He probably only has 30 or so beakers left in the tech, so you are trading 15 gold, for 30 beakers...
If he is the only person without Nationalism, I would definitely trade it to him. Effectively a free 15 gold! (Unless I want to avoid -2 you are trading with our worst enemy)
Personal experiance. Traded Nationalism for 300-ish gold (the guy, Hauyna, had 1 turn left >.<), next turn, he pops a great Engineer, and rushes the Taj Mahal. I was 8 turns away, so it wouldn't have mattered, but it would have been a real kick in the balls if I was 2 turns away
Justinian and Isabella were both created colonies by the AI.
However she adopted a religion.
I guess there has to be a religious majority, because there are religions in the Byzantine cities.
@tatran: Do you happen to have a save from the turn before Justinian either (a) adopted Theocracy or (b) switched to No State Religion or (c) spawned (if he's a colony)? And exactly what patch level are you playing on since that game has Locked Modified Assets in effect?

No, I saw it by accident and it immediately reminded me of my previous religious screenshots, see page 226
Maybe that save is more helpful.
I'm using the lastest patch 3.17 + Solver's unofficial patch v019. (I hate corrupted floodplains)
HOF games require locked mod assets on.
@Tatran: Sadly, I must have something other than the DLL different in my Assets folder because even using 0.19 I can't open the saves. Did you have the Python and XML files from Solver's patch installed to your Assets folder too?
Also, on this newest save, was Justinian there from the start of the game or was he a colony? Up until now all reports have been with civs who were colonies and I'd like to know if the same was true for this one.

I've only replaced the cvgamecore.dll file.
Justinian is a colony. (Pericles is his master who runs free religion.)
The game had more colonies created by the AI, Churchill and Louis XIV
came into play too and both adopted a religion right away.
