We came here with an open mind and started negotiations, offered technology, offered to re-pay loans later on, offered to aid in your wars. And what did we get in return? Refusal to help us rebuild our nation and refusal to help clean up deadly pollution unless we give even more to this organization. On top of that we are constantly attacked for being communist, some delegates demand a change in our government and some dare threaten us. Enough is enough. We were promised help and cooperation, what we got is a bunch of greedy nations trying to exploit Russia.
I am sorry to say that the current situation that has developed in APETO is not to Russia's benefit, and therefore Russia must withdraw its membership. We will continue partnerships we have established with specific nations, but not with the whole organization. Thank you for your understanding."

Spotlight
The war against India does not go too well. While we have made gains in some areas, we have also netted some losses, most notably in the New Khmer Empire.
In addition, the United Islamic Army has sued for peace with India and so, APETO is left on its own.
Australia has refused to relinquish Ceylon to India although other nations have agreed to peace.
I would like to mention that if India agrees to peace with us, but not Australia, Australia cannot activate the Mutual Protection Pact as this can be considered a war started by Australia.

Japan will set its debts in order and pay in full for the SEAINT and Barney Projects.
Japan would also like to remind Australia that the war must not be allowed to escalate and must be ended quickly. Diplomatically or militarily is entirely up to Australia. Japan will assist Australia in both matters if need be.

My fellow members of APETO, the Hegemony of Japan has sent a check in the mail to pay off all debts owed to APETO projects.
Ah, but that is not the main reason I address you on this fine day. There is a stirring to the West. As you may have known, Denmark has erupted into anarchy and split into factions. I believe it to be beneficial to us and the world if this civil war were to not be an ignition to a powder keg as Sarajevo had been in WW1.
Japan is sending humanitarian aid and peacekeepers. I suggest my fellow APETOans do the same thing and restore order to the Danes.

Even if Russia is not a member of APETO, we would like to warn you that Russia fully supports the deposed Price Frederik of Denmark and the Socialist Party of Denmark, and any action taken against them, or in helping the new military dictator gain power will be seen as hostile to Russia.
Our job in Denmark is not to support any particular faction.
If this is an APETO project under the Sec-Gen's command (which isn't settled yet), we will only act to prevent any faction from fighting each other, leading to a peaceful solution, via the choice of the people.

The Commonwealth has just made a good point. Perhaps APETO should send their peacekeepers to Kuwait, while Russia takes care of Denmark. Afterall, Denmark is not an Asion, nor a Pacific country.

A peace deal with India has been worked out by the Russians for the part of the Commonwealth after she announced a wish for peace. Only Australia is at war with India but has a far superior navy and should be able to hold the Indians off.
