Here is a starting point for Article I -- discussion?

Article I.  Census, and Amending the Constitution
              1.  The census shall be defined as the average number 
                  of votes cast, dropping fractions, in each of the
                  contested elections in the most recent general 
                  election.
              2.  Ratification of Amendments to the Constitution 
                  shall require each of the following:
                a.  A poll which is open for at least 48 hours, which 
                    states the text of the proposed new section(s), 
                    the text of the section(s) being replaced, and 
                    posing the question in the form of yes / no / 
                    abstain.
                b.  A majority of yes votes.
                c.  A number of yes votes greater than or equal to 
                    2/3 the census current at the start of voting on 
                    the amendment, dropping any fraction therein.
 
I posted this in the Article I poll that DaveShack ran earlier:

Article I.2.a needs to be changed to "96 hours" instead of "48 hours". This is the Demogame, not an Eddie Murphy movie! People need more time than 48 hours to approve or deny a change to the Constitution. This section should also state that a discussion thread will be opened in the Citizen's Forum and remain open until discussion dies down (at least 48 hours ;) ), and then the proposed poll posted in that very discussion thread for at least 24 hours.

These changes should be put in to make sure the process is done correctly.
 
Should a link to relevent discussion be included in the constitutional amendment polls first post?

I could go either way on that note, but otherwise everything is gravy.
 
I repeat my call in the last 2 demogames to drop the 2/3 requirement to amend the constitution, and make it a simple majority of a quorum. A lot of the reason we have arguments over rules is that they are so hard to change, so we think that they need to be perfect to begin with.
 
I like the 2/3 majority. It shows strong support.
 
I am still not sure why 2/3 of the census (which should be the number of active citizens) would vote yes but not a majority of those voting regarding the amendment, unless participation significantly increased or people voted regarding the amendment but not for elections.
 
we have 48 hours as of right now my time to start nominations. can anyone say ratification?

never did I say it was a good idea, Im simply trying to work with what I have due to my deep cynicism about us sucessfully delaying the nominations.
 
Even if we are forced by the Mods to run Nominations before we have the ruleset done, doesn't mean we have to voluntarily start the game. The game can wait.

This forced Nominations deal may point to why it took so long for CT to get her Mod wings here.

Debate on the articles have petered out, is it not right that we proceed with polls and put and end to the process

Don't look at me. I only submitted Rik's name to the successorship papers. ;)

I agree with the 96 hour ratification process. So what if it takes a bit longer? Let this be our one small act of defiance, like that little mouse. :lol:

                    time for review and changes.
