It's original title in Japan was Seiken Densetsu: Final fantasy gaiden. Gaiden translates into "outside story" which is best interpreted to mean "side-story", so it's a final fantasy side story.
Seeing as it's called final fantasy,and seeing as most of the final fantasy games are unrelated anyway, I think that qualifies it as final fantasy.

Nah its not final fantasy at all. It was just a dumbed down american title for the game.
The storyline in final fantasy adventure is for secret of mana in japan. So that pretty much sums it up.
