I would say there was copious amounts of luck involved, given as both Capulet and Grandmaster just sort of evaporated. Similar to myself in ITNES and Silver in DisNES... though we are now somewhat off topic.

To return things, and since I'm cleaning my PM Box, here was the first turn's set, which was rather more serious:

FOREIGN POLICY:
01.) Sign Sino-British Alliance and Sino-British Trade Pact with the Qing Empire of China
. Negotiations between the British Crown and Qing Throne have been most successful, and Britain will provide China with an alliance for special trade privileges.
02.) Sign Technological Initiative Act with Qing Empire of China. We shall send them technical advisors regarding our advances in Industry and Agriculture to assist in the modernization of China. In exchange, we will receive 5EP (13 > 18EP).
03.) Sign Non-Aggression Pact with the Kingdom of Portugal. Not much need to, but they asked, so...
04.) Sign Five Year Non-Aggression Pact with Qajar Shahdom of Persia. It will prevent them from doing anything with Maratha.
05.) Withdraw Forces from Northwest Territory in the United States. No reason why not to really, and keeps them from so readily allying with the French if it comes to war.
06.) Agree to work with Shah Alam II. Of course, with a twist. See GENERAL MILITARY DEPLOYMENTS Item 02 for further details.

ECONOMIC POLICY:
01.)
Sacrifice 1EL (Very Rich (+3) > Rich (+3)) to gain 6EP (18 > 24EP).
02.) Spend 6EP (24 > 18EP) on Military Leadership (Better > Brilliant).
03.) Spend 10EP (18 > 8EP) on Army Growth (10 > 60 Divisions).
04.) Spend 5EP (8 > 3EP) on Army Training, 2 to maintain, 3 to grow (Good > Very Good)
05.) Spend 1EP (3 > 2EP) on Project The Royal Society (+2 Education, +2 Civilian Leadership). Although the Royal Society has existed since 1660, and is among the oldest learned societies, in light of Britain's preeminent status, it seems prudent to expand upon its capabilities, both within the political and hard sciences, as a benefit to all of Britain.
06.) Spend 2EP (2 > 0EP) on Military Logistics.

SOCIAL POLICY:
01.) Sign the Act of Union 1792, creating the United Kingdom of Great Britain and Ireland
. It is becoming exceedingly obvious that Ireland is a trouble spot within the British Empire. To effectively alleviate this problem before it grows, we will remove the causes for disunity. To gain the support of the Catholics, we will remove the Penal Laws; this is a measure of religious freedom, and will not undermine the rule of Protestantism - it will effectively emancipate them. To the Irish Parliament, we will incorporate their membership into that of the British Parliament, meeting in Westminster. To ensure the Irish Parliament's passing of this measure, there shall be quiet offers of capital, peerages, or honours to those members at first critical of the passing. This will remove both the Protestant Irish Parliament and the Catholic Irish people as growing threats, and generally reduce the possibility of a conflict flaring up by reducing resentment. The new resulting Union Flag shall incorporate the saltire cross attributed to St. Patrick to represent Ireland. (OOC: Effectively the Act of Union 1800, 8 years early.)
02.) Establish the Committee of Imperial Defense (CID) within the British Government. CID will function as a government think-tank for matters relating to the defense of Great Britain and its colonial possessions. It will arrive at solutions for matters pertaining to defense via sub-committees for specific issues (say, enemy spies, naval defense) and report its findings to Parliament. It will obviously operate in conjunction with the military.
03.) Sign the Slave Abolition Act of 1792. Slavery, which does not exist under the British system of law, as noted in a landmark case on 22 June, 1772, and whose practice by other nations is not recognized in British territory, is to be abolished utterly. Fines, say, of slave-runners discovered by the Royal Navy, will not work and will simply lead to the elimination of slaves on threat of discovery. Neither shall imposing of harsher penalties, such as death, for those illegally trafficking in slaves. The demand, not just the supply, must be eliminated. Therefore, as of midnight, January 1, 1793, slavery is to be declared illegal within all British controlled territory. Fairly token compensation is to be issued to plantation owners in the Caribbean. Anyone caught holding slaves within British territory after this date shall be forced to relinquish them immediately and be forced a fine of £100. Anyone caught participating within the slave trade shall be considered a pirate, with the punishment of death. This will not just satisfy movements within the country and produce some measure of revenue, but will also function as economic warfare against those still practicing slavery themselves.
04.) Issue Declaration of War Against the United Provinces. It has become apparent that in the event of conflict with France, the Netherlands and its colonial empire represent a significant risk to the balance of power should they fall into French hands. This combined with the erratic behavior of the Netherlands (for example, asking us for a NAP when we're allied...) and forged intelligence reports crafted explicitly for the purpose of initiating conflict, should sway Parliament's hand. Obviously, it is not to be revealed until immediately before the operation begins. Say, we shall preposition an agent in the Netherlands, and have him present the declaration an hour before operations begin.

COVER OPERATIONS:
01.) Insert French-born, French-speaking Agents into France to Rile Crowds Demanding Louis XVI's Execution
. It has been said by the French government, in negotiations, that his fate is up to the people. On the one hand, we sympathize with the Republic, however, on the other, it could prove exceedingly dangerous. We will therefore try a gamble: use French expatriates to rile the crowds of Paris to try and get them to demand Louis's execution. By using explicitly French citizens, it cannot easily at all be traced back to us, and we will plant ties on these agents to the Austrians in the event they are discovered. If it works, we have an excuse to remove the French as a threat; if it fails, we have kept from intervening on the continent (at least against France anyway) and if they do indeed prove dangerous later, we might intervene then. We shall play both sides of the fence right now and see what happens.

GENERAL MILITARY DEPLOYMENTS:
01.)
Around the British Isles are to be kept 10 Squadrons. This will be the Naval Reserve. Aside from the 10 Squadrons in the Netherlands after the conclusion of OPERATION Vanquish, all others from said operation are to rejoin the Naval Reserve for defensive purposes.
02.) Allocate 5 Divisions to meeting and "guarding" Shah Alam II. He believes that these will be his personal forces with which to what he pleases, and that we are going to let him "pacify" northern India. Unfortunately for him, two things are wrong with this: a) northern India is not rebellious, and b) we have been looking for him for quite some time. Once we have rendezvoused with him, escort him to Delhi as promised. Then, these 5 Divisions are to ensure he exercises no influence whatsoever, is kept isolated from anyone who might assist him, and generally does not prove to be a nuisance. He is not to be killed unless the possibility of his escape arises, but merely imprisoned such that he is unable to be heard from. See that he is kept comfortable. If he senses a trap, these 5 Divisions are to be tasked with hunting him down.

MILITARY OPERATION "Vanquish": The Netherlands is mostly divided due to recent actions within its boundaries; therefore, in any campaign against it, if the homeland falls, the colonies are likely to quickly follow. A prime objective during this operation, aside from capturing the seat of Dutch government, is the capture of Dutch Naval vessels for impressment into the British Navy. The conflict will be one through superior troops, numbers, and surprise.



Allocated Forces: 25 Squadrons, 20 Divisions

Ia.)
From the northwest, 15 Squadrons and 10 Divisions are to enter the Waddenzee via the West Frisian Islands. At this point, 5 Squadrons and 5 Divisions are to make an assault on Harlingen by sea, invading the city.
Ib.) Meanwhile, the rest of the force, 10 Squadrons and 5 Divisions are to continue south into the Zuider Zee (now IJsselmeer) and advance on Amsterdam. They are to disembark and take the city by force, capturing as many Dutch ships as they can in port, and sinking any which resist.
Ic.) A third force of 5 Squadrons and 5 Divisions is to land on the North Sea coast of Noord Holland, opposite Amsterdam, to encircle the city, and prevent and escapes of forces.
Id.) Finally, a fourth force of 5 Squadrons and 5 Divisions are to land at the mouth of the Lek and pacify Rotterdam, again taking whatever Dutch ships can be acquired and sinking the rest.
IIa.) The Harlingen Force's Naval compliment is to assist in pacifying the Zuider Zee if necessary - if not, it is to return to Britain's Naval Reserve protecting the British Isles. Token regiments are to be left in Harlingen to defend it, and 5 Divisions are to advance through Leeuwarden, Groningen, Assen, and Hoogeveen, leaving a regiment or two in each (for perhaps 1 Division for all 5 Cities).
IIb.) In Amsterdam, 1 Division is to guard the city. 1 Division is to advance north to secure Noord Holland. 8 Divisions are to advance on Utrecht. Once it is taken, they will split, with 4 Divisions advancing through Arnhem to Deventer, and 4 Divisions going through s-Hertogenbosch to Eindhoven. Token Regiments are to be left along the way to secure advances.
IIc.) In Rotterdam, 1 Division is to be left behind to guard the city, 4 Divisions are to advance through Gouda and to The Hague, encircling Delft.
III.) Advance and secure all remaining population centers. Isolate and crush any areas of resistance. Having the Dutch government in hand, immediately declare the entirety of Dutch Colonies under English control. If they resist, they will be forcibly brought under control. Once the Naval aspect of Vanquish is concluded, all ships excepting 10 Squadrons are to return to the Naval Reserve guarding the British Isles.

MILITARY OPERATION "Vengeance": Meanwhile, despite the brewing troubles in Europe, trouble is also afoot in India. Maratha has been acting overtly hostile again, and the threat to the British presence there is intolerable. Already, we are having to deal with the intrigues of Shah Alam II, and now we have Maratha and Gujarat on top of that. We will end all of this nonsense immediately in a single blow. Much like in Vanquish, our strategy will be hedged on overwhelming quality and quantity of arms, though we are likely to lack some degree of surprise.



Allocated Forces: 15 Squadrons, 35 Divisions, BEIC & Loyalist Indian Forces

Ia.)
Although these operations shall all occur simultaneously, we shall focus first on Mysore. It has been a thorn in our side for ages, and now we shall pluck it out. 5 Divisions from the West and 5 Divisions from the East will smash into the kingdom along either side of the capitol of Bangalore, where the territory is at its narrowest. Cannon and rockets shall be used to devastate forward positions of forces in a swift advance to the Capitol, which is to be taken as quickly as possible; Tipu Sultan is to be killed. To sway the native princes, promise to divide up his lands amongst them to stir their support. Once the city is taken, advance through the north of the land, sweeping aside resistance and putting forces in place to strike Maratha. 2 Divisions are to garrison the land, while 8 Divisions move to link up with other forces at Pune.
Ib.) Meanwhile, 5 Divisions are to march out of Bombay, while 5 Divisions from Hyderabad and 5 Divisions from farther south advance through the Deccan on Pune. The city will be surrounded from three sides and escape into the north beyond the Godavari cut off. The city will be taken by force, and if the Marathan government resists capture, it is preferable they die than that a long siege occurs. During the fighting it is likely that the forces (8 Divisions) allocated to Mysore will make their way With the seat of government captured, it is quite possible that the poorly centralized Maratha Confederacy will fracture. We will take advantage of this by offering to allow whosoever joins with us to retain internal autonomy in their territory. The show at Pune will make it clear those who resist shall lose everything. 1 Division is to be left garrisoning Pune.
Ic.) From Gandhinagar, 5 Divisions are to set out and march on Rajkot. At the same time, 15 Squadrons and 5 Divisions will disembark at Diu, the main port of Maratha. The Marathan Navy is to be sent to the bottom, and the forces will take the city by force under cover of Naval guns. They are to then march north to Rajkot and assist in taking the city. 1 Division is to be left garrisoning Rajkot. All 15 Squadrons are then to sweep the seas of any remaining Marathan vessels, and then proceed on to Sri Lanka, and the Dutch Indies, to ensure their capitulation.
Id.) From Calcutta and Rajshahi, 3 and 2 Divisions, respectively, are to cut off the "Ganges Pocket" and then, upon meeting, advance on Ranchi, and then Benares. They are to destroy whatever organized Marathan resistance greets them, employing overwhelming firepower to do so. If all this goes according to plan, or vaguely so, the Marathans will be mostly contained in central India, at which point we may begin mop-up.
IIa.) From Pune, the now 19 Divisions are to march on Nagpur and take the city. Here, they will leave behind 1 Division as zone defense and split into two groups of 9 Divisions each. The first group will go southeast and then swing up northeast, clearing our resistance in the eastern part of Maratha. The second group will go north and take Jabalpur. They will then police the central area and quell any Marathan resistance.
IIb.) The 5 Divisions in Benares will advance into the bulge created by the group advancing eastwards, clearing up any resistance there, and working with that other force to stomp out any eastern Marathan resistors.
IIc.) The Rajkot-Diu force of 10 Divisions is to double back through the British held areas and advance on Bhopal, taking the city by storm. They will then advance north and secure the northwestern portion of Marathan territory.
III.) All remaining pockets of Marathan resistance are to be isolated and crushed utterly. With this done, the whole body of India proper will fall into British possession, and the vast bulk of instability within the region will be removed.

Description: The Citadelers were founded by the Prophet, also known as the last High Priest Eldan of Eldrania. Eldos revealed to him that his will had been misinterpreted, and that peace was the way. The Citadelers, as the Prophet's followers are called, have now dedicated themselves to pacifism and the spread of knowledge throughout the world.

-1 point to founding a city (Farport) on the small island southeast of Exilsium. Trade with Exilsium, who seems generally isolationist, and then sell these exotic good for higher prices to other countries, creating (hopefully) a thriving port.
-1 point on project (4/8).
-3000 Citadel Guards should guard the mainland, using the system of watchtowers detailed earlier. 1500 in the mountains, 500 on the northern border, 500 on the southern border, 500 keeping the peace in the land.
-Assist the tribes northwest of Ikki and northeast of the Lengels, encouraging them to unify or join Ikki for protection against the Lengels. Send 400 spearmen.
-400 spearmen doing the usual unification (which has been going on for like 500 years!!!!!!!!:crazyeye: ) north of Malkavia.
-400 spearmen and 5 ships explore around Norvalin.
-400 spearmen and 5 ships explore southeast of New Veritas.
-400 spearmen and 5 ships explore generally south and east of Farport, based there.
-5 ships should be available at Seaport, in case the Council needs to make a quick getaway if they're invaded. If this happens, they should flee to Farport.
-Continue converting in Ikki, Malkavia, Gammorea, and Davar.
-Do the trade deal with Khmeri. Send some scholars to discuss theology.
-Send some scholars to continue studying the Lengels.
-Send some scholars to study the culture of the peoples around the exiled Veritasian nations.
-Continue making contacts with the pacifist movement, heralding the peace with the Lengels if it succeeds or condemning the war if it doesn't (especially if a "civilized nation" attacks the Lengels, not vice versa).
-The new council head is named the Peacebringer. These names are a little ominous, aren't they? ;)
-If you don't mind, could you change Tristaria's color so you can distinguish it from Davar? It's a little annoying...

Because I predicted (correctly) that Ur would become vastly more powerful as a PC, so tried to nip it in the bud. I was a turn too late, of course.

Here's a question for all you warmongers: I've been struck with a constant dilemma in warfighting in NESes, especially das ones. Should I, as the ruler of a nation, make only strategic decisions, or operational decisions as well? Is it the right idea to direct only the campaign when you have a good idea of what you want to do, or should you lay off and let your generals conduct those operations?

There is, of course, no way one should make tactical decisions, right? Or is that, too, a good idea, at least in more classical or ancient warfare?
 
Well, sure, but just as a general rule, for something like a das nes or LINES, which doesn't place as much emphasis on the military and is more realistic.
 
With me, I'm a fairly free mod, if someone doesn't give many campaign details I'll play general and do it well, while other mods will make your general a total idiot unless you give some details, such as Israelite (remember Egypt?).
