Well I tried it in-game (accidentally, because I forgot to switch them back after the editor test), and they worked. So I guess my editor just doesn't like them.

Like I said before, the territory file will display properly in the game and does not display the sameway in the editor.
It is the only file that does this for some reason.

Anything other than borders is a palette problem. Make sure the background colors are the last 2 entries.

It's a good idea and the implementation is good too.
I have in the back of my head a scenario that will like that.
You might want to have all of them facing outside and not sideways or inside. That would also demand fewer of them available in each side though.

Looking good! A lighter gray on the fence might look more realistic and blend in with the terrain better.

I love the idea.
Are they supposed to appear automatically when you build a city and is there something else you have to do other than putting it in the art/terrain folder?

They just replace the borders.
Save a copy (best to rename it something like orgterritory) of your original territory file and then just drop this one into the art/terrain folder.
They are great. I have already messed around with the main art folder to include Snoopy's terrain, but he didnt change borders, so it will be nice to have a change.
If you are plaaning on doing another, maybe it could be chainlink fences, with military checkpoints, instead of gaps or gates.

Improvements is not something I've done.
You could always use stuff that is already in the game, maybe rename the Civil Defense improvement, it looks like it could be the entrance to a vault.
