I use the work boat out of Santaigo to hook up some fish south of Seville, making up for the ones we lost when I canceled our deals with Louis. Santiago will need a wrok boat eventually to get the most out of its fish, but that can wait for border expansion anyway.
Summary
I've been chopping some forests in various places. In some cases this is in anticipation of chain farming once borders expand. In others its just because I don't think we have enough excess food for some cities and I wanted to build farms. In still others its to build or prepare for watermills (prepare for instance by Apache, once the borders expand). Our Spanish lands are in dire need of food. So far, I've avoided building farms over any cottages, but I think this is something we will probably need to do. Of course, it's more important to keep developed ones, but I'd say don't be afraid to sacrifice gold for food where it makes sense.
My Spanish Irrigation Plan:
