This has caused a rise in underground action and sabotage caused by leftists across the world. MEXICAN PRESIDENT FLEES. Mexico City, Mexico. With heated revolt and riots by the rebel groups led by Francisco Madero wrecking the countryside of Mexico, President Diaz has resigned from his post as President. Under pursuit by Mexican gunships, President Diaz has escaped to France, where he has been given refuge. The new Mexican regime is still wracked with internal dispute from the revolt. Reports state that the military is upset with the new government, and fighting still continues in some cities and regions.
WRIGHT BROTHERS BREAK AIR DISTANCE RECORD. Raleigh, USA. The famous Wright Brothers duo, leaders of the new field of heavier than air flight, have announced and proven to a crowd of spectators that they can break all previous records of distance of flight. Military observers at the site have proclaimed to the government that the Wrights have agreed to produce a military prototype airplane. (New Research opened)

ARGENTINA ANNOUNCES ECONOMIC PROGRAM. Buenos Aires, Argentina. The Argentinian government has developed plans for a massive program to expand the industry and government spending strength. The new plan is massive, although some private companies have assisted with the program. These corporations have promised to provide one IC yearly to help the program progress.

FRENCH BATTLESHIP EXPLODES. Toulon, France. In the early hours of March 13, the French battleship Liberte exploded in the naval base at Toulon. Preliminary investigations suggest that the problem was purely mechanical. Opposition groups to the government, namely the communist and far right organizations have claimed this to be part of the decaying republican government. (+1% Dissent, -1 Capital Ship)
SLAUGHTER IN PARIS. Paris, France. An riot emerged in France as communists continue to stage protests against the Council of Nations and the French government's anti-communist stance. A peaceful protest at the Arc de Triumphe resulted in a confrontation between the communist rally and a regiment stationed in the city. Authorized by the government to use lethal force in suppressing the protest, the result was what is now termed the "Bloody Sunday Massacre". Exacerbating this problem is the ceasure of private assets to help fund the expansion and development of the French military. As a result, the country and fields of northern France have risen up in near open rebellion, as citizens have raided French military establishments. Within the French military, the government has locked down a multitude of military bases to prevent desertations. Multiple interests within France have called for demands for another election and the stepping down of the current leadership.(+15% Dissent)
ALBANIAN MUSLIMS CRUSHED. Athens, Greece. Thanks to the arrival of nearly a quarter of a million Russian soldiers, the Orthodox crusade against the Muslim insurgents in Albania came to a successful end in late November. The Islamic rebels put up a difficult fight, and reports claim that the rebels were armed not only with stolen Greek weapons, but weapons which bore markings from Dar-al-Islam and more predominantly, Austria-Hungary. Though the Muslims put up a devastating fight, the overwhelming numbers of the Orthodox soldiers demolished Albanian resistance. After the defeat of regular forces at the battle of Tirane, the Albanian forces fled to the hills. Even now Muslims continue to fight as guerillas against the Greek and Russian occupation. Dar-al-Islam has led global Islamic protest against the actions of the Orthodox, and Caliph Saud has promised that if Greece does not withdraw, "the forces of Islam will reign holy devastation on the lands of the New Crusaders". SWISS REINSTATE MILITARY BUDGET. Geneva, Switzerland. Over the vocifarous protests of Swiss economists and businessmen, the government has increased taxation of private business in order to begin modernization and development of the Swiss military. Needless to say, opposition forces to the Swiss government have gained strength against the current leadership. (+5% Dissent)
AUSTRIA ANNOUNCES PLANNED REFORM. Vienna, Austria-Hungary. In a controversial decision by Emperor Joseph, the Austrian government has announced future plans to establish a Parliament and other democratic elements of government. This announcement was followed several months later by multiple protests throughout the rest of the year by nationalist groups. Hungarians, Romanians, and Serbs all launched major rallies for autonomy from Vienna. Military forces watched the protests peaceful until the rallies dispersed.

CHINESE EMPEROR DIES. Forbidden City, China. The Gaungxu Emperor has died of natural causes, resulting from a continuous heart disease which has plagued him for over half a decade. Having no male hiers has allowed Empress Longyu to take charge of the government.
JAPANESE BEGIN REFORMS. Tokyo, Nipponese Empire. Following a government decrease in military spending and an increase in development spending, the Nipponese Empire has announced a series of reform in both government and the rule of the colonies siezed from the Netherlands and Spain. Domestically, the arrival of American advisors and a diplomatic mission headed by Luke Wright, a former ambassador to Japan, has resulted in the formation of the Kokkai, a Parliamentary style board with no power, but an advisory status. The people of Japan have approached this hesitantly, though rumors state the military is displeased with the new development in addition to the cuts in their funding. Throughout the rest of their empire, Nippon has begun a process of incorporating their recent gains in the Philippines into what is being termed the Greater East Asian Co-Prosperity Sphere. This new process bodes well for the relations within the empire, and could encourage further economic growth within the boundries of Nippon.
CHINA ANNOUNCES RADICAL REFORM. Forbidden City, China. The death of the Gaungxu Emperor has led to a radically reformation of the Chinese economy. This includes a drastic reduction of government spending on military, and major tax cuts. The tax cuts have caused major growth in private spending, and a near overnight development of a Chinese middle class. This has caused some growth in education and further growth in the Chinese communist and democratic movements.
Council of Nations News Report
Constant dispute through 1910 and 1911 have resulted in the end of the heated debate as several nations on the fence were pursaded or pressured into approving a couple of the resolutions on the table. Though a couple resolutions remain on the table, the great burst of activity from 1910 seemed to have slowed. As a result, sanctions have been passed on the Congress of British Workers due toward their communist regime. The results were the approval of economic and diplomatic isolation of the CBW. Whether the Council of Nations will follow up on the passing of these landmark resolutions remains to be seen. Below is the listing of the status of recent Council of Nations Resolutions.

@ Tyrion, for the project you mentioned, i'd recommend a consolidation between the Catholics and Protestants; i'd say the cost would be a mere 6 IC.
@Amon, upgrade of soldiers is not possible in the way you did it, to upgrade properly, you'd have to disband 4 militia divisions for every 1 infantry division that you'd gain.
