the city as well as to retain the newfound autonomy in each of these new population centers.
