Attached is a 3.03 HoF game. Standard size, settler difficulty, I was essentially seeing if I could beeline to Theology and get a REALLY early AP diplo win.

I finished the AP when Victoria and I were the only ones with Christianity (I with two cities, her with just her capital). I got the initial "AP leader" vote with myself, Victoria, and abstain as the options. Naturally, I voted for me. Ever since then (and since, I've planted Christianity in every other civ, Darius being the last one the turn prior to the save) and haven't gotten any more vote dialogs, don't seem to be able to trigger any votes, don't have any clue who the AP resident actually is, and in general seem to have lost the option to do anything with the AP. Could "abstain" have won somehow? Victoria (though pleased) won't talk to me, either. I've never built the AP before or been voted Resident, so I'm not sure if I'm just missing some game UI option or what.

Its bugged. I dont think the new patch fixes it either, I didnt see it in the list. See the BTS 2 minor game in here I believe. It might be the you have to meet every civ before building the AP thing, or it hasnt been 40 turns since you built it. I am not the expert on the thing, Ori knows a lot about it IIRC.
 
I found that I had to have every AI with one converted city before completing the AP in order to trigger the vote. If you convert them after being elected resident, you have to wait a long time before another leader vote occurs, after that you could get the option for the diplo victory. It was pretty frustrating. There are no pop ups for votes if there is nothing to vote on either.

I had a look at your game and it seems to be the same thing as Bozso posted in the Beta-2 gauntlet. There is a bug in the AP code that I cannot pinpoint, however it seems to be that very early build times screw the AP voting code.
I clicked through your game and the next vote came up in 145 AD and now you actually can see your name as the AP Resident. and 355 AD you can vote for victory.
The game however should call for votes every 9 (adjusted for game speed) turns, which it does not if you are too early. I do have some theories on that but none are really convincing when looking at the code :(
Since I have not seen it in the Bug Reports section yet I have reported this now - if anyone wants to add information please do so.
 
I also noted that in my games diplo vote doesnt show up unless all civs are at least pleased in addition to have at least one city with voting power. Seems like you have to kill infidels or convert them.

Thanks gang (and particularly Ori). I guess I'll just carry on and finish with that game but aim for the uber-early AP win after the flaw is patched.
